Background

Being LGBTI in Asia is a regional programme implemented by UNDP, with funding from the Swedish Embassy in Bangkok and USAID. The programme is aimed at reducing marginalization and exclusion of LGBTI people. Initiated in 2012, the programme addresses inequality, violence and discrimination on the basis of sexual orientation, gender identity or intersex status, and promotes universal access to health and social services. It provides a platform for multiple stakeholders – governments, national human rights institutions, civil society, private sector, media, faith and community leaders, and educators – to engage in dialogue around LGBTI issues.

The work is part of a wider UNDP strategy to address discrimination against marginalized groups and ensure development practices are representative and inclusive. The final report of the Global Commission on HIV and the Law and the UN Economic and Social Commission for Asia and the Pacific (ESCAP) Resolutions 66/10 and 67/9 recommended that punitive and restrictive laws and policies targeting vulnerable communities be removed to reduce levels of social stigma, discrimination and violence.

UNDP Bangkok Regional Hub is coordinating implementation of the programme with support from the in-country national staff in UNDP Country Offices. As a key member of this team, the Project Officer will work closely with both regional and national partners to ensure effective, innovative and timely programme implementation.

Duties and Responsibilities

Objective:

To support effective implementation of the Being LGBTI in Asia work plan and support the overall work of the HIV, Health and Development Team.

Scope of Work:

Assist the programme team in implementing the programme:

  • Providing technical support and inputs to the programme focusing on human rights; sexual orientation, gender identity and intersex issues; transgender human rights and legal gender recognition; civil society and community systems strengthening;
  • Participating in the development of LGBTI activities for different contexts on key emerging policy agendas, by drafting applicable documents, preparing presentations, and drafting components of briefings and speeches;
  • Providing support in analysis and research to support mobilizing, fostering and strengthening strategic partnerships with UN and external partner institutions, including governments, civil society, national human rights institutions, private sector and academia;
  • Assisting in the conceptualization of research, including effective dissemination of findings;
  • Providing inputs and compile relevant data related to regional external partnerships, including to fulfil corporate and donor reporting, monitoring and evaluation, advocacy and information-sharing requirements;
  • Providing support in managing the programme’s social media platforms and in developing appropriate content, ICT and multimedia products that promote understanding of the human rights of LGBTI persons;
  • Participating in broader HIV, Health and Development and UNDP practice meetings and other work as requested;
  • Supporting the programme activities at regional level and support to country offices as requested.

Expected Outputs and Deliverables

With communicating and work closely with the Programme Team, the International Consultant is required to produce the following deliverables:

  • Support programme staff in implementing regional activities and support to country offices as requested;
  • Draft programme related strategies, concept notes and background briefs;
  • Support communication between programme staff, civil society, the Technical Advisory Group and other key partners and stakeholders;
  • Assist in communication and knowledge management activities including Social Media management and the drafting of press releases, web content and other relevant materials.

Institutional Arrangement

The consultant will directly report to Policy Advisor based in the UNDP Bangkok Regional Hub. The Policy Advisor will communicate and work closely with the consultant to ensure timely delivery of expected outputs.

Duration of Work and Duty Station

In accordance with the requirements above, the duration of this assignment is a maximum of 160 days from 1 August 2016 to 30 April 2017. To carry out this assignment the consultant will be based at the UNDP Bangkok Regional Hub in Bangkok, Thailand.  S/He will work full time closely with the supervisor and UNDP BRH team members.  No travel is expected for this assignment.

Required Skills and Experience

Education

  • Master’s degree in human rights, international relations, development studies, political science, gender studies, or other social science discipline.

Experience

  • At least 1 year professional experience working on human rights issues, preferably human rights of LGBTI people. Experience, knowledge of and/or demonstrated interest in transgender and intersex issues highly desirable;
  • Contributed to policy documents and research;
  • Computer skills (i.e. Word, Excel, PowerPoint) and comfort using social media and ICT tools;
  • Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded.

Language Requirements

  • Fluency in spoken and written English.

Price Proposal and Schedule of Payments

The Policy Advisor will review progress and quality of agreement upon output prior to issuance of payment.  Payment to the consultant will be based on approved timesheet on a monthly basis.

Consultant shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the consultant in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the consultant’s duty station) should be identified separately. Payments shall be done on a monthly basis based on actual days worked, upon verification of completion of deliverables and approval by the consultant’s supervisor of a Time Sheet indicating the days worked in the period.

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the consultant wish to travel on a higher class he/she should do so using their own resources.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the consultant, prior to travel and will be reimbursed.

Evaluation Method and Criteria

Candidates will be Evaluated by Combined Scoring Method – where the qualifications and methodology will be weighted a maximum of 70%, and combined with the price offer which will be weighted a maximum of 30%.

Technical Criteria for Evaluation (Maximum 70 points)

Criteria 1; Relevance of education - Max 5 points

Criteria 2; Special skills, language, etc. - Max 5 points

Criteria 3; Relevance of experience in area of specialization - Max 20 points

Criteria 4; Relevance of experience in key areas - Max 30 points

Criteria 5; Assessment of approach / methodology to assignment (if applicable) - Max 10 points

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.
