Background

Partners for Prevention (P4P) is a UN regional joint programme for the prevention of violence against women and girls (VAWG) in Asia and the Pacific. P4P Phase 1 was implemented from September 2008 to December 2013. Achievements of the first phase include the UN Multi-country Study on Men and Violence in Asia and the Pacific (MCS on Men and Violence), which provides seminal data on men’s perpetration of different forms of violence against women, and identifies key entry points and changes needed to prevent this violence.  Other achievements include the results of two sub regional NGO learning consortia focused on transforming masculinities.  These learning consortia consolidated the knowledge, tools and skills needed to undertake more transformative work on gender norms and masculinities associated with violence and inequality; and on the solidarity and cooperation among various stakeholders that is needed to realize such transformations. The communications advocacy and strategy of Phase I ensured the learning generated was strategically communicated to selected target groups, for example through social media-based campaigns engaging young people in prevention.  P4P Phase 1 also consolidated learning on harnessing volunteerism for prevention.

P4P Phase 2 will carry forward the successes and learning of Phase 1 by implementing, rigorously monitoring and evaluating, and documenting learning from selected sites where P4P research has been undertaken and strong partnerships established. The interventions, to be implemented in Bangladesh, Cambodia, China, Indonesia, PNG and Viet Nam, will be carefully designed based on the site specific recommendations of the UN MSC on Men and Violence combined with local knowledge and global evidence of what is working to prevent violence against women and girls.

The implementation of the selected interventions will be integrated from the start with strategies for institutional capacity development, policy advocacy and knowledge dissemination at the national and regional levels.  The programme will enhance the capacity of regional and local partners to implement well-designed, multi-component and evidence-based prevention interventions in the future.  P4P 2 will support rigorous monitoring, evaluation and lessons learned documentation of the interventions to ensure that new knowledge – on what is working and what challenges remain – is consolidated and used for policy and priority enhancements.   The new knowledge and evidence from the programme will be used for advocacy at the national, regional and global levels through a knowledge uptake and advocacy strategy that will be refined and implemented with the partners from the selected sites including government, civil society and UN counterparts.  The advocacy goal is to influence local, national and regional decision-makers to prioritize evidence-based prevention along with response as part of enhanced policy frameworks for addressing VAWG.   For more information, please see: http://www.partners4prevention.org/.

P4P 2, led by the Programme Manager, will be comprised of a team of programme specialists and UN advisors based in Bangkok, and individuals situated at the national level in specific countries where P4P works, including UN Volunteers.  P4P also aims to work with a diverse set of government, academic and civil society organizations in the region and globally.

Duties and Responsibilities

Objectives of the Assignment:

  • Support the development of evidence- and theory-based VAWG prevention interventions;
  • Support the development and implementation of high quality monitoring and evaluation frameworks;
  • Support the implementation of the P4P 2 capacity development plan;
  • Support programme implementation and reporting.

Scope of Work:

  • Support the development of evidence- and theory-based VAWG prevention interventions;
  • Develop and support the implementation of a comprehensive M&E plan for P4P 2; develop, refine and support implementation of M&E frameworks with national partners;
  • Carry out a capacity assessment of regional and national partners to inform the overall P4P 2 capacity development plan. Adapt tools and design training sessions to build partner capacities to design, monitor and evaluate evidence-based violence prevention programmes;
  • Support Programme Manager on the results based M&E of the joint programme as required, prepare regular reports on progress achieved on activities related to M&E and research uptake.

Final Products:

  • Final P4P 2 comprehensive M&E plan;
  • M&E frameworks developed for P4P 2 pilot interventions in at least 2 countries;
  • Regional and national capacity assessments completed and revised P4P 2 capacity development plan based on assessment findings;
  • Monthly reports on support provided to countries, progress of intervention designand support to capacity building activities;
  • Mission reports;
  • Draft quarterly reports on P4P 2 results.

Institutional Arrangement

The consultant will be managed by and report to Partners for Prevention Manager.  Provisional Delivery plan is as below.

Technical support provided to design evidence-based prevention interventions:

  • Site visits  conducted to intervention pilot sites to support evidence-based programme design
  • Monthly reports to verify coordination and technical support provide
  • 2-3 violence prevention interventions finalized by UN country partners with key inputs from P4P (verified through Project documents)

P4P 2 monitoring and evaluation plan being implemented:

  • Final P4P 2 M&E plan;
  • Travel conducted to UN country offices as required to provide technical assistance on M&E including design and quality assurance of baseline data collection

Refinement of P4P 2  capacity development plan supported and implementation of discrete M&E training:

  • Capacity assessment carried out;
  • Reports on capacity building activities related to M&E carried out with countries.

Support to P4P 2 implementation and reporting provided

  • Regular reports on progress achieved on activities related to M&E;
  • Support to P4P 2 results monitoring reports.

Duration of the Work

12 Months from November 2014 - October 2015.

Duty Station

The consultant will be based in Bangkok, Thailand with possiblity of travel to Bangladesh, Cambodia, China, Indonesia, PNG and/or Viet Nam.  UNDP may arrange air ticket or the Individual Contractor may need to arrange air ticket by his/her own and the air ticket cost shall be reimbursed at actual but not exceed the price quoted by UNDP’s travel agent.  The Individual Contractor shall receive living allowance and Terminal Expenses in locations as assigned and mutually agreed by both parties prior to travel.  UNDP will not cover the cost of air tickets to join duty station and living allowance while the Individual Contractor is working in Bangkok.

Required Skills and Experience

Educational Qualification:

  • Minimum Master’s degree in gender and development or a related field such as sociology, social work, public health, international development with substantial experience in gender and violence prevention.

Experience:

  • Minimum of 5 years of relevant experience in research and monitoring and evaluation, particularly in the field of public health, gender and/or violence prevention;
  • Proven experience with a wide range of monitoring and evaluation methods and approaches, particularly for the prevention of violence against women and girls;
  • Experience  developing and managing M&E plans;
  • Proven experience with gender equality and violence against women programming;
  • Proven experience analyzing complex M&E data and demonstrated competence in producing analytical knowledge products;
  • Experience  developing training tools and/or conducting training on M & E is a strong asset;
  • Strong knowledge of the Asia-Pacific context and prior experience in working with key stakeholders in gender and violence prevention in the region are considered strong assets;
  • Expertise in translating monitoring and evaluation data into practical learning and lessons for policy advocacy and enhanced prevention interventions;
  • Experience with the UN is a plus.

Language Requirements:

  • Excellent written, verbal, presentation and communications skills in English with the ability to explain complex analysis and data in a clear and simple manner to non-native English speakers;
  • Fluency in one or more languages from Asia and the Pacific is a strong asset.

Price Proposal and Schedule of Payments:

  • Payment will be made based on the number of days worked after monthly timesheet submitted, and upon completion of the deliverables. UNDP will not cover the costs of travel to join duty station and no living allowance will be paid while in Bangkok.
  • When travel is needed, payment of travel costs including tickets, lodging and terminal expenses will be agreed prior to travel between the respective business unit and Individual Consultant and will be reimbursed.

Evaluation Method and Criteria

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • Technical Criteria weight; 70%;
  • Financial Criteria weight; 30%.

Only candidates obtaining a minimum of 350 technical points would be considered for the Financial Evaluation.

Technical Criteria for Evaluation 70%  (Maximum 100 points)

  • Experience related to services - Max 40 points;
  • Written proposal/test AND/OR interview result – Max 40 Points;
  • Expertise & Availability – Max 20 points.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.
