Background

The Government of Chhattisgarh, with funding support from the Government of India, has initiated a Virtual Education Project (ICT @ schools & vocational education) to leverage technology to improve student-learning outcomes and build capacities of the teaching faculties in schools, colleges and vocational education institutions across the state. The intent is to set up an Online Learning Platform which will offer content/e-learning modules for use by students and faculties, both online and offline. The target is to setup technological platform to run the On-line Learning Platform schools, colleges and vocational institutions including ITIs, polytechniques etc. in Chhattisgarh.

Chhattisgarh Infotech Promotion Society [CHiPS] has been designated as the nodal agency to implement the Virtual Education Project.

Chhattisgarh Infotech Promotion Society [CHiPS] in partnership with the United Nations Development Programme (UNDP) is setting up a Centre of Excellence (CoE) to conceptualize, design and oversee the effective implementation of the project. The CoE team will work under Chhattisgarh Infotech Promotion Society and will closely work with the various nodal departments in the Government of Chhattisgarh, partners institutions, donors, vendor agencies etc.

Under the above scope, UNDP is looking for an Adviser – EdTech and Innovation to provide technical advice and support to implement and upscale the ‘Virtual Education Project’ in Chhattisgarh. The Adviser – EdTech  and Innovation will closely work with Chhattisgarh Infoteh Promotion Society (CHIPS) and UNDP.

Duties and Responsibilities

The Adviser – EdTech and Innovation will work in close coordination with UNDP, CoE and under the overall direction of the Chief Executive Officer of the CHiPS and will perform the under mentioned specific functions:

  • Provide strategic advice to translate and operationalize the road map of ‘Virtual Education Project -Online Learning Platform’ in Chhattisgarh;
  • Provide advice on practical strategies, entry points, programme designs and technical solutions for implementation of ‘Virtual Education Project – Online Learning Platform’;
  • Partnership management: identify and map stakeholders, network and forge partnerships to facilitate substantive interactions with government institutions, private sectors, educational institutions, multilaterals, I/NGOs etc.;
  • Explore resource mobilisation avenues and identify opportunities for upscaling the model in other states

Required Skills and Experience

Education:

  • Degree in Information Technology and related subjects;
  • Masters’ in Business Administration, Development Sciences, Social Science or related subjects.

Experience:

  • Minimum 8 years of experience in ICT sector with focus on social sector;
  • Demonstrated experience of providing technical advice to central and state governments on use of ICT for development;
  • Experience of designing and implementation of IT based solutions in development programmes.

Language:

English & Hindi. 

Duration of the Work:

  • The contract will be awarded for one year initially. 8 days in a month.

Travel:

  • Travel within the state and districts would be required.

Schedule of Payments:

  • Consolidated monthly Consultancy Fee of Rs. 2,55,000/- per month payable, upon submission of monthly progress report certified by CHiPS.

Institutional Arrangement:

  • Contract will be administered by UNDP on behalf of the CHiPS;
  • The consultant would report to CEO, CHiPS;
  • All the logistic support related to official local travel within the state of Chhattisgarh will be borne by the CHiPS as per their prevailing rules;

Documentation required:

  • Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

Evaluation Method and Criteria:

Preliminary shortlisting would be done based on the following criteria:

  • Educational Qualification - 35 Marks;
  • Relevant Experience - 35 Marks;
  • Suitability for the assignment - 30 Marks.

Top 5 candidates from amongst those who obtain a minimum of 70% of the total technical marks would be considered for further process.

Interview may be carried out for selection of the candidate and will be based around the competencies (skills) required as per the ToR and would be either conducted face to face in Raipur or by telephone / over skype. If face to face interviews are conducted, travel costs will be borne for the shortlisted applicants. The contract shall be awarded on a merit basis.
