Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men and the third gender as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

All human development and human rights issues involve gender dimensions. UN Women globally focuses on key priority areas that are fundamental to women’s equality, and that can unlock progress across the board. The six priority areas include increasing women’s leadership and participation in political spaces, ending violence against women, enhancing women’s economic empowerment, engaging in all aspects of women peace and security processes, making gender equality central to national planning and budgeting through Gender Responsive Budgeting (GRB) and advancing gender in intergovernmental processes.

UN Women’s work on GRB involves ensuring that national planning, budgeting, monitoring and evaluation processes incorporate a gender perspective. UN Women’s GRB programmes at the regional and country level have made significant contribution towards this by building political support, developing technical resources and capacities, generating good practices for improving women's access to services and increasing accountability for Gender Equality and Women’s empowerment (GEWE).  At the forefront of global, regional and local advocacy for application of GRB, UN Women has built partnerships with diverse government, inter-governmental and non-governmental partners, to further efforts  and demonstrate GRB’s relevance to sustainable development, aid effectiveness, public sector reform and financing for development.

UN Women’s Multi Country Office (MCO), based in New Delhi, India, covers four countries of the region, i.e., India, Bhutan, the Maldives and Sri Lanka. UN Women India MCO is currently implementing a project with the objective of identifying strategies and operational approaches to strengthen on-going efforts in the area of GRB. Insights generated from this project will enable key stakeholders at the national and regional level to accelerate their efforts to ensure that women’s priorities are adequately reflected in national budgeting processes, and to make concrete changes for adequate resource allocation towards women’s priorities. The project will be implemented in two countries – India and Sri Lanka. Also, given the extent of fiscal federalism in both the countries, the project will focus on sub national levels. More specifically, in India, GRB efforts will focus on two states – Madhya Pradesh and Jharkhand.

The focus areas of the project are the following:

  • Establishing/strengthening institutional mechanisms for GRB;
  • Generating evidence on how sectoral policies/programmes could be made more gender responsive;
  • Enhancing capacities of officials for sustaining change;
  • Strengthening the link between outlays to outcomes through gender audit.

Under the guidance and direct supervision of GRB Specialist, the Project Officer will analyze the political, social and economic trends and lead formulation, management and evaluation of programme activities within his/her portfolio, and will provide policy advisory services. Working in close collaboration with the programme and operations team across UN Women Headquarters and MCO staff, and other UN agencies, as well as Government officials and technical advisers and experts, multi-lateral and bilateral donors, and the civil society; the Project Officer will ensure successful implementation of UN Women programmes on GRB. 

Duties and Responsibilities

Summary of Key Functions:

  • Implementation of GRB initiatives and strategies under the project;
  • Management of GRB initiatives undertaken;
  • Creation, maintenance and nurturance of strategic partnerships with key stakeholders to sustain and accelerate GRB initiatives;
  • Provision of top quality research and advisory services for stakeholder coordination, Government partnerships; and
  • Facilitation of knowledge building and management.

Ensures implementation of programme strategies focusing on achievement of the following results:

  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to UN Women country office programme planning;
  • Design and formulation of GRB programme, translating UN Women’s priorities into local interventions;
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned;
  • Country Office business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.

Ensures effective management of the GRB programme  focusing on quality control from formulation to implementation of the country programme achieving the following results:

  • Undertake effective monitoring and documentation of GRB results onto the Result Based Management (RBM) tool;
  • Coordination of programme implementation with the executing/partner agencies: support in initiation of a project, entering project functions into UN Women’s e-programme Atlas, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises and closure of project upon reporting and review;
  • Financial and substantive monitoring and evaluation of the project partners, identification of operational and financial problems, development of solutions;
  • Follow up on audit recommendations. All exceptions are timely reported;
  • Aggregate reports are regularly prepared on activities, outputs and outcomes;
  • Preparation of donor reports.

Ensures creation of strategic partnerships and implementation of the resource mobilization strategy in cooperation with the Management:

  • Formulate and sustain partnerships within UN Agencies to realize the One-UN system, government institutions across all levels, bi-lateral and multi-lateral donors, private sector and the civil society and non-government organisations based on coordination goals of UN WOMEN, country needs and donors’ priorities; and
  • Analysis of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification and updating of information related to policy-driven issues;
  • Provide quality advice to government and non-government partners on strengthening GRB initiatives;
  • Conduct trainings on GRB for government and non-government partners;
  • Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals;
  • Sound contributions to knowledge networks and communities of practice within UN Women and among its partners;
  • Communication/documentation of programmes for internal and external reports, website etc.

Required Skills and Experience

Education:

  • Master’s Degree in Economics, Gender and human rights related disciplines, Social Sciences or related field. 

Experience:

  • Minimum two years of experience on GRB at the national or state level;
  • At least two years of experience in programme management;
  • Demonstrable experience in working on gender and human rights issues is mandatory. 

Language:

  • Fluency in English is required. Knowledge of official national language essential.
