Background

Under the overall guidance of the Team Leader of the respective Practice Areas and direct supervision of the Project Manager and the Regional Portfolio Specialist, the Project Associate ensures effective delivery of global and regional projects by entering and managing data and supporting programme implementation consistent with UNCDF & UNDP rules and regulations.
 
The two global projects managed at the moment by the regional office are CleanStart and LoCAL:
 
CleanStart: UN Capital Development Fund (UNCDF), together with the United Nations Development Programme (UNDP), has developed a global programme that aims to assist poor households and micro-entrepreneurs to obtain access to sustainable, low-cost clean energy through microfinance. This programme, called CleanStart for short, will support 18 Financial Service Providers (FSPs) across six countries in Asia and Africa to build capabilities to provide clean energy financing. The programme will also provide support to strengthening the energy value chain and policy environment to ensure the energy technologies and services financed are reliable and provides value to clients.
The Project Associate works in close collaboration with the UNCDF & UNDP operations, programme and projects’ staff in the CO, Programme Support Unit at the regional office and UNCDF HQs as required for resolving complex programme, project and finance-related issues and exchange of information.

Duties and Responsibilities

1.      Supports formulation of programme strategies and implementation of UNCDF programmes focusing on achievement of the following results:
  • Collection, analysis and presentation of background information for preparation of CCA, UNDAF, CPD, CPAP, effective application of RBM tools and establishment of management targets (BSC).
  • Provision of support to formulation of global, regional and country programmes, draft project documents, work plans, budgets, proposals on implementation arrangements.
  • Updating of project information for the development or updating of the corporate plan.
2.      Provides effective support to management of global and regional programmes focusing on the achievement of the following results:
  • Creation of a project in Atlas, preparation of required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial close of a project.
  • Provision of guidance to the project staff on routine implementation of projects.
  • Presentation of information for audits, supports implementation of audit recommendations.
  • Development of Project Annual Work Plan.
  • Development and implementation of the Project monitoring action plan based on Project Monitoring framework.
  • Development of Project Report (quarterly and annually) by providing the information on the project progress, operational issues and disbursement.
  • Implementation of Mid Term and Final Project evaluation.
  • Management of the project procurement plan, and support to timely procurement of services and goods.
  • Management of travel arrangements and processing of travel entitlements for project team missions.
  • Preparation of logistics for project meetings, workshops and seminars.
3.      Provides financial management support to the project team focusing on achievement of the   following results:
  • Review of the Financial Reports and regular monitoring of financial performance.
  • Regular updates on the disbursement status to project management.
  • Preparation of non-PO vouchers for development projects.
  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas.
  • Timely corrective actions on un-posted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
  • Creation of requisitions/register of goods receipt in Atlas or creation of Vendors/Purchase Orders (depending on the roles assigned in ATLAS).
  • Budget check for requisitions, POs and vouchers.
  • Timely payment for services and goods rendered.
4.      Supports resource mobilization focusing on achievement of the following results:
  • Analysis of information on donors, preparation of donor’s profile.
  • Track and reporting on mobilized resources. Review of contributions agreement, managing contributions in Atlas.
  • Finalisation of donor contribution agreements.
  • Monitoring and timely follow-up of obligations as per the terms and conditions of donor contribution agreements.
5.      Ensures facilitation of knowledge building and knowledge sharing focusing on achievement of the following results:
  • Development and maintenance of the project filing system.
  • Organization of trainings for the operations/ projects staff on programme.
  • Synthesis of lessons learnt and best practices in programme.
  • Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience

Education:
  • Thai national with Secondary Education, preferably with specialized certification  in Accounting and Finance.  Bachelor Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences would be desirable, but it is not a requirement.
Work Experience:
  • Minimum 4 years for Bachelor's holders or 6 years for secondary education holders of progressively responsible administrative or programme experience is required at the national or international level.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
Language Requirements:
  • Fluency in English and language of the duty station.

Remuneration: Starting THB 670,278 per annum
