Background

The Chief Field Security Advisor (CFSA) is responsible to the Country Director for the safety and security of all UNDP-Somalia staff, resources, assets, facilities, programmes, and projects ensuring compliance with all United Nations security policies, procedures and regulations as part of the United Nations Security Management System. The Field Security Advisor (FSA) is to be based in the UNDP Somalia Office in Nairobi, Kenya as a member of the UNDP Somalia Safety & Security Unit (SSU) and will be responsible to the CFSA. The FSA will be required to undertake regular assessment visits and missions to Somalia in support of UNDP programs and projects.
 
The primary responsibility of the FSA will be to support the CFSA in the protection of, and mitigation of risk to, UNDP-Somalia staff, eligible dependants, resources, assets, facilities, programme, and projects in all locations where the Country Office may be represented, such as Nairobi, and at the same time enabling UNDP programme delivery throughout Somalia:
  1. Ensuring that UNDP security support and security risk management are mainstreamed into all levels of programme and operational activities
  2. Ensuring adequate security and safety measures are implemented at all UNDP facilities in accordance with current risk assessments and United Nations Policies and Procedures
  3. Ensuring the best possible protection of UNDP staff, eligible dependants, resources, assets and facilities in accordance with United Nations Policies and Procedures
  4. Ensuring close co-operation and coordination with the UNDP Security Unit Headquarters (NY), UNDSS and DPKO or African Union.

Duties and Responsibilities

The FSA is accountable to the CFSA who in turn is accountable to the Country Director UNDP-Somalia and to the Chief UNDP Security Unit Headquarters (NY). The FSA will also be expected to co-operate and work closely with UNDSS. The specific duties and responsibilities of the UNDP FSA are:
 
1.   Threat and Risk Assessment
  • In collaboration with the CFSA, UNDSS and other agency FSA’s, conduct threat and risk assessments, as and when required, of operations in the districts and regions of Somalia where UNDP Somalia programmes and projects are implemented, identifying and implementing appropriate risk mitigation measures.
  • In collaboration with the CFSA, UNDSS and other agency FSA’s, conduct threat and risk assessments, as and when required, of operations in other countries and regions, such as Kenya, where UNDP-Somalia may have a presence identifying and implementing appropriate risk mitigation measures
  • Assisting and providing UNDP specific inputs to UNDSS and other FSA’s while reviewing and updating the country threat and risk assessment.
2.   Security Plan and Minimum Operating Security Standards
  • Assist the CFSA in formulating a security plan for UNDP-Somalia to include national staff measures
  • Provide inputs and assisting UNDSS in establishing, maintaining and updating the country specific security plan, and contingency plans, in accordance with the UN Field Security Handbook
  • Perform all duties as an active member for the UNDSS chaired Security Cell.
  • Assist the CFSA in facilitating business continuity preparedness.
  • Assist the CFSA in managing the Warden system
  • Assist the CFSA in managing the staff tracking system and that security clearances are submitted in accordance with UNDSS and UNDP policies and procedures
  • Assist the CFSA in ensuring that all UNDP personnel and equipment are MOSS compliant
  • Assist the CFSA in ensuring that UNDP staff members are provided with; and proficient in the use of, security equipment, including communications equipment, vehicle emergency equipment and personal security safeguards required for work in the field
  • Establish internal communications systems ensuring proper integration into UN communication systems
  • Provide advice on selection and procurement of appropriate security equipment
  • Provide orientation and training to international and national staff members on security guidelines, communication procedures, travel precautions, emergency procedures and existing restrictions in movement, such as curfews, restricted and dangerous areas
3.   Programming
  • Assist the CFSA in reviewing the impact of security factors on UNDP programme designs and delivery, as well as the potential impact that programmes might have on the stability and security (both positive and negative), making recommendations regarding possible support needs and improvements.
  • Provide advice and assistance to programme and project managers on the mainstreaming of security risk management in all stages of project planning.
4.   Sharing Information and Reporting
  • Provide timely and accurate security advice and information to UNDP-Somalia management, CFSA, programme and project managers.
  • Immediately report all security –related incidents involving UNDP staff, eligible dependants, resources, assets, facilities, programs, and projects to the CFSA, and in his/her absence to the Country Director, Deputy Country Director(Programmes), Deputy Country Director (Operations) and UNDSS
  • Provide the UNDP project staff with situation reports and other appropriate security –related information as and when required
  • In coordination with the CFSA and UNDSS ensure appropriate professional liaison with local authorities responsible for security, law and order, counterparts in diplomatic missions and municipal/civic/religious and traditional leaders
  • Conduct incident investigations as and when requested by the CFSA
  • Participate in inter-agency security coordination efforts
5.   Office and Residential Security
  • Assist the CFSA in conducting periodic security assessments of UNDP premises and equipment; and provide advice on shortfalls in security preparedness with recommended improvements and solutions
  • Assist the CFSA in the periodic evaluation and updating of existing facility security, safety and emergency plans and instructions
  • Assist the CFSA in ensuring that existing facility security, safety and emergency plans and instructions are properly complied with
  • Ensure that UNDP premises and international staff residences are MOSS and MORSS compliant
6.   General
  • Undertake regular missions of undetermined duration to Somalia, or anywhere else, as and when required, in support of UNDP operations and activities
  • Be prepared to travel at short notice
  • Any other security related tasks as may be assigned by the CFSA or UNDP Somalia management team from time to time
  • Assume the responsibilities of CFSA in his/her absence

Required Skills and Experience

Education:       
  • Masters’ degree or formal multi-year education in security management, such as military or police Command and Staff College (minimum 9 months full-time) qualification with command experience at mid-level

Experience:     

Relevant Work Experience

  • A minimum of 7 years of appropriate security and development –related experience, of which a considerable number are security management experience, at a middle management level
  • Previous experience working for a United Nations organization is highly desirable
  • Previous experience working in a conflict/post-conflict or crisis environment-previous experience working in Somalia highly desirable
Technical Expertise
In-depth knowledge of security management and risk management
  • Knowledge of UNDP business, operations and programme cycle
  • Knowledge of UNDP Country Office structure; roles and responsibilities of the Resident/Humanitarian Coordinator, Resident Representative, Designated Official. Security Management Team, UNDSS and UN Security Management System
  • Proven ability to operate in physically and mentally demanding environments.
  • Driving license and high standard of driving competence.
  • Successful completion of emergency trauma training.
Language Requirements:          
  • Fluency in written and spoken English is essential
  • Knowledge of other UN official languages is desirable but not a requirement
