Background

The goal of the Microenterprise Development Programme (MEDEP) is to contribute to the poverty reduction and employment generation efforts of the Government of Nepal (GoN) through micro-entrepreneurship development. This approach is in line with the strategy of the GoN’s periodic plans.

During the fourth phase of MEDEP, 73,000 new micro entrepreneurs will be created (30,000 with MEDEP resources, 32,000 by MEDPA and 11,000 Local Bodies) with particular focus on supporting households that are living below the national poverty line, women and the socially excluded, by strengthening the national system to support the establishment of micro-enterprise start-ups. This will be achieved by building the capacities of government at central and local levels to develop and implement policies for the support of micro-entrepreneurship, as well as by strengthening access to markets, finance and business development services.

Building on its experience of 14 years of providing support to micro-entrepreneurs in Nepal, MEDEP will create micro-enterprises indirectly, by mentoring, supporting  and strengthening the GoN’s Micro Enterprise Development for Poverty Alleviation (MEDPA). The programme will be implemented in partnership with central and local government institutions, as well as by supporting non-government and private sector organisations. MEDEP’s outcome therefore will not be limited to just creating new entrepreneurs. Its main contribution will instead be to endow Nepal with a sustainable institutional setup for the delivery and support of entrepreneurship even after the end of the programme.

MEDEP will also support peace and stability in Nepal, by significantly contributing to addressing poverty and social exclusion, which are among the root causes of conflict in the country.

Duties and Responsibilities

Under the supervisions of the National Programme Director (NPD) and National Programme Manager (NPM), and close consultation of the Chief Technical advisor of MEDEP and accomplish the following responsibilities:

  • Coordinate to develop Gender Equality and Social Inclusion (GESI) strategy of MEDEP, MEDPA, Business Development Service Providing Organizations (BDSPOs) and Micro Enterpreneurs' Associations; These strategies among other things should consider how women and the excluded can be in more profitable micro-enterprises and how men and family decision makers can be motivated to provide further support and be instrumental in changing gender norms;
  • Facilitate  to develop the action plan and undertake capacity development activities in the area of GESI for MEDEP and MEDPA as recommendations provided by the GESI Impact Study 2014;
  • In coordination with Component Managers, provide support  to implement capacity building programmes for Government Officials central level and district level staffs of Department of Cottage and Small Industry (DCSI) and Cottage and Small Industry Development Board (CSIDB), District Enterprise Development Committee (DEDC) for addressing GESI in MEDPA;
  • In coordination with Component Managers, provide support to implement capacity building programmes for  MEDEP staff and partner organizations (including EDFs) on GESI in a way that they can link with their work responsibilities .  This will include increasing their skills to use different tools to do better, in-depth analysis of socio-cultural barriers and identifying measures to address them;
  • Coordinate to review the existing training curricula Modules and packages, including the EDF training packages, implemented by CTEVT, MEDEP, MEDPA from GESI perspective and revise as per the requirements;  In particular GESI elements and their application should be strongly built into the EDF training modules/packages and the Micro Entrepreneur training packages (e.g. SIYB and Occupational Profile for Skill test on various level);
  • Provide support to incorporate GESI in AWP, QWP; and provide gender analysis in preparing various reports in general and the Annual Report in particular;
  • Incorporate GESI in Common Facility Centres (CFC) supports to hard core poor for Micro-Enterprise Development;  this will include piloting of community kitchen and child care facilities to see if it helps women micro-entrepreneurs to have more time for the micro-enterprises;
  • Provide input to any guidelines, manuals or other such documents of MEDEP and MEDPA in order to ensure that they are fully sensitive to GESI concerns. Also provide technical input for  integration of GESI recommendations into the MED-PA in close coordination with ICM 1 and SIDSS;
  • Conduct field visits to monitor Gender and Social Inclusion aspects;
  • Support -all staff, government organizations, National Entrepreneurship Development Center (NEDC), BDSPOs, National Federation of Entrepreneurs' Association (NMEFEN) and DMEGAs for the integration of GESI concept and principles in all programmes;
  • Perform any other duties assigned by NPD and NPM as per the need of the programme.

Deliverables:

  • Provided support for development of developed GESI strategies;
  • Undertaken the Capacity development activities in the area of GESI for MEDEP and MEDPA as per the recommendations provided by the GESI Impact Study 2014;
  • Performed coordination to train the Government Officials for addressing GESI in MEDPA;
  • Performed coordination to trained MEDEP staff and partner organizations for addressing GESI in micro-enterprise development
  • Provided technical inputs to integrate GESI in designing Diploma course on EDF and Occupational profiles for skill test.

Required Skills and Experience

Education:

  • S/he should have minimum of Master’s degree in social science or related field. Master degree in Gender and Development or Women Study would be an advantage.

Experience:

  • Should have minimum seven years experience in the relevant field, planning/designing, implementing, training, monitoring and evaluating GESI related activities;
  • In-depth knowledge on development and gender and social inclusion issues;
  • Must have demonstrated skills in training management and experience in capacity building relating to Gender and Social Inclusion;
  • Solid experience in GESI  strategic planning

Language requirement:

  • Fluency in both spoken and written Nepali and English languages is required.

Computer Skills:

  • S/he should possess understanding and knowledge of the basic computer systems such as MS Word, Excel and PowerPoint.
  • Typing skill in Nepali language will be an added advantage.
