Background

The programme “Increasing Accountability in Financing for Gender Equality” supports the implementation of a comprehensive approach aimed at linking gender equality commitments with planning, budgeting, monitoring and evaluation systems used by donors and national governments at country level. It does so through supporting capacity development of national partners tasked with planning and budgeting (ministries of finance, planning, and line ministries), including national women’s machineries, and strengthening government monitoring mechanisms as well as civil society and parliamentarians’ role to ensure adequate funding and actions in favor of gender equality and women’s empowerment.

The overall goal of the programme is to increase the volume and effective use of aid and domestic resources to implement national commitments to gender equality and women’s empowerment. The programme seeks to strengthen accountability to implement gender equality commitments in financing decisions and practices of donors and programme countries in 15 countries including fragile states. The programme is built on past experience, learned lessons and knowledge in the areas of Gender Responsive Budgeting, aid effectiveness and costing.  The programme is a partnership between the EU, UN Women and ITC/ILO.  UN Women is the executive agency, with ITC/ILO serving as an implementing partner for specific capacity development components of the programme.

As part of the programme implementation process, baseline studies are planned to be conducted in 9 programme countries early 2013. UN Women seeks a consultant to develop a methodology that will be used to collect baseline data. Under the direct guidance of the Programme Specialist and supervision of the Programme Manager, the consultant will develop a methodology to collect baseline data for the common indicators across the 9 countries. 

Duties and Responsibilities

The overall objective of the assignment is to finalize a baseline data collection methodology that will be used by the programme countries to conduct baseline studies. The task includes a review of the programme outcomes and related indicators, review of country implementation plans including log-frames to understand the scope of work. There are a total of 13 common indicators, mostly qualitative that require baseline data collection. The consultant will develop technical notes associated with each indicator and identify and develop a suitable methodology that will be employed for collecting data for the indicator. It also includes a clear mapping of steps involved in gathering baseline data, guiding the methodology for data collection and identification of sources of information.

Baseline data will be collected for the following three outcome areas of the programme:  

  • National action plans for gender equality have defined targets, financing and implementation arrangements and are aligned with national planning and budgeting processes
  • Strengthened capacity of national governments to implement gender equality commitments and address women’s priorities in national planning, budgeting systems and programming
  • Strengthened capacity (through knowledge, tools and technical assistance at country level) and accountability of donors and stakeholders in aid coordination mechanisms to achieve commitments towards gender equality in stable and post conflict

  • An elaborated work plan that includes a timeline and proposed outline for developing the methodology.  
  • Technical Notes for indicators
  • Step-by step guideline on baseline data collection for each indicator

Required Skills and Experience

Education:
  • Advanced university degree (Master's degree or equivalent) in International Development, Gender or related area.
Experience:
  • Minimum 10 years of experience in the area of results based management, Monitoring/Evaluation or baseline data collection 
  • Professional work experience related to gender equality and women’s human rights
  • Knowledge and experience on gender responsive budgeting and financing for gender equality will be an asset
  • Professional experience and in-depth knowledge of qualitative research and assessment methodologies  
  • Demonstrated experience of working with global, regional and national data on gender equality and women’s empowerment
  • Professional experience in devising data collection methodologies for international organizations including UN bodies is an asset
Language Requirements:
  • Fluency in English is required; knowledge of at least one additional UN language will be an asset.
Duration and Remuneration:
  • The duration of the contract will be for 30 days during the period 8 October to 28 December, 2012. Remuneration will be based on consultant’s qualification and years of experience. The payment will be made upon satisfactory completion of all tasks in the assignment, and submission and approval by UN Women of final deliverables.
