Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women is committed to the achievement of equality between women, men, boys and girls as partners and beneficiaries of humanitarian action. In October 2012, UN Women established its Gender and Humanitarian Action Unit to consolidate its advocacy, coordination and capacity development role for the integration of gender equality across humanitarian action. This has now further developed to include a unit for disaster risk reduction with a focus on prevention, mitigation and preparedness in Geneva, and a humanitarian unit in New York focusing on humanitarian norms and standards, coordination, and emergency management.  During this time, UN Women has actively engaged in inter-agency initiatives including the IASC Gender Reference Group’s efforts to review and revise the IASC Gender Policy and to establish a Gender Accountability Framework, and engagement in the GenCap Steering Committee for deployment of gender capacity in humanitarian situations. UN Women has also played a significant role in promoting gender capacity in mission settings in conflict countries, and promoted a focus on women, peace and security at global and national levels 

Under the overall guidance of UN Women’s Chief Humanitarian and UN Women’s Chief Women, Peace and Security, and in close coordination with other UN agcneis, the incumbent will support the International Consultant on Gender Enablers in the drafting of the Results Framework and the Theory of Change. 

Objective and Purpose of the Consultancy

The objective of the consultancy is to finalise a high quality, realistic and strategic Results Framework for the Gender Enablers. The purpose of the consultancy is to support the establishment of joint UN efforts on gender.

Duties and Responsibilities

The Consultant is expected to:

  1. Familiarize her/himself with all relevant Results Frameworks, which are likely to guide the Gender Enablers, including but not limited to the SDG targets and milestones, key targets resulting from the World humanitarian Summit, UNSCR 1325 and associated resolutions, relevant UN agencies RFs, QCPR targets, examples of UNDAF targets in selected crises settings (10 days).
  2. Based on the above, discuss potential targets and expected results with key target groups jointly with the Gender Enablers (10 days).
  3. Contribute to stakeholder discussions, and discussions with development partners, and support the discussions on the Results Framework (5 days)  
  4. Lead the drafting of the Results Framework including a Theory of Change (5 days).

Develop a template for monitoring of the implementation of a Gender Accountability Framework, which will be part of the Joint Global Programme (5)

Deliverables: 

  1. Summary document outlining the key results areas and milestones of relevance to the Gender Enablers programme given existing documents as outlined above (10 days)
  2. Results Framework and TOC (20 working days)

Required Skills and Experience

  • Master Degree in Human Rights, Law, Gender, or relevant Social Sciences
  • Minimum 10 years’ experience working on gender programming of which minimum 5 years on monitoring, evaluation and reporting, with leading roles on the development and reporting on results framework on gender.
  • Experience working in conflict and disaster settings covering a range of gender topics including at least two of the following focus areas: peace and security, humanitarian, and development, and good understanding of the third focus area.
  • Extensive experience and understanding of gender indicators at impact, outcome, output and activity level.
  • Experience working in inter-agency settings and in technical and strategic support to government stakeholder in fragile contexts.

Language Requirements

  • Fluency in the English language required, with demonstrated strong, confident command of bother written and oral English.

Computer Skills:

  • High level of proficiency in computer systems, internet navigation and various office applications.
