Background
- Preventing and Responding to Gender-Based Violence;
- Ensuring strengthened economic empowerment of women, with particular focus on women in living in poverty and Domestic Workers;
- Strengthening women’s voice and leadership, including young women and women living with HIV;
- Developing, implementing and monitoring national planning, policies and legislative frameworks in support of advancing gender equality and reducing gender-based violence;
- Ensuring that national level work in support of gender equality and women’s empowerment upholds the international and regional commitments taken, including the principles of the Convention on the Elimination of All Forms of Discrimination Against Women and the Belem do Para Convention.
2013 has seen a number of changes in the UN Women MCO structure and staffing composition. Further, December will see the adoption of the UN Women MCO four year plan (2014-2017), under which UN Women will launch the development of numerous new programmes in the areas of Social Protection; Gender-Based Violence; and enhanced knowledge generation on gender equality. To prepare for the rolling out of the new four year plan, to orient staff on the workflow under the new structure and new four year plan; and to develop a detailed annual work plan and procurement plan, UN Women will be holding a participatory internal planning retreat for staff on 12th- 13th December, immediately following the RBM Workshop.
Duties and Responsibilities
- Guide the development of the RBM Workshop Agenda and methodology for the planned two day workshop;
- Based on the agreed-upon agenda, and drawing for existing UN tools and those developed under previous consultancies, develop the necessary tools and presentations for those sessions focused on results-based management, primarily: programme conceptualization – impact and sustainability; managing for results; capturing impact – evaluation and reporting methodology;
- Facilitate the UN Women Caribbean RBM Workshop for Implementing Partners;
- As per the agreed upon agenda and tools develop, act as lead trainer for the sessions focused programme conceptualization – impact and sustainability; managing for results; capturing impact – evaluation and reporting methodology;
- Based on the experiences of this pilot Workshop, revise tools, agenda and processes for future UN Women Caribbean RBM Workshops;
- Develop a Workshop Report which captures the capacity development needs of the partners and advises UN Women on future trainings of implementing partners;
- Advise on agenda for the internal planning retreat, including on team building exercises, and how to ensure enhanced RBM skills among UN Women staff;
- Based on the agreed-upon agenda, develop the necessary tools and presentations in support of team building and enhanced planning and RBM capacities for UN Women staff;
- Facilitate the retreat, ensuring emphasis on: team building; orientation;
- Team Building - Orientation of the new Four Year plan for the Caribbean; Agree to revised workflows under the new MCO structure; Develop a detailed Annual Work Plan for both Programmes and Operations; Agree to staff capacity development priorities for 2014.
Competencies

- Solid background in development, and/or in the area of human rights, gender and development considered an asset;
- Proven expertise in the development of participatory training and capacity development tools.
Required Skills and Experience
- Graduate level university degree in the area of social sciences, communications, gender and development, public administration, or relevant field.
Experience:
- At least three years’ direct experience in the development, use and training around results based management methodologies and tools;
- Extensive experience in leading, training and facilitating workshops, working with a diverse range of beneficiaries, including government, civil society and academia;
- Experience in participatory approach is essential as well as excellent facilitation skills and ability to manage diversity of views in different cultural contexts;
- Understanding/experience in the Caribbean is considered an asset.
Language:
- Fluency in spoken and written English.
- Home-based with travel required to Barbados. Ability and willingness to travel.
- Duration of the consultancy will be from 11th November to 15th December 2013, with an estimated 15 to 20 days work required within that period.
- Payment: The fee will be negotiated before contracting. Each payment will be based on a predefined and formal agreement between UN Women and the contracted individual/institution and will be disbursed based on satisfactory completion of agreed deliverables;
- Hardware, software, and communication: The consultant (must be equipped with a portable computer (laptop). The consultant must be reasonably accessible by email and telephone (preferably mobile). The use of reliable, internet-based communication (Skype or equivalent) is required.
