Background

UNDP and the State of Kuwait, represented by the General Secretariat of the Supreme Council of Planning and Development (GSSCPD), strive to enhance institutional capacities at various government agencies by providing them with necessary technical support to strengthen their capacities and skills to perform their expected duties.

Under the framework of the Institutional Capacity Development for Implementation of the Kuwait National Development Plan (ICDI/KNDP) project, UNDP and GSSCPD attempt to improve human capacity and organizational effectiveness of the GSSCPD for development planning. The aim is to support GSSCPD attain the ability to deliver effectively according to its mandates.

GSSCPD is responsible for elaborating, coordinating and overseeing the Kuwait National Development Plan (KNDP) which addresses the challenges of economic development, human and social development, the efficiency of the state institutions and administration and combating corruption, in accordance with H.H. the Amir’s State Vision “Kuwait 2035”.

Within this context, GSSCPD is seeking to recruit a Knowledge Economy Specialist to support the overall strategy, planning, building and implementation of knowledge management infrastructure in the public and private institutions. The Knowledge Economy Specialist will be formulating knowledge management strategies, handling knowledge management operations, and managing knowledge workers.

The Knowledge Economy Specialist will establish, lead and operationalize the Knowledge Economy Center at GSSCPD.

The Knowledge Economy Specialist will work in a close cooperation with the Secretary General of the GSSCPD.

Duties and Responsibilities

Under the direct supervision of the Secretary General of GSSCPD and with close coordination with the GSSCPD Project Manager, the Knowledge Economy Specialist will assume the following tasks:

Contribute to the establishment of a Knowledge Economy Center

  • Contribute to the development of the mandate of the Knowledge Economy Center;
  • Develop a Knowledge Economy Strategy in consultation with key stakeholders and after analysis of international experiences;
  • Identify potential key partners internationally and within the public entities, private sector and academia;
  • Propose coordination mechanisms and ways of working with partners and relevant public entities;
  • Develop an annual plan and design and implement pilot knowledge projects in various sectors;
  • Oversee and manage the staff, assigning roles and responsibilities and providing learning opportunities;
  • Identify the role of knowledge economy in diversified environments, systems, functions, multi-industries and enterprises;
  • Build knowledge driven innovation networks for better business environment.

Enhance Knowledge management and sharing practices within government entities

  • Promote knowledge awareness and a culture of knowledge sharing among government entities;
  • Measure and evaluate knowledge flow, intensity, quality in the government entities;
  • Build knowledge management infrastructure (tools, practices, systems) in the public entities;
  • Establish mechanisms, for knowledge management: production, codification and sharing among government entities;
  • Describe knowledge management in terms of: Terminologies,Tools and practices, Application and methods,Systems and roles,Issues and initiatives,In addition to terms such as knowledge economy, organizational learning, innovation ecosystems, and intellectual capital;
  • Develop a culture that harnesses the knowledge and skills of staff;
  • Move institution steadily toward an innovation ecosystem;
  • Capture, share, and disseminate knowledge to your internal and external stakeholders.

Required Skills and Experience

Education

  • Minimum Maters in Business Management, MBA, economics or any related field.

Experience

  • A minimum of 6 years of professional experience in knowledge management in government sectors, projects, and programs.
  • Experience in GCC and/ or Kuwait is a must;
  • Experience in developing and delivering knowledge management programs and knowledge economy initiatives;
  • Experience in establishing effective knowledge partnerships within and international organizations;
  • Experience in designing and creating environments and activities to discover and release tacit knowledge. 
  • Proven understanding of knowledge economy and knowledge management and exposure to international experiences
  • Familiarity with Kuwait governmental institutions is an added advantage;
  • Excellent computer skills, with MS. Office (Word, Excel, Power Point).

Language requirement:

  • Fluency in oral and written English and Arabic is a must.

Type of Consultancy:

  • GSSCPD Contract.
  • Duty Station: GSSCPD in Kuwait.
