Organizational Context

A three years joint project prepared by UNDP, UNV, UNICEF, UNFPA and WHO, under the direct guidance of the UN Development Coordinator, and funded by the UN Human Security Trust Fund (HSTF) have started its implementation in September 2012. This project aims to empower and mobilize different communities in targeted Fushë Kosovë /Kosovo Polje (FKP) and Obiliq/Obilic municipalities by providing support to the most vulnerable groups such as Roma, Ashkali, Egyptians, Serbs and Albanians, as well as IDPs, to identify sustainable interventions that will decrease the vulnerability and human security risks that these communities face. Through multi-sector interventions, the project will improve the living conditions of concerned communities, promote a tolerant and multi-ethnic climate and result in their strengthened self-reliance, participation, protection, improved education, health and sustainable livelihoods.

The project tackles three critical human security challenges by engaging in activities that will:

  • Stimulate livelihood opportunities for those least able to participate in the labour market (focusing on RAE, youth and women), including by promoting work-readiness, learning skills and improved social protection for the poor, excluded minorities, women and young people;
  • Improve the health prospects of those most at risk from environmental and lifestyle hazards in two of Kosovo’s most polluted and poorest neighboring municipalities.
  • Provide immediate benefits to communities (such as support to livelihood generation) which will be balanced with longer-term preventative measures in health, education and participatory decision making to ensure sustainability through capacity-development, partnership and ownership.

Kosovo institutions have made a commitment to the promotion and protection of the human rights and rights of communities offering them new opportunities for improved governance as well as pass ownership over local development processes through decentralization. The UN Kosovo Team (UNKT) aims, through this project, to support this overall effort. Furthermore, together with participating UN agencies, the project will enhance municipal competencies through internal and external communication and coordination, thus establishing good inter-municipal partnerships among targeted municipalities. The successes of this project will be transferred to other areas where there is UNKT presence and where the aspects of human security are still needed and can be promoted.

 

Duties and Responsibilities

Deliverables / Key Results Expected

Under the direct supervision of UN Development Coordinator and periodically to the involved UN members of the Task Force, the National Project Coordinator has the overall responsibility for achieving the project results (outputs) as defined in the approved project document and in the annual workplans through timely and quality implementation and monitoring. The National Project Coordinator is supervising and leading the project staff. Provide leadership to the project team and outsources partners and contractors and build smooth relationship with partners.

Summary of functions:

  • Ensure development of joint annual work plans and budgets, based on expected year-end outputs
  • Ensure all project activities are implemented according to workplan, aiming to meet expected results
  • Ensure that the project has a realistic M&E framework in place and closely monitor the activities
  • Prepare (based on contributions from participating UN agencies and in close coordination with them), and with the support of Municipal Project Officers, consolidated substantive and financial annual reports, in line with approved annual work plans; prepare budget revisions
  • Coordinate, maintain and initiate effective dialogue with key stakeholders at the local and central level that are involved in the project implementation and support ensure that the implementation of project activities meets municipal and Kosovo-wide priorities, and in partnership with relevant implementing UN agencies, ensure that the project has the highest possible impact in terms of human security
  • Manage implementation of Territorial Employment Pacts in Fushe Kosove/Kosovo Polje and Obiliq/c
  • Ensure effective communication with respective municipalities Local Action Groups
  • Manage the implementation of the Regional Roma Facility component for Kosovo
  • Ensures implementation of gender mainstreaming in line with UNDP Gender Equality Plan Ensures that all reports and evaluations are done through gender responsive approach
  • Establish and manage mechanisms for exchange of information, experience and lessons learned at the local and national levels
  • Motivate and lead a high performing project team (including two Municipal Project Officers and a Project Assistant) and undertake personnel performance appraisals
  • Convene project coordination meetings on monthly basis, to share information on project progress, ensure good information flow, continuous communication and coordination with all UN agencies, the UN DC and her office and with HSTF office (in the latter case as and when required)
  • Convene semi-annual Project Board meetings and ensure follow-up on decisions and recommendations
  • Maintain close communication and coordination with partner organisations, ensure synergies, avoid overlaps in project implementation, cooperate with other UN projects and agencies working in the same area, and provide information relevant to the project
  • Ensure wide dissemination and visibility of project achievements in close cooperation and coordination with the communication staff of participating UN Agencies.

Impact of Results

The National Project Coordinator is responsible for:

  • Building up and maintaining constructive partnerships at local level, especially with the Local Action Groups in each municipality and central level;
  • Ensuring effective and efficient management and/or coordination of all project activities and resources (human, financial, physical/material assets, etc) for delivering optimal results
  • Leading the project team and outsourced partners and contractors involved in project implementation.

The results of the work of the National Project Coordinator has have a direct impact on the implementation of the project  and reflects upon the success of the UNKT work in Kosovo.

Required Skills and Experience

Education: 

  • Master degree in Public Administration, Social Sciences, Economy and/or Business Management or other related areas.
  • Bachelor degree in Public Administration, Social Sciences, Economy and/or Business Management or other related area is acceptable, in combination with 6 years of relevant working experience or other related areas.

Experience: 

  • Min 3 years (in case of Bachelor degree , minimum 6 years) of relevant working experience at the national/regional level in the areas of public administration, local development, management, social protection or other related field.
  • Previous experience with a development organization or project, an international agency or NGO, with a proven ability to coordinate or manage complex projects with diverse range of partners.
  • Strong analytical, drafting and communication skills.
  • Experience in promoting human rights and peace building and/or security initiatives is an advantage.
  • Experience in the usage of computers and office software packages (MS Word, Excel, Power Point, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems would be an asset.

Language Requirements: 

  • Fluency in both oral and written English, Albanian and/or Serbian.
