Background

With the funding through the Climate and Clean Air Coalition to reduce short-lived climate pollutants (CCAC), UNDP has been supporting Bangladesh, Chile, Colombia, Ghana, Indonesia and Nigeria to undertake initial surveys of HFCs (hydrofluorocarbons) to establish current consumption and growth projections of HFCs by substance and sector and to identify challenges and opportunities for transition to low-GWP (global warming potential) alternatives. These surveys now have been completed.

The surveys haven’t estimated the extent of HFC emissions based on the HFC consumption data. In 2014, at the request of the CCAC HFC Inventories Workstream, UNDP engaged an international consultant to estimate HFC emissions based on Chile inventory data as a test case. The consultant produced an emissions model for HFCs in Chile. Now UNDP and the CCAC HFC Inventories Workstream would like to undertake similar estimates of HFCs emissions in Bangladesh, Colombia, Ghana, Indonesia, and Nigeria based on information and materials generated in HFC surveys.

Therefore, the MPU/Chemicals is looking for a consultant to make projections of the evolution of HFC consumption based on the data available from HFC surveys for Bangladesh, Colombia, Ghana, Indonesia, and Nigeria and, from that, to determine a series of annual emissions estimates for the same period.

The consultant will work under the supervision of and report to the Director of MPU/Chemicals in New York. S/he will liaise with MPU/Chemicals regional teams as required.

Duties and Responsibilities

The prospective consultant is expected to undertake the following tasks:

Review HFC production and consumption data contained in HFC surveys Bangladesh, Colombia, Ghana, Indonesia, and Nigeria;
Estimate of HFC emissions based on Bangladesh, Colombia, Ghana, Indonesia, and Nigeria HFC surveys and utilizing IPCC methodology (e.g. 2006 IPCC Guidelines for National Greenhouse Gas Inventories); and
Estimate of CO2 equivalents of HFC emissions based on HFC surveys and using global warming potential values from the latest available IPCC report.

Deliverables

The prospective consultant is expected to produce the following deliverables:

D1. Plan of action with milestones based on the analysis of available consumption data from existing HFC surveys and ways to overcome the deficiencies of available data if required;
D2. Draft HFC emissions report for Bangladesh;
D3. Draft HFC emissions report for Colombia;
D4. Draft HFC emissions report for Ghana;
D5. Draft HFC emissions report for Indonesia; and
D6. Draft HFC emissions report for Nigeria.

Each draft report should contain, at a minimum, the following:

Estimate of HFC emissions;
Estimate of CO2 equivalents of HFC emissions; and
The methodology for estimating HFC emissions so CCAC partners can utilize it for other HFC surveys;
D7. Summary final report addressing/ incorporating comments provided and including reports for all 5 countries; the final report is expected to be ready by 15 November 2015.

Fees:

Fees will be based on a lump-sum amount for provision of all required deliverables;
Applicants will be sent a standard form to submit their financial proposal.

Travel:

No travel is anticipated, should any unforseen travel arise it will be paid in accordance with UNDP travel rules and policies.

Payment:

Payment will be made in accordance with the schedule below and upon certification by UNDP that the deliverables were satisfactorily completed:

10% upon submitting the clear plan of action with milestones;
12% for each submitted deliverable D1 to D5 (making the 60% of the total amount of the contract);
30% will be paid upon the submission and acceptance of the final summary report by UNDP.

Required Skills and Experience

Education:

Bachelor’s degree in chemicals or related field is required.

Experience:

At least 15 years’ experience working on chemicals management issues;
At least 5 years’ experience working on technical aspects of fluorinated chemicals (CFCs, HCFCs, HFCs) management is desirable;
Familiarity and experience with methodologies of assessing emissions of fluorinated chemicals (CFCs, HCFCs, HFCs) based on consumption data is desirable;
Experience working with UN agencies and familiarity with UN projects is desirable ;

Language:

Fluency in both written and spoken English.

Evaluation Method:

Best value for money approach will be used;
Individual consultants will be evaluated based on Combined Scoring method taking into consideration the combination of the applicants’ qualifications and financial proposal;
Combined weighted scoring: Technical (70%) and Financial (30%);
Candidates with scoring of less than 70% of the total will be disqualified;
Final Score = (Technical proposal rating) *70% + (Financial Proposal rating) 30%.

Evaluation Criteria:

Bachelor’s degree in chemicals or related field is required, 5 points;
At least 15 years’ experience working on chemicals management issues, 5 points;
At least 5 years’ experience working on technical aspects of fluorinated chemicals (CFCs, HCFCs, HFCs) management is desirable, 20 points;
Familiarity and experience with methodologies of assessing emissions of fluorinated chemicals (CFCs, HCFCs, HFCs) based on consumption data is desirable, 25 points;
Experience working with UN agencies and familiarity with UN projects is desirable, 10 points;
Fluency in both written and spoken English, 5 points.
