Background

The Coastal Area Management Programme (CAMP) of the Mediterranean Action Plan (MAP) is a “country-driven” programme aimed at helping the Mediterranean countries in their efforts towards sustainable development. The activities of the programme are concentrated in the coastal areas of Mediterranean countries. Following a request presented by the Government of Montenegro, the Contracting Parties to the Barcelona Convention approved the decision to carry out the Coastal Area Management Programme (CAMP) Project for Montenegro at their 14th Ordinary Meeting. The CAMP Montenegro Project area is the entire coastal zone comprising six coastal municipalities – Herceg Novi, Kotor, Tivat, Budva, Bar and Ulcinj – with the total surface of 1,591 km2 and internal waters and territorial sea with the surface of around 2,500 km2. The CAMP Montenegro Project is based on an integrated approach to marine, coastal and river basin environment and development problems.

This emphasizes that project activities will cut across protection and development problems, harmonies public sector priorities and private sector pressures, and provide an integrated strategy for the common goal of achieving development in the region within a sustainable management policy framework.

The main goals of the CAMP Montenegro are:

To create necessary mechanisms that can help achieve sustainable development of the coastal area;
To support implementation of national policies and the Integrated Coastal Zone Management (ICZM) Protocol;
To promote integrated and participatory planning and management in the coastal area;
To build national and local capacities for ICZM and raise awareness of the importance of the coastal area, complexity and fragility of its ecosystems and of the need for integrated approaches in managing them; and e) to facilitate the transfer of knowledge on ICZM tools and approaches.

Duties and Responsibilities

The main objectives of the tasks covered within this ToR are:

to support mainstreaming of the ICZM approach into process of preparing spatial plans;
to support building capacity of the national and local institutions involved in spatial planning.

Key Tasks:

Support finalizing existing land use map for coastal area;
Prepare updated map of buildable land areas for 6 coastal municipalities;
Prepare necessary training materials for organizing 1 training;
Support CAMP General Coordinator in organizing training for the team members, representatives of national and local administrations, spatial planning companies and other interested stakeholders on the CAMP project results and methodologies, in particular those related to spatial planning practices and its links with ICZM;
Participate in project meetings.

Deliverables:

Updated map of buildable land areas for 6 coastal municipalities based on the most recent land use map; (by end of August 2013);
Design and development of training for the team members, representatives of national and local administrations, spatial planning companies and other interested stakeholders. This would include development of training materials, handouts, presentations and all necessary training material; delivering the training (by mid of September);
Follow-up report, summarizing the main highlights of the training and identifying the needs for future trainings summarized in recommendations (by end of October).

Time duration and travel:

The planed tasks will be executed 15 working days during the period from mid of August 2013 to end October 2013. This assignment will be in Podgorica, Montenegro and home based. It is expected from consultant to travel at least 2 times for consultative meetings with the Project Unit team and delivering sets of trainings (10 days field mission in total). Detailed work plan for will be developed by project after completion of recruitment procedure.

Familiarity with national policy framework related to the biodiversity conservation would be an advantage;
Familiarity with national responses to the global obligations in relation to the biodiversity conservation from the Region/globally would be an advantage;
Proven ability to collect, verify and analyze information, and to finish and present work with a high degree of accuracy and technical quality;
Ability to communicate effectively orally and in writing, in order to communicate complex, technical information to both technical and general audiences;
Ability to analyze issues and information and prepare briefs and summaries on key ideas.

Required Skills and Experience

Education:

University degree in Spatial planning, Environmental Management or Ecology; Advanced degree will be an advantage.

Experience:

Minimum 5 years of experience in development and implementation of similar activities, at the senior level;
Regional experience is required;

Language:

Fluency in local language of the duty station;
Knowledge of English.
