Background

The United Nations Population Fund (UNFPA), the leading UN organization in Reproductive Health and Population and Development, is recruiting personnel for the Monitoring & Evaluation Analyst  position in the South Sudan Country Office.

The Monitoring and Evaluation Analyst for Reproductive Health and Midwifery is located in the UNFPA Country Office as part of the Women Health Cluster. He/ she reports to the Midwifery Specialist.

Under the direct supervision of Midwifery Specialist, the National M&E Analyst substantively contributes to the effective implementation of reproductive health and midwifery programmes in the Country Office in line with Government priorities and in keeping with the UNFPA Country Programme Action Plan. He/ she assists in the monitoring, evaluation and reporting on programme area by analyzing relevant political, social and economic trends and providing inputs to programme plans and implementation, joint programming initiatives and monitoring. The M&E Analyst assists with implementation by using and developing appropriate mechanisms and systems and ensuring compliance with established procedures, as well as by monitoring results achieved during implementation.

The M&E Analyst maintains collaborative relationships with all programme staff. He/ she will also maintain collaborative relations with external contacts including other UN agencies in country and national counterparts involved in Country Programme activities in the field and various states.

Duties and Responsibilities

The M&E Analyst supports the implementation of the Reproductive health and midwifery component of the Country Programme by monitoring and tracking results achieved. He/she ensures and guides the appropriate application of systems and procedures and develops tools if necessary:

  • Compiles, synthesizes and analyzes programme reports compiled by partners and staff including UNV midwives in the field and preparing summary for dissemination;
  • Work with Reproductive health and midwifery team to strengthen systems for data collection including data from UNV midwives, training institutes and other partners to contribute and integrate into national systems;
  • In collaboration with UNFPA Programme Specialist and Midwifery Specialists, the M&E Analyst contributes substantively to the implementation of the reproductive health and midwifery programmes in line with Government priorities and according to UNFPA programme policies and procedures;
  • In collaboration with RH team in Country Office, works closely with Ministry of Health to integrate into health management information systems, maternal death review and surveillance systems;
  • Establishes appropriate quality monitoring procedures, mechanisms and systems; Conduct field monitoring visits across states where project activities are based and where UNV midwives are located;
  • Reports on progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identifies constraints and resource deficiencies and recommends corrective action;
  • Monitors programme expenditures and disbursements to ensure delivery is in line with approved programme budgets and to realize targeted delivery levels;
  • Together with the RH programme team expedites and coordinates programme monitoring and evaluation, establishing collaborative relationships with implementing partners, experts, government counterparts and other UN agencies;
  • Participates in the development, revision and updating of programme documents and work plans and prepares tables and statistical data for the reproductive health programme;
  • Assesses and maps gaps and needs in reproductive health programming including programme activities. He or she will establish and implement mechanisms to systematically assess the achievement of results, conducting field visits, participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports. Analyzes factors affecting the achievement of results, recommends corrective actions and follows up on recommendations;
  • Contributes to creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches related to the deploying midwives project, and drafting relevant materials for dissemination;
  • Supports advocacy and efforts by compiling and synthesizing relevant background material for use in discussions and public events. Establishes and maintains network among key stakeholders;
  • Facilitate and coordinate all mid-term, annual and end of project evaluations in line with terms agreed upon in programme plan.

Required Skills and Experience

Education:

  • Advanced degree in health, population, demography and/or other related social science field.

Experience:

  • Prior experience in the field of development and population activities would be desirable.

Language:

  • Fluency in English is required;
  • Knowledge of Arabic is desirable.
