Background

The United Nations Development Programme (UNDP)-Iraq, is carrying out rehabilitation of Mussaib Thermal Power Station, Babyl Governorate – Iraq utilizing funds from the Iraq Trust Fund earmarked by Governments of Japan and Iraq. An agreement has been reached between the Ministry of Electricity (MoE) and UNDP-Iraq that contracting and managing the contract of boiler rehabilitation work will be done by MoE and that UNDP will provide necessary technical assistance to complete the rehabilitation work successfully.

Ministry of Electricity (MoE) has developed rehabilitation scope for replacement of Furnace Water Wall tubes and Baffle Wall tubes and other associated equipment. A contract has been awarded to an international contractor to undertake the above scope. The international contractor has mobilized on site during January 2012.

UNDP-Iraq has planned to obtain services of several consultants at site to assist MoE in monitoring construction, testing and commissioning work.

Close coordination and work with MoE, particularly with the staff from the Mussaib power station is critical, so that UNDP could provide necessary technical assistance for successful completion of the project. It is therefore intended to obtain services of a National Project Engineer based in Amman with site visits to Mussaib thermal power plant, preferably with previous work/coordinating experience with MoE to support the implementation of the project. The National Project Engineer will play key roles of liaison and coordination with MoE in order to closely monitor the project implementation with required technical assistance and for enhancing its daily communication with MoE.

UNDP is seeking services of a National Project Engineer for a period of 6 months with possible extension, to assist UNDP in coordination with MoE, Owner’s Engineer, and the Contractor for construction supervision and commissioning of the rehabilitated plant. The National Project Engineer is expected to commence his/her work from March 2012. Outputs to be produced by the National Project Engineer will be defined for each assignment.

Duties and Responsibilities

As an integral part of the UNDP Iraq Inclusive Growth and Private Sector Development Sub-cluster and Electricity Team and under the direct supervision of the Project Manager, Mussaib TPS, the National Project Engineer will be responsible for the following specific tasks/duties for the rehabilitation of the boiler (Furnace Water Wall tubes and Baffle Wall tubes);

  • Assist the Project Manager to recruit other National site project staff required for the construction supervision of the boiler work at site by developing the Terms of Reference and qualification criteria.
  • Arrange meetings/workshops (milestone completion, progress review, etc) with MoE technical units and contract department in Baghdad, at Mussaib TPS and in Amman/Istanbul and participate at the meetings in Istanbul/Amman/Iraq, prepare the minutes of the meetings and take necessary follow up actions to make sure the project progress as scheduled.
  • Visit Mussaib TPS every month, meet the other National site project staff to discuss technical issues, verify the progress reports submitted by them on behalf of the Project Manager, create status reports by collecting information/photos as required by the Project Manager. Also, prepare the recommendation report to accelerate the implementation when required.
  • Represent UNDP in facilitating technical meetings with MoE, Owner’s Engineer and the Contractor as instructed by the Project Manager
  • Prepare weekly activity reports to update the project status to the Project Manager and monthly reports required for senior management and the donors
  • Also, prepare regular progress reports (every fortnight) and special reports (after every milestone) of implementation work of the project to be submitted to senior management in UNDP and the donors (ITF, Government of Japan). The milestones are; Dismantling of the existing boiler, installation of water tubes of the boiler, the chemical   cleaning procedure, Pre-commissioning and commissioning tests, plant performance tests,
  • Review and verify the latest project asset verification report and update the asset register during and after implementation of the rehabilitation work. Assets reconciled after completion of rehabilitation of Mussaib TPS boiler.
  • Responsible for completing asset verification, disposal and transfer for the National Dispatch Center project: Review asset register of NDC project based on PO records, verify the assets located in Amman and Iraq, create physical verification report and assist UNDP to dispose the assets identified for dispose and to dispatch the remaining assets to Iraqi counterpart
  • Undertake other related assignments, within his/her competence as required by the Project Manager.

Required Skills and Experience

Education:

  • Bachelor of Electrical, Mechanical Engineering, Computer Engineering or a related degree

Experience:

  • At least 5 years' experience as power station engineer/power system control expert familiar with power plant operation and energy dispatch
  • Previous experience in Iraq, specifically in coordinating works with Ministries/Departments
  • Familiar with Iraqi and international technical standards used in the power sector
  • Experience working with electricity projects designed for Ministry of Electricity
  • Work experience with international agencies (donor, lending, etc)
  • Familiar with the operation/function of Plant & Equipment used by thermal power stations, particularly for boilers
  • Work experience with SCADA system used for controlling of the Iraqi National Grid
  • Good knowledge of the design and operation of the control equipment (computer hardware, RTUs, communications equipment, etc) of power system control centers
  • Self-starter, highly motivated, and able to handle work pressure, feedback and complex multicultural environments effectively.
