Background

The project Support to Anti-Corruption Efforts in Kosovo (SAEK) II is expected to have a positive impact on reducing the level of corruption in Kosovo by strengthening monitoring and oversight mechanisms of institutions to perform in an efficient, transparent, accountable, and gender sensitive manner. The project will ensure greater transparency and accountability of those institutions responsible for delivering public services and create the necessary requirements for more participatory governance at the local level. 

SAEK II takes an innovative and holistic approach towards anti-corruption by focusing both on the “supply-side” and the “demand side” of democratic governance and taking into consideration different levels of intervention, working directly with central government authorities, local/municipal actors, civil society and the citizens themselves. 

Activities implemented under SAEK II Component 1 will focus on strengthening the capacities of the Kosovo Anti-Corruption Agency (KAA) to become an effective external control mechanism for ethics, integrity and efficiency of the public administration. As identified as a priority by the EC in its Progress Reports, the project will also focus on enhancing active partnership and stronger collaboration and coordination amongst relevant stakeholders on anti-corruption issues, particularly amongst the KAA, prosecution and law enforcement. 

SAEK II Component 1 will focus on building the capacity of the KAA and providing the agency with the necessary tools to properly fulfil its corruption prevention role, with a specific focus on asset declaration and conflict of interest. 

Capacity development activities will involve, but are not limited to, the following areas:

  • Conflict of interests, gift declaration and asset declaration;
  • Implementation of the Code of Ethics and disciplinary procedures; 
  • Technical skills in investigation and information gathering; 
  • Working with other public and CSO stakeholders on anti-corruption.

Objectives of Assignment

To enhance the capacities of the Media and Public Relations Department of the KAA in order to better inform citizens of the work of the KAA and deliver information to the media and the public.

Duties and Responsibilities

Under the direct supervision of the KAA Executive Director and the SAEK II Project Manager, the Consultant will perform the following duties and responsibilities:

Summary of functions: 

  • Provide technical assistance to the KAA to enhance the capacities of the Media and Public Relations Department.  
  • Serve as spokesperson for the KAA.

Provide technical assistance to the KAA to develop public and media relations programs:

  • Develop a media communications strategy involving the use of regular, responsive and preemptive press briefings, press releases, and social media campaigns and regular informative interventions through social media. 
  • Prepare key KAA staff for press conferences and taking questions from the media.
  • Develop a communications strategy for informing the public about the work of the KAA, its successes, and engaging citizens in fighting corruption.
  • Support capacity development for staff of the KAA Media and PR Department, Heads of Departments, Director through on the job training and regular briefings.

Provide spokesperson functions:

  • Draft press releases, speeches for the Director and KAA staff. 
  • Draft social media interventions. 
  • Deliver messages on behalf of the KAA through press briefings, press releases, social media.
  • Conduct analyses of media coverage of the KAA and relevant corruption related news.
  • Deliver regular media briefings to the KAA director and relevant staff.
  • Maintain and update information on the KAA’s website.
  • Maintain relationships and strengthen partnerships with the media.

Required Skills and Experience

Education:

  • University Degree (or equivalent)  in journalism, communications, public relations, law, public policy, political science, social sciences or other relevant field. 

Experience:

  • At least 5 years of experience in public relations within a public institution, the judiciary, international organization, business, media outlet.
  • Experience conducting press briefings, analyzing media coverage, using social media.
  • Experience in web development and design.
  • Experience in the development of media and public relations strategies.
  • Excellent knowledge of anti-corruption and governance issues at the national and international levels.

Language requirements:

  • Fluency in both oral and written English and Albanian; working knowledge of Serbian desirable.
