Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action.  It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Duties and Responsibilities

Expected Summary of key functions

To effectively deliver UN Women’s programmes at country and regional level, UN Women will map, streamline and re-engineer its programme business processes through a corporate-wide learning and harmonization process to optimize its efficiency to deliver programmes.

The business process mapping exercise aims to build on experience gained by UN Women’s offices over the past four years and to provide learning opportunities between country offices across regions. The business process exercise is supervised by the Director of Programme, and the Management and Oversight Adviser will report directly to the Director of Programme. Management and Oversight Adviser is expected to support the Director in all aspects of his/her function to undertake this review, and liaise with all relevant Divisions and sections of UN Women at HQ, including regional and country offices.

The Management and Oversight Adviser will provide timely support and analytical information related to the oversight function of the Director of Programme of UN Women's programmes at country and regional levels, give strategic advice to the Director of Programme during the business process review. The Adviser will have a proven track record in management and in leading change management processes, as well as the ability to work and act under pressure and with discretion in a sensitive and challenging environment. He/She has to have excellent communication and organization skills to represent and manage substantive inputs on behalf of Programme Division and the Director of Programme vis-à-vis internal and external entities.

The Management and Oversight Adviser will be responsible for the following duties:

Advisory and technical support to management and oversight:

  • Provide substantive advise, guidance and inputs to the Director in his/her strategic management and oversight of the Division and UN Women’s field operations to ensure contribution of high level results;
  • Review current systems and internal control frameworks to optimize efficiency and effectiveness of UN Women’s operational and programme activities;
  • Provide strategic and specialized technical advice to the Director of Programme on the development of integrated ICT systems, processes and mechanisms to support effective programme planning, implementation, monitoring and timely reporting;
  • Liaise closely with HQ units, regional offices and country offices to identify training needs to strengthen management and oversight function in HQ and at field level.

Support to operationalization of UN Women programmes:

  • Lead the the mapping process of UN Women programme and operational procedures and processes;
  • In light of the new programme approach, initiated with the flagship programmes, support codifying, consolidating and streamlining of UN Women’s business processes to optimize efficiency of programme implementation;
  • Lead the day-to day management of the business review process on behalf of the Director of Programme, including liaising closely with in-house Divisions, sections and field offices as well as key partners and stakeholders.

Knowledge management and capacity building:

  • Ensure regular assessments of regional and country strategic and implementation plans. Identify lessons learned and areas of emphasis to guide operational and programme improvements and future strategic development plan
  • Design and implement capacity building training activities to enhance skills and knowledge in programme management and systematic quality assurance at all levels within Programme.

Impact of Results

Effective support provided by the Management and Oversight Adviser to the Director of Programme in the management of programmes and operations directly impacts the quality of UN-Women programme development, implementation, results and resource mobilization, that in turn directly impact the credibility and image of UN Women as an effective partner for national and regional partners, and as a competent knowledge based organization on gender equity and women's human rights issues.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in one of the following disciplines: business administration or management, public administration, economics or other related fields.

Experience:

  • 7 years of progressively varied responsible experience with international and/or corporate organizations preferably in the United Nations system and its organizations;
  • Experience with mapping, supporting and overseeing development policy-making, programme and operations management and resource mobilization;
  • Project management expertise (Prince 2 or PMI).

Languages:

  • Written and oral proficiency in English is required;
  • Knowledge of another UN working language is desirable.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
