Background

Purpose

The purpose of this Internship is to provide assistance to UNDP Energy Portfolio related to the implementation of Energy Management Systems in Municipalities throughout Serbia.

Objective

Objective of this internship is to contribute to the effective implementation of activities related to Energy Management Systems in Municipalities throughout Serbia.

Background Information

The United Nations Development Programme (UNDP), acting as an implementing agency of the Global Environment Facility (GEF), provided assistance to the Republic of Serbia - Ministry of Mining and Energy (MoME), in the preparation of the full-sized GEF Project titled “Removing Barriers to Promote and Support Energy Management Systems in Municipalities (EMS) throughout Serbia” (EE Project).

With 2.3 m US$ from the GEF, the EE Project will have a total volume of 22 m US$. Co-financing will be provided by Serbian institutions, JICA and KfW.

The objective of EE Project is to introduce and support the implementation of municipal Energy Management Systems (EMS), including Energy Management Information Systems (EMIS), throughout Serbia to increase the EE investments in public buildings and municipal services and to facilitate their more energy efficient operation in general. EE Project is fully in line with the provisions of the Law on Efficient Use of Energy which stipulates establishing of an EMS in Serbian municipalities and therefore will contribute its implementation. EMIS was developed by the UNDP Energy Efficiency Project in Croatia with the purpose of monitoring, analyzing and reporting on energy and water consumption in public buildings. In that respect, EMIS is a powerful tool for energy management, necessary for implementation of the Law. While the minimum project target by the end of the project is to have at least 30 Serbian municipalities to formally adopt and start the implementation of EMS and EMIS, the EE Project also seeks to facilitate their replication in other Serbian municipalities. Complementary activities will include preparation of EE projects in public buildings (technical identification, energy audits, elaboration of investment packages, etc.) along with implementation of 0.5 mill US$ grant for 10 EE demonstration projects in public buildings including energy efficiency certification of buildings in accordance with the Law on Planning and Construction. Further to that, EE Project will include extensive capacity building of municipalities as well as advocacy in field of EE. In addition to said activities the EE Project will include further development of EMIS and development of auxiliary software tools of less complexity aimed at specific tasks of municipal energy management.

Duties and Responsibilities

Under the direct supervision of the Energy Portfolio Manager, the Intern will be expected to perform an array of duties that support implementation of Energy Management System. These tasks include, but are not limited to:

Collecting general data on selected buildings (MFB[1], UN Building, CCIS[2] etc.) and entering data into EMIS.
Collecting data on energy and water consumption in selected buildings (MFB, UN, CCIS etc.) and entering data into EMIS.
Providing support to organization and conducting training of municipal/building energy managers/end-users on data collection and entering into EMIS.
Analysis of the obtained data (energy and water consumption) and comparing it to the appropriate on-line metering data;
Various technical and administrative matters related to Energy Portfolio.

Competencies

Demonstrates strong oral and especially strong written communication skills;
Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
Evidence of ability to express ideas clearly; to work independently and in teams;
Excellent knowledge of Serbian and English.

Required Skills and Experience

Qualifications

Enrolled in a graduate school programme related to Mechanical engineering at the HVAC or Thermal Power department (second university degree or equivalent, or higher), or have graduated with a university degree (as defined above) and, if selected, must start the internship within one-year of graduation;

Special Note

UNDP internships are performed strictly on a non-remunerative basis. The intern must make his/her own arrangements concerning all expenses associated with the internship, including living expenses and travel costs.

The intern is personally responsible for and must provide proof of adequate and regular medical insurance and must maintain such insurance during the internship.

Mandatory UNDP requirements for internship

In order to qualify for an internship at UNDP, the candidate needs to meet the following enrolment conditions:

Enrolment:

Enrolled in a graduate school programme (second university degree or equivalent, or higher).
Enrolled in the final academic year of a first university degree programme (minimum Bachelor’s level or equivalent).
Have graduated with a university degree (as defined above) and, if selected, must start the internship within one-year of graduation.

Skills:

Excellent English and Serbian language skills, spoken and written;
Computer literate in standard software applications;
Demonstrates keen interest in the work of the UN, and of UNDP in particular, and have a personal commitment to UNDP's Statement of Purpose and to the ideals of the UN Charter;
Demonstrates interest and understanding of current events, globally, in Europe and in the region;
Demonstrates the ability to successfully interact with individuals of different cultural backgrounds and beliefs, which include willingness to try and understand and be tolerant of differing opinions and views.
