Background

The Government of Uganda launched a Peace Recovery and Development Plan (PRDP) which commenced implementation in July 2009 and now in a second phase running until June 2015. The main objective of PRDP-2 is to complete the post-conflict recovery process; to strengthen the foundation for development in Northern Uganda; and to narrow the gap between Northern Uganda and the national average level of all socio-economic indicators. In this context, and building on previous UNDP engagements in Northern Uganda, UNDP has designed a new project financed jointly by UNDP Uganda and New York to support the deepening of our initiatives in Northern Uganda that aim to enhance economic recovery peace building and lead to the long term socio-economic development of Northern Uganda.

 In order to support the implementation of project at field level, UNDP plans to recruit 3 Area Project Manager. Under the guidance and supervision of the Northern Uganda Programme Manager with overall reporting to Team Leader for Crisis Prevention and Recovery Unit (CPRU), the Area Project Managers will provide programmatic and administrative support at field level for the smooth implementation Local Development and Social Cohesion in Northern Uganda Project. The Area Project Managers will be based in the districts of Gulu, Lira and Moroto respectively.

Duties and Responsibilities

  • Provide support and guidance to implementing institutions in developing results-based Annual Work Plans that clearly set out the quarterly and output targets, indicators, activities, resource requirements, and budget;
  • Manage the day-to-day project implementation, ensure adherence to administrative and financial requirements and monitor and make recommendations to partners and stakeholders as may be required;
  • Provide support to national implementing partners and responsible parties in their implementation of activities at field level to ensure their efficient and effective contribution to project outputs;
  • Ensure adherence to the UNDP monitoring and evaluation system for the project through regular field monitoring visits of activities as well as facilitating and supporting joint field monitoring visits;
  • Support and follow up with implementing partners and responsible parties to prepare and submit timely quarterly project progress reports (both substantive and financial) detailing progress against the output targets, and the activities undertaken;
  • Ensure timely, adequate and controlled disbursement of funds for field activities, and ensure that field activities are implemented adequately with clear accounting systems, acceptable to UNDP accounting requirements;
  • Ensure regular and effective communication with partners at all levels;
  • Provide support, facilitate and assist external evaluations, audits and spot checks on implementing partners;
  • Undertake assessment of counterpart strategies and their support capacity to inform UNDP Programming and resource allocation/mobilization;
  • Participate and represent country office in relevant coordination meetings at field level and in various other activities relating to sub region of deployment and prepare information briefs to immediate supervisor;
  • Support implementing partners and responsible parties on proper management of financial and human resources according to UNDP rules and regulations;
  • Advocate and promote awareness and understanding of the UNDP mandate, mission and purpose and focus on Sustainable Human Development with special emphasis on Northern Uganda;
  • Carry out additional tasks that may be assigned as and when necessary.

Required Skills and Experience

Education:    

  • Masters Degree in Business administration, Development Studies, Project management, Social sciences, Economics, International Development, or any other field related to recovery programming and peace building.
Experience:    
  • At least 2 years progressive professional experience in the   provision of programmatic and administrative support to projects implementation with general knowledge of development issues in conflict and post-conflict settings. Experience at field level an added advantage;
  • Prior work experience in and knowledge of or work experience in Northern Uganda or similar context will be an added advantage;
  • Knowledge of project monitoring and evaluation;
  • Conflict and post-conflict work experience especially involving Government, Local Government and Community systems and structures;
  • Experience in the use of computers and office software packages and handling of web based management systems;
  • Experience in establishing inter-organizational networks and partnerships at the operational level.
Additionally:
  • Well proven analytical and writing skills;  
  • Ability to work in multi-disciplinary teams;
  • Ability to multi-task;
  • Ability to travel to project sites even in remote areas as required.
