Background

UNODC (United Nations Office on Drugs and Crime) has a wide Information Technology base, globally. This base consists of 59 field locations spread across the globe and has many Information Technology components to run and assist its users with their day to day tasks.

The Global Field Office Support team for the above purpose is based at New Delhi.  The current requirement is to hire a Consultant - Senior Software Engineer, who can technically support on all aspects of IT solutions related functions, development and deployment of various tasks. 

Under the direct supervision of Team Leader (EAC-VN) and the overall guidance of the Chief, Regional Service Delivery Section – UNOG ICTS, the Senior Software Engineer works in a team of professionals and technically supports ICTS for all aspects of IT Solutions based at New Delhi, India.

S/He will act as a technical support to the Chief, Regional Service Delivery Section – UNOG ICTS, and the EAC-VN team on all aspects of IT Solutions related support functions, development and deployment.

The Senior Software Engineer ensures consistency with EAC-VN/UNOG priorities. 

Duties and Responsibilities

  • Manage projects involving feasibility studies, systems analysis, design, development and implementation of IT systems, and/or, participate as a member of a development team with responsibility for major components of more complex systems;
  • Maintain detailed documentation and course folders during the project lifecycle;
  • Maintain, troubleshoot, upgrade or enhance existing Telecom application and its reporting tools. Analyse underlying causes of problems. Design, code and test solutions to rectify problems;
  • Provide continuing user support, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of Telecom systems;
  • Develop and maintain computer programs that require integration of many interrelated systems and program elements. Ensure appropriate data security and access controls considering both local and wide area issues;
  • Organize and perform unit and integrated testing, designing and utilizing test bases. Assist users in acceptance testing;
  • Develop training materials, operating and user manuals. Train staff in assigned systems;
  • Research, analyze and evaluate new technologies. Make recommendations for their deployment;
  • Communicate effectively with the development team. 

Deliverables:

  • Detailed design specification based on provided user requirements for system enhancements;
  • Technical documentation on the work undertaken;
  • UAT documentation and plans;
  • Periodical progress reports.

Required Skills and Experience

Education:

  • Bachelor's degree in computer application or related field;
  • Postgraduate degree would be desirable.

Experience:

  • Minimum 7 years of experience at the national or international level with preferably 2 years of relevant experience in Software Development;
  • Relevant experience in design, development and management of software development projects; 
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems and advanced programs for data analysis;
  • Be able to interface with cross functional teams;
  • Experience of working in a project management environment;
  • Experience of working with Microsoft .Net and Microsoft SQL 2005 (or later).

Language:

  • Fluent in English and Hindi.

Payment Terms:

  • Payment will be made on monthly basis for the number of day worked on submission of progress report.

  • Offeror’s Letter to UNDP Confirming Interest and Availability for the Individual Contractor Assignment (please quote your per day consultancy fee);
  • Updated and signed P-11 form for ICs.

Cumulative analysis:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation:

  • Technical Criteria weight - 70%;
  • Financial Criteria weight - 30%.

Evaluation Criteria:

  • Qualification – 10 marks;
  • Relevant Work Experience in logistics and support functions – 50 marks;
  • Experience of working with UN agencies, diplomatic missions or International NGOs – 10 marks.
