Background

Within the context of developing the national policy and strategy to reinforce the water and sanitation (WASH) sector, the Government of Ghana is addressing the urgent and complementary need in supporting disaster prone communities. To that effect, UN-Habitat, UNICEF, UNDP and WHO have developed a Joint Water, Sanitation and Hygiene in Disaster Prone Communities programme (WASH in DPC) for Upper East, Upper West and Northern regions with the objective of improving health and livelihoods in selected disaster prone communities and schools by increasing access to good drinking water and proper sanitation facilities on a sustainable basis.

For this WASH in DPC programme, an M&E officer is being sought to be responsible for the continuous monitoring and evaluation of the programme component activities.

Duties and Responsibilities

The Monitoring and Evaluation officer will work closely with the Programme Manager and the Programme team and perform the following tasks;

Review survey methods:

  • Ability to review  baseline;
  • Monitoring assessments of WASH infrastructure and practice at the community level;
  • Develop a field -monitoring tools (including both quantitative and qualitative methods);
  • Develop protocols for collecting, cleaning and storing M&E indicator/data of the interventions;
  • Identify and acquire tools to facilitate analysis of the WASH in DPCs database for subsequent, monitoring and evaluation;
  • Reporting on the programme Indicators.

Identify the capacity gaps:

  • Identify gaps in the field of M&E of implementing partners and recommend remedial actions;
  • Work with and strengthen the capacity of implementing partners;
  • Participatory Monitoring and Evaluation, using both formal and experiential learning methods;
  • Work with the Programme team to organize and train programme;
  • Maintain a detailed knowledge of all relevant issues impacting on Monitoring & Evaluation.

Establish M & E plans:

  • Support the implementing agencies in establishing M & E plans for the WASH in DPCs programme;
  • Ensure a successful follow-up of the planned strategies;
  • Oversee the design and implementation of a monitoring and evaluation framework;
  • Contribute to the production of publications including M&E reports, annual reports and policy briefs in collaboration with UN Habitat team;
  • Establish a database for the WASH in DPCs Programme with appropriate links to EMIS, DIMES and MINTESSA.

Collaboration of programmes:

  • Implementing national programmes with strategic partners;
  • Close cooperation with units responsible for project components as a basis for drafting updates and progress reports;
  • Work with and strengthen the capacity of implementing partners.

Establish time frame for project completion:

  • Define tracking and data collection tools and frequencies and establishing time frames based on work plans;
  • Monitor project progress through field visit, offer feedback and keep regular communication with related field and centre level staff.

Leadership & Team support:

  • Work with the Programme Manager and Programme team to incorporate programme M&E indicators into the database platform;
  •  Facilitate continuous programme monitoring and evaluation;
  • Work with and strengthen the capacity of implementing partners on Participatory Monitoring and Evaluation, using both formal and experiential learning methods;
  • Work in close collaboration with the Programme Manager to oversee the Mid Term and end of programme evaluation of the WASH in DPC programme.

Develop monitoring and evaluation project levels:

  • Test and implement participatory approaches for monitoring and evaluation at community and project level;
  • Work with the Programme team to organize and train programme;
  •  Implementation partners and teams to collect, clean and input monitoring and evaluation data for subsequent analysis;
  • Implement and supervise regular field surveys to collect data on the programme, including training of enumerators;
  • Ensuring quality assurance standards and checks.

Development and use of impact indicators:

  • Contributing and evaluating the outcomes and impacts of the programme;
  • Manage and regularly update and maintain baseline and M&E databases;
  • Prepare bi-annual program activity monitoring reports, which contain data on performance against targets and overall program recommendations, including recommendations to improve both program performance and program M&E;
  • Prepare and submit M&E inputs as per the Results Framework to the consolidated trimester/ annual project implementation progress reports meeting the deadline as per the requirement of project and DFATD.

Competencies

Coordinating & Implementation Skills:

  • Designing, or coordinating WASH in Schools programmes as well as community-based sanitation programs for communities.

Communication Skills:

  • Good understanding of Impact, Monitoring and Evaluation theory and applications extending to study design, quantitative and qualitative analytic methods;
  • Experience in producing project reports, training manuals and peer-reviewed publications.

Good analytical and conceptual ability:

  •  Demonstrated understanding of survey design and social research methods to understand hygiene and sanitation behavior change;
  • Extensive experience of using statistical packages for data analysis (SPSS, STATA, Nvivo).

Time Management Skills:

  • Ability to work under pressure, often to tight deadlines without compromising the quality of deliverables;
  • Ability to prioritize tasks and able to work with little or no supervision;
  • Observing deadlines and achieving results;

Required Skills and Experience

Education:

  • Postgraduate Degree in social science, environmental health, water and sanitation, or a related field.

Experience:

  • At least 5 years of relevant experience in the development and implementation of Impact Assessment and M&E frameworks and tools (including household level surveys).

Language Requirements:

  • Strong English language skills, both written and spoken;
  • Knowledge in any of the local Northern region languages will be prefeable.

Other Requirements:

  • Willingness to travel frequently, often to rural areas in Northern Ghana.
