Background

The growing exposure of urban areas to potential natural hazards, coupled with their growing population size and development speed, makes the integration of disaster risk management and climate change adaptation into local policies and development frameworks “a must”. Substantially increased disaster losses in Bosnia and Herzegovina (BiH) over the past decades - effects of climate change manifested in more frequent extreme weather events such as May 2014 floods - signals that it is high time to start practicing risk-informed development in BiH.
Recent disasters came to show that a major focus needs to be placed on strengthening capacity of governmental institutions at all levels that will enable broader approach in dealing with disaster risk entailing prevention, preparedness and response. First step in overcoming this challenge would be building capacities to use and analyze available information, including scientific data on multi-hazards, exposure, vulnerabilities and capacities that exist in order to make informed decision-making at local (municipal) level reality.


Under the direct supervision of the Disaster Risk Reduction Project Manager, the Hydrologist, as part of a team of experts, will contribute, in the area of responsibility, to design and piloting of an innovative and first of its kind disaster risk reduction tool compiling not only hazard-related, but also geographic, land usage, infrastructure, territorial and socio-economic vulnerabilities data with focus on gender; allowing for its 3D-visualization and offering information-based disaster risk-related scenarios and solutions for local decision-makers.

Duties and Responsibilities

The consultant will be entrusted with the following tasks:

  • Review, from hydrology point of view, existing relevant best practices on integrated multi-hazard information IT tools that support decision making for governments in terms of disaster risk reduction
  • Participate as a part of team of experts in designing the concept for the integrated multi-hazard information tool
  • Support organization of IT Innovation Camp, thematically related to technical design and programming of the multi-hazard information management tool and development of practical guidelines for usage of the tool by local governments
  • Provide on-the-job assistance to relevant municipal experts (from two municipalities) to populate all the relevant data into the software and participate in reliability and functionality check of the information management tool;

The duration of this task is estimated to be 13 days within 6 months.


The consultant is expected to provide the following deliverables and services:
Deliverables and Services Deadline

  • Deliver report on review of existing relevant best practices on integrated multi-hazard information IT tools  30th April 2016;
  • Deliver the hydrological part of the concept for the integrated multi-hazard information tool  20th May 2016;
  • Support organization of IT Innovation Camp and development of practical guidelines for usage of the tool by local governments 15th June 2016;
  • Provide on-the-job assistance to relevant municipal experts to populate all the relevant data into the software  30th September 2016;
  • Deliver final report including review of reliability and functionality check of the information management tool; 10th November 2016.

Required Skills and Experience

  • University degree in civil/hydraulic engineering or hydrology;
  • At least 5 years of progressively responsible professional experience in water resources management and hydrology;
  • Excellent knowledge of flood hydrology and risk assessment ;
  • Proven experience on preparation of written reports in an accurate and concise manner;
  • Good knowledge and understanding of the Entities’ Spatial Planning and Construction Acts;
  • Proficiency in computer applications such as MS Word, Excel etc., CAD. Experience in usage of geographic information and geographic technologies systems and similar IT tools;
  • Fluency in written and spoken English language is required for this assignment.
