Background

The Building Sector Energy Efficiency Project (BSEEP) is an initiative implemented by the Government of Malaysia supported by funding from the Global Environment Facility (GEF). The objective of this project is to improve energy utilisation efficiency in the Malaysian building sector particularly those in the commercial and government sectors, by promoting the energy conserving design of new buildings and by improving the energy utilization efficiency in the operation of existing buildings.

The expected outcomes of the project are the following:

Outcome 1: Clear and effective system of monitoring and improving the energy performance of the building sector;

Outcome 2: Implementation of, and compliance to favorable policies that encourage the application of EE technologies in the country's buildings sector;

Outcome 3: Availability of financial and institutional support for initiatives on EE building technology applications;

Outcome 4: Enhanced awareness of the government, public and the buildings sector on EE building technology applications;

Outcome 5: Improved confidence in the feasibility, performance, energy, environmental and economic benefits of EE building technology applications leading to the replication of the EE technology application demonstrations.

BSEEP is Nationally-Executed (NEX) (or Nationally Implemented Modality - NIM) by the Malaysian Government and JKR is the appointed executing agency.

Duties and Responsibilities

The main responsibility of the project monitoring and reporting consultant will be:

  1. To compile and finalize the written evidence for the preparation for terminal evaluation
  2. To conduct a preliminary terminal evaluation assessment on the achievement of project results
  3. To prepare and calculate GHG emissions reductions and energy reductions delivered through project activities over the lifetime of the project and over the lifetime of the measures implemented through the project

The consultant will work under the overall guidance of UNDP Malaysia in close cooperation with the BSEEP Project Team and implementing partner for the project, the Public Works Department Malaysia.  The tasks to be covered are as follows:

Written Evidence:

  • Ensure the evidence needed for all documents to be used in the Terminal Evaluation is compiled and documented in written form. This includes confirming sources of data reporting as stated in the Annual targets (i.e. building data);
  •  Compile a “Project Information Package” of important documents and evidence sorted into project folders, with notes highlighting key information to be used for terminal evaluation;
  • Perform quality assurance on indicators in the Project Implementation Review reports for each year with consultation with project team and key stakeholder.

Preliminary terminal evaluation assessment:

  • Review planned vs actual project activities, outputs and outcomes, identify strength and gaps and suggest possible quick recommendations;
  • Review available greenhouse gas baseline information and indicators referring to the Project Document, Project Mid Term Review Report, Project Implementation Reviews and Annual Project Reports and other documents as necessary, identify strength and gaps and suggest possible quick recommendations;
  • Referring to the Annual Target, track the project’s progress and effectiveness through the set of climate change indicators (CO2eq reduced, MWh in heat energy saved, TOE of energy saved) and comment on each indicator whether they have been met in accordance with the evaluation criteria for the final evaluation.   (HU = highly unsatisfactory, U = Unsatisfactory, MU = marginally unsatisfactory, MS = marginally satisfactory, S=Satisfactory, HS = highly satisfactory). Clearly document the evidence source.

GHG calculation:

  • Prepare and Calculate the environmental emissions reductions benefits (direct and indirect) as a result of the project both during the project period and after the conclusion of the project. Explain clearly all the assumptions made in the calculations (According to  STAP methodology ‘Calculating GHG Benefits of GEF EE Projects, Version 1.0., March 2013)

 

Methodology:

The consultant is expected to conduct the following activities:

  • Desk review of documents: project document, project reports – including Project Initial Form (PIF), Inception Report, APR, Project Implementation Report (PIR), project budget revisions, midterm review, progress reports, GEF tracking tools, project files, national strategic and legal documents, and any other useful evidence. Past consultancies assignments and summary of results. This will also include pictures of installations and equipment used, articles published and other reports and documents produced by the project;
  • Meetings and interviews with BSEEP team, other component managers, consultants, relevant stakeholders and beneficiaries to collect evidence for compilation and documentation;
  • Assess project results in terms of relevance to project objectives, effectiveness in meeting project outcomes, efficiency in execution and sustainability in long term project results and project impacts;
  • Confirm sources of data;
  • Perform systematic labelling and filing of all documents and evidence for future referencing;
  • Calculations of the emissions reductions benefits (direct and indirect) as a result of the project both during the project period and after the conclusion of the project.

 

Duration:

The consultancy will take place from 1st February 2017- 31st March 2017.

 

Deliverables and Timeline:

The Consultant shall be responsible for the delivery, content, technical quality and accuracy of the reports in accordance to the timeline in Annex I.

 

Terms of Payment:

The fee is payable upon satisfactory completion and acceptance of the deliverables by the JKR/BSEEP, and UNDP Malaysia. Breakdown and schedule of payments is in Annex I.

Required Skills and Experience

  • Bachelor’s Degree in engineering, science, environmental technologies, climate change mitigation or any other similar field

 

Experience:

  • More than 5 years working experience in the energy field or in any climate change mitigation projects;
  • Excellent analytical skills and proven expertise in conducting energy and GHG emissions or inventory related calculations using CDM or GEF or IPCC methodologies is a must;
  • Experience in implementing projects with the Government of Malaysia;
  • Have strong linkage with national stakeholders related to energy and climate change mitigation projects;
  • Experience in Project evaluation especially on UNDP/GEF in Climate Change mitigation projects will be preferred.

 

Language Requirement:

Fluency in both written and spoken English.

 

Consultant Independence:

The consultant cannot have participated in the project preparation, formulation, and/or implementation (including the writing of the Project Document) and should not have a conflict of interest with project’s related activities.
