UNDP Indonesia’s mission is to be an agent for change in the human and social development of Indonesia.  We, the UNDP Country Office (CO), aim to be a bridge between Indonesia an all donors as well as maintaining our status as a trusted partner to all stakeholders.  We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia.  Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

Under the guidance and direct supervision of the Team Leader of Poverty Reduction Unit the Project Manager (Technical Analyst) is responsible for the management of UNDP activities under the Global Fund multi-country programme and focusing on the achievement of MDG Goal 6 to combat HIV/AIDS, Malaria and other diseases by 2015. The Project Manager   (Technical Analyst) will work with grant ISEAN/HIVOS Principle Recipient and technical partners and analyse political, social and economic trends and leads formulation, management and evaluation of programme and project activities within his/her portfolio, provides policy advices and services.

The Project  Manager ( Technical Analyst)works in close collaboration with the project, programme and operations teams, and national stakeholders from government and non-government, bilateral, multilateral organizations, UNDP regional as well headquarters to ensure the successful implementation of the programme.

UNDP Asia-Pacific Regional Centre is the Technical Assistance provider for the USD 12.5 million Insular Southeast Asia Multi-Country Global Round 10 Programme covering Indonesia, Malaysia, the Philippines and Timor-Leste. Humanist Institute for Development Cooperation (HIVOS) – Regional Office for Southeast Asia based in Jakarta is the Principle Recipient.

The UNDP HIV, Health and Development  Project Manager (Technical Analyst) for the HIV, ISEAN-HIVOS Multi-Country Global Fund Grant R10) will be co-managed by the UNDP Indonesia country office and the HIV Regional Policy Specialist, Human Right and Sexual Diversity, based in Bangkok, Thailand.

Summary of Key Functions:

  • Implementation of Multi-country Global Fund programme strategies
  • Effective management of the multi-country Global Fund programme within the HIV, Health and development team focusing on quality control from formulation to implementation of the country programme to achieve the following results
  • Creation of effective relationship and strategic partnerships as well as implementation of the resource mobilization strategy related to ISEAN-HIVOS grant to enhance the impact of the specific high priority projects
  • Provision of top quality policy advisory services to the grant partners, the Government and facilitation of knowledge building and management through production and dissemination of lessons learnt across the portfolio and ensuring effective cross-project and cross-unit knowledge fertilization


1. Ensures implementation of programme and project related to HIV, ISEAN-HIVOS strategies focusing on achievement of the following results:

  • Provision of programmatic support to the development of HIV programme portfolio and map out currently development partners, donors and private sector in the HIV in Indonesia and conduct gap analysis, identify opportunities. Identification of areas for support and interventions within the HIV, Health and Development Team with a view to link with the activities under the Poverty Reduction Unit (PRU) and the Democratic Governance Unit (DGU).
  • Support capacity development of programme/ project related staff through training in programme oversight, quality assurance, implementation, monitoring and evaluation, performance assessments and informal performance reviews.

 
2. Ensures effective management of the multi-country Global Fund programme within the HIV, Health and Development Team focusing on quality control from formulation to implementation of the country programme to achieve the following results:

  • Monitor HIV, ISEAN-HIVOS programme and project using results based management (RBM), to ensure they are progressing according to plan. This includes assisting project authorities in problem solving and implementing corrective measures requiring undertakings of frequent monitoring visits to assigned projects.
  •  Efficiently scope, prioritize, plan and follow up project activities
  • Design and formulation of Multi-country Global Fund programme within the area of responsibility, translating UNDP’s priorities into local interventions.
  •  Support in fund management including the monitoring of cost-recovery preparation in Atlas for the services provided, implementation of the income tracking system and reporting, as well as participation in the projects’ audit, control on the follow up
  • Coordination of programme implementation with the Principle Recipient and UNDP Asia-Pacific Regional Centre, executing agencies, performance indicators/ success criteria, targets and milestones.
  • Enters project into Atlas ERP system, finalization of contribution agreements; budget processes, closure of projects,  participates in recruitment and evaluation processes for projects.
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions, participation in audit of nationally implemented projects.
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.


3. Ensures creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

  • In coordination with the Team Leader Poverty Reduction Unit, strengthen coordination of partnerships with the UN Agencies, government institutions, bilateral and multilateral organizations, donors, private sector, civil society in the health and HIV field based on strategic goals of UNDP and in particular country needs and priorities to identify opportunities for collaboration, formulate joint initiatives to maximize impacts and efficiency and minimize duplication of efforts
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation.
  • Development and implementation of a donor intelligence strategy (partners, needs and priorities, perception of UNDP by its current and potential future partners, and projection of UNDP’ added value and potential role) and opportunities for cost sharing.
  • Providing external and internal analysis for assessing opportunities for resource mobilization including partner-specific intelligence and the competitive landscape; identification where the competency strengths overlap with partner/client needs
  •  Analysis of key development and sectoral policies currently being discussed and implemented in the country and key donors willing to support policies


4.  Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
  • Production of knowledge-based products capturing knowledge of national, regional and global know-how in the health and HIV area.
  • Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of trainings for the operations/ projects staff on programme issues.
  • In coordination with Team Leader Poverty Reduction Unit, responding to inquires related to HIV programme from UNDP HQ , UN agencies and others for information assistance , reporting review and project brief
  • Promote information sharing and facilitate dialog within the donor community by initiating and / or participating in consultative meetings

Required Skills and Experience

V. Recruitment Qualifications

Education: 

Master’s Degree or Bachelor Degree's  in Public Health, Social Sciences, International Relations or related area.


Experience: 

  • At least 3 years for Master's Degree or 7 years for Bachelor's Degree of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects.
  • Understanding the Global Fund and multi-country programming would be preferrable
  • Relevant experience in HIV, Health and Development and/or other communicable diseases;
  • Experience in collaborating with development partners and civil society;
  • Measurable experience in developing resource mobilizations strategies, proposals and experience in grants and/or fund management;
  • Proved collaborative, principled person, able to work in a team context;
  • Solid negotiation and diplomatic skills, cross-cultural, interpersonal and communication skills, ethics and confidentiality;
  • Good analytical skills and ability to interpret complex socio-cultural backgrounds as well as quickly obtain an overview of a variety of activities and approaches;
  • Knowledge of UN/UNDP policies, programming frameworks and procedures would be advantage ;
  • Excellent command of MS Office applications (including Word, Excel, PowerPoint and MS Project)
  • Experience handling web based management systems would be advantageous.

Language Requirements: 
Fluency in the English, including excellent writing skills
