Since 2004 UNDP has been the Principal Recipient of GFATM financed grants. A special Grants Implementation Unit (GIU) was established to effectively manage grants processing. At the moment, GIU is implementing two GFATM grants - on HIV and TB that are aimed to reduce the two diseases’ burden in Belarus.

Being a Principal Recipient, UNDP is responsible for the financial and programmatic management of the GFATM grant as well as for the overall monitoring of the programme and supervision of the procurement of health and non-health products. In all areas of implementation, it provides capacity development services to sub-recipients and implementing partners.

Objectives of the assignment:

The UNDP Head of Grants Implementation Unit will be responsible for ensuring programmatic and operational management of the GFATM grants at the level of efficiency expected by UNDP and the Global Fund to Fight AIDS, TB and Malaria. The Head of GIU participates in the formulation, management and evaluation of the GFATM grant activities in Belarus, promotes a client-focused, quality and results- oriented approach among the staff.

Head of GIU supervises a unit consisting of 25 or more staff working in program, procurement and financial management of the grants.  Head of Grants Implementation Unit reports directly to the UNDP Program Officer and works in close collaboration with the National program coordinators, national partners and UNDP Country Office programme and Operations teams. The initial assignment is for 12 months subject to further extension based on annual performance evaluation.

Duties and Responsibilities

The incumbent will be based in Minsk, Belarus. The Head of GIU will be responsible for:

  • Management of the Grants implementation unit on a daily basis to achieve the performance indicators agreed with the donor in line with set timelines  within the scope of approved Budgets and Work Plans;
  • Planning activities, organizing meetings with staff, following-up on critical issues, prioritizing on strategic issues and working towards progress on institutionalization of activities;
  • Supervision of staff of the GIU according to the approved organigram;
  • Preparation and submission to Country Coordinating Mechanism (CCM) of necessary changes and amendments, which appear in the course of grants implementation in order to achieve grants results in accordance with the Project Documents and Annual Work Plans
  • Constant monitoring and analysis of the operating environment, timely readjustment of the operations, advice on legal considerations and risk assessment.
  • Coordination and substantive contribution to the Annual Work Plans and Budgets, Procurement Plans for the grants and monitoring of their implementation;
  • Participation in recruitment processes of grant personnel and consultants (development of Terms of Reference, participation in short listing of candidates/desk review, acting as a member of the Interview Panel when appointed), providing regular guidance and advice to the grant staff, assessment and evaluation of their performance, provision of on-going feedback to personnel;
  • Programmatic, financial and substantive monitoring and evaluation of the grants, identification of programmatic, operational and financial problems, development of solutions;
  • Timely preparation and submission of progress reports and financial reports to the UNDP management, CCM and GFATM;
  • Liaise with partners on grants implementation, reporting, information sharing and further work planning;
  • Coordination and quality review of the timely preparation of the progress reports, Enhanced Financial Report, disbursement requests to GFATM and LFA in compliance with UNDP/GFATM requirements;
  • Identify and share best practices in implementation and management of the HIV/AIDS and tuberculosis grants at the local and international levels.
  • Development and building-up of strategic partnership and maintenance of good relations with government counterparts and key stakeholders.

Informed and transparent decision making

Required Skills and Experience

  • University degree in economics, medicine, public administration, business administration, social sciences or other related field;
  • At least 3 years of progressive working experience in the design, management and implementation of projects;
  • Extensive experience in managing multidisciplinary teams;
  • Experience in working with various stakeholders (government, international organizations and NGOs)
  • Work experience in projects funded by international donors is desirable;
  • Fluency both in written and spoken Russian and English.
