Background

The UN Trust Fund in Support of Actions to Eliminate Violence against Women was established by General Assembly Resolution 50/166 in 1996, with UN Women as the Fund’s Administrator. As the UN Trust Fund continues to expand on both resources and outreach, staffing is required in an area of increasing investment by the Fund in small women’s organizations, as support to the current small grants portfolio.

Duties and Responsibilities

The Programme Consultant will be supervised by the UN Trust Fund Grants Manager, under the overall guidance of the UN Trust Fund Chief, and will be responsible for:

Leading the UN Trust Fund small grants portfolio on addressing violence against women and girls.

  • Provide technical and expert advice on EVAW to small organizations recipients of the UNTF small grants.
  • Review progress reports in small grants portfolio and provide constructive, expert feedback.
  • Build capacities of small organizations for financial and project management, as well as for project M&E.
  • Identify promising practices and success stories in small grants portfolio and prepare communications materials.
  • Organize monitoring missions to small grants recipients where and when necessary.
  • Lead a comprehensive analysis of the UN Trust Fund’s previous grants on VAWG in small grants portfolio to distil and communicate related learning.
  • In liaison with the UNTF’s Resource Mobilization Specialist develop a proposal for the new Special Window.
  • Design and oversee the implementation of the initiative in partnership with identified technical partners, including project management, supporting implementation, reporting, monitoring and multi-grant evaluation process.
  • Prepare relevant materials for donor briefings and meetings, including for advocacy purposes related VAWG.

Temporary oversight of UN Trust Fund Portfolio on Small Grants with a focus on Results-Based Monitoring and Evaluation:

  • Provide technical support in the grant-making process through reviewing a subset of concept notes submitted under the 2017 Call for Proposals in November.
  • Support the management and oversight of all operational processes related to the grants life-cycle of 30 grants, including providing tailored technical support, and monitoring and assessing progress towards overall results based on results framework, reviewing budget revisions and disbursements in collaboration with Finance colleagues, and processing of programme modifications.
  • Monitor Audit Recommendations and update Action Plans as necessary, in coordination with the Finance Analyst, where applicable; and perform basic review of Financial Reports and flag inconsistencies between financial spending and project implementation.
  • Review progress reports and provide feedback to grantees as needed to ensure results-based reports and analysis and capturing of data;
  • Review and provide technical feedback on draft Terms of Reference (TOR) and grantee draft and final external evaluation reports.
  • Prepare written contributions for various purposes, including inputs for the report for the Commission on Status of Women, UNTF annual donor reports, newsletters, fund raising efforts and other reporting needs.
  • Support and organize knowledge sharing and capacity development events across grantees.
  • Liaise with the UNTF’s staff to identify and track good and promising models that can be shared widely across Grantees and other key stakeholders.

  • Increased coordination and cross-learning on the issue of violence against women and girls in small grants portfolio supported by the UN Trust Fund and across UN-Women
  • Systematic identification of good and promising practices through effective support to portfolio management of the small grants;
  • Increased systematic data collection and reporting across the active portfolio;
  • Increased contribution from the UN Trust Fund to the wider field of knowledge on promising practices to address violence against women and girls;
  • Effective oversight and monitoring of specific technical partnerships to support the active portfolio.

Required Skills and Experience

Education:

Masters degree or above in International Development or in the field of social science or other relevant field.

Experience:

  • Minimum of five years of relevant national/international working experience in international development, human rights, gender equality and women’s empowerment issues;
  • Knowledge and experience in working on addressing issues related to ending violence against women and girls;
  • Experience in monitoring and reporting on programmes related to gender equality and EVAW;
  • Experience in monitoring of grant programmes is highly desired;
  • Experience in knowledge management and communication – supporting collection and dissemination of lessons learned/best practices is an asset;
  • Experience in results-based management (RBM) is an asset;
  • Experience with databases and data management is a plus;
  • Experience in the United Nations, a governmental, other multilateral or civil society organization in a developed or developing country is highly desirable.

Language:

  • Fluency in English is required. Knowledge of another UN official language is considered an asset.

Technological Awareness:

  • Proficiency in MS Word, Excel, Access and Powerpoint, Internet browsing, and electronic media applications.
