Background

UNDPs rights-based approach to democracy building in Pakistan focusses on capacity development of state-established institutions tasked to protect and promote basic rights. Against this background, UNDPs basic rights programming focuses on technical and capacity-building support for state-established institutions mandated to protect and promote basic rights. In 2010, Pakistan's 18th Constitutional Amendment introduced reforms that significantly changed the governance paradigm by devolving powers to the provinces. In UNDP Pakistan's focal province Khyber Pakhtunkhwa, the 18th Amendment has also expanded the scope of Human Rights by devolving women's, children's and minorities' rights to the provincial level. A number of government line departments and institutions are now responsible for the protection and promotion of human rights in Khyber Pakhtunkhwa, including the Line Departmet for Law, Parliamentary Affairs and Human Rights. In 2014, the Government of Khyber Pakhtunkhwa further passed the “Khyber Pakhtunkhwa Promotion, Protection and Enforcement of Human Rights Act” which resulted in the establishment of the Human Rights Directorate within the KP Line Department for Law, Parliamentary Affairs and Human Rights.

In the course of its “Devolving Rights in Khyber Pakhtunkhwa” Project, UNDP Pakistan seeks to strengthen the capacity of the relevant provincial institutions tasked with Human Rights protection and promotion to effectively fulfill their mandates. The overall project aim is to assist the province of Khyber Pakhtunkhwa in establishing its own Human Rights Policy. One of the project's main stakeholders is the newly established Human Rights Directorate which is tasked to monitor the Human Rights situation throughout the province and to provide grievance redressal mechanisms for victims of Human Rights violations.

Duties and Responsibilities

In order to capacitate the Human Rights Directorate to fulfill its monitoring, reporting and service delivery obligations, UNDP Pakistan's “Devolving Rights in Khyber Pakhtunkhwa” Project will engage an National or International Consultant to establish a rights-based monitoring and evaluation system called the “Next generation” Khyber Pakhtunkhwa Virtual Mapping Platform” (KPVP).

Designing the KPVP

The consultant is tasked to develop and install an online platform envisaged to map the Human Rights situation in KP. The platform will consist of a purely internal website used by the Directorate only and of a publicly accessible version.

The internal platform will be a dashboard of metrics and geo-coded visual representations of Human Rights-related events and trends in KP. The processed data will be drawn from complaints filed with the Directorate as well as collected from open-source data including print media, government reports, radio, police reports, and online media. The content must be adjustable to meet internal security requirements. The underlying data must be gathered, cleaned, coded, updated and cross-checked on an ongoing basis. It aims to help the Directorate to manage their internal complaint mechanism and provide an internal overview about the overall provincial Human Rights situation, trends and risks.

The publicly accessible platform version will consist of a user-friendly public interface providing an online space to crowd-source and engage public opinion on Human Rights-related topics and themes. It will include an advanced format for online complaint submission which will feed directly into the Human Rights data processed and analyzed by the system.

The platform must be displayable in English or Urdu. The focus of the KPVP will initially lie on the whole of the KP province with the option to narrow it down to particular districts or sub-divisions.

Training Component

A human rights reporting unit within the Line Department for Law, Parliamentary Affairs and Human Rights will be established in the course of UNDPs “Devolving Rights in Khyber Pakhtunkhwa” Project implementation. This reporting unit will lead and coordinate the preparation of evidence-based treaty reports and action plans alongside the concerned staff of the Department and its Directorate. After the successful development and installation of the KPVP, the consultant will subsequently be tasked to provide technical assistance and a training session for the Department staff concerning the use of the platform, including data collection, updates and management, analysis and reporting.

Stakeholders Consultation

The Creation of the Virtual Human Rights Mapping Platform should be recalling and confirming a human-rights based approach to data collection. It should aim to hold duty bearers to account for their obligations, empower people to demand their rightful entitlements, promote equity and challenge discrimination. Monitoring is a fundamental approach to promoting human rights. The collection and dissemination of data about unfulfilled rights and about rights violations puts pressure on duty bearers to meet their obligations to respect, protect and fulfill human rights. Transparency through online dissemination of data is therefore equally important as the meaningful participation of all relevant stakeholders. The KPVP will be developed and installed under the leadership and ownership of the Line Department for Law, Parliamentary Affairs and Human Rights and its Human Rights Directorate. Thus the consultant will be required to regularly travel to Peshawar to meet with and consult the relevant stakeholders in order to facilitate their needs and requirements regarding data collection, analysis and presentation accordingly and be able to adjust the platform's design if necessary.

Duration of Assignment, Duty Station

Five (05) Months effective from the date of signing of contract. The duty station will be Islamabad with travel to Peshawar.

Deliverables:

  • Stakeholders consultation (10%) Mid January 2017;

  • Designing KPVP (10%) End January 2017;

  • Developing KPVP (30%) February – March 2017;
  • Installing KPVP (20%) May 2017;
  • Testing phase and necessary adjustments June 2017;
  • Training of Department staff (30%) Mid-June 2017.

The payment shall be made against monthly progress report; approved by the CTS/NTA for the period.

    (ii) Provide a brief methodology on how you will approach and conduct the work.

    b. Financial proposal (in a sealed envelope).

    c. Personal CV including past experience in similar projects and at least 3 references.

FINANCIAL PROPOSAL

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TORs.  In order to assist in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).  

TRAVEL

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

EVALUATION

EVALUATION

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable; and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 70% technical score would be considered for the Financial Evaluation.

Technical Competencies (Total 70)

Experiences (25 marks)

  • A minimum of five years of professional experience in programming / software development in a large international organization and / or corporation is required. Experience in a UN organization is an asset;
  • Previous work experience must include the development and installation of online platforms for information processing, analyzation and presentation

Education (10 marks)

  • An Advanced University Degree in computer and telecommunications science, software engineering or information technology management;
  • A first University Degree in a relevant field combined with seven years of professional experience may be accepted in lieu of an Advanced University Degree.

Others (10 marks)

  • Prior experience in an international environment / the development sector required;
  • Experience working in post-conflict settings or areas affected by conflict strongly preferred;
  • Ability to work effectively in multidisciplinary/multicultural teams with sensitivity and respect for diversity;
  • Ability to work team oriented and collaborative with a variety of stakeholders;
  • Regional experience (South Asia) preferred, previous work experience in Pakistan would be a distinct advantage;
  • Excellent written and oral communication skills in English.
