Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security. The fundamental objective of UN Women is to enhance national capacity and ownership to enable national partners to formulate gender responsive laws and policies and to upscale successful strategies to deliver on national commitments to gender equality.

The work of UN Women in Mozambique focuses primarily in the areas of women’s economic empowerment and ending violence against women and girls. It is informed by the Strategic Plan of UN Women 2014-2017, the United Nations Development Assistance Framework, the National Plan on the Advancement of Women and the National Plan on the Prevention and Combat to Violence Against Women.

Over the years, UN Women Mozambique has been providing support to national partners in advocating for as well as formulation and implementation of policies, legislation and plans towards the elimination of violence against women and girls. In 2015, the CO and the Municipal Council of Maputo initiated a partnership to implement the safe cities approach.  This follows the recognition that violence against women and girls in public spaces continued to be neglected in spite of mounting anecdotic evidence of occurrence.

With the support of the Government of Spain, UN Women in partnership with the Municipal Council of Maputo initiated a process to join more than 20 cities worldwide which adopted the UN Women Safe Cities Approach since its launch in 2010. The approach includes realization of a scoping study on violence against women and girls in public spaces as a first step to support evidence base programming.

The scoping study on violence against women and girls in public spaces was conducted in Kamaxaquene and KaLhamankulu, two neighborhoods of Maputo City. Based on the findings of the scoping study, the UN Women intends to recruit a consultant to develop the Maputo Safe Cities Programme.

Duties and Responsibilities

The Consultant will be responsible for producing a five year programme document in a participatory manner involving all stakeholders who took part in the scoping study including all members of the technical and partnership committee. The programme document should clearly identify the interventions to be implemented, the institutions best positioned to implement them, the resources available and gaps.

The formulation of the programme document will be guided by the UN Women Programming guidelines and templates as well as Safe Cities programming guidelines and apply the principles of  results based management and  capacity development and on the Safe Cities Scoping Study Report:

Work plan and schedule;  List interviewees  and questions First draft of program document  and presentation to the Technical Committee; Final Program Document   ; A final report summarizing what has been learned during the consultancy, with clear recommendations on next steps for UN Women

Excellent writing,  analytical and presentation skills

Required Skills and Experience

 

A Degree (Masters or higher) in social sciences, gender studies, political sciences, international development, or related fields.

Fluent in written and spoken English and Portuguese

At least seven years of progressively responsible relevant work experience

Demonstrated track record that combines intellectual, strategic and managerial leadership in development programmes, the majority of which should include having undertaken and led substantive programme planning/designing preferably on gender equality

Solid understanding of violence against women - working experience desirable

Prior experience working for the United Nations or another large international organization an asset

Solid understanding of Results Based Management

Experience in engaging government institutions, civil society organizations and donors

Good understanding of the Mozambican government system and policy structure
