Background

UNDP positions partnerships and capacity development as the organization’s core contribution to sustainable development. In Angola, UNDP is responding to the growing demand for capacity development support by helping governments and partners to build the skills, knowledge and experience needed for improving peoples’ lives.

UNDP supports Governments in designing and implementing projects funded from their own revenue or from grants or loans provided by the Global Environment Fund, Global fund and other partners as well as by International Financial Institutions (IFIs).  UNDP works with Governments and IFIs to leverage development expertise and resources by collaborating on analysis, assessments and planning, pipeline development and project implementation towards shared outcomes. UNDP also supports governments throughout the project cycle – designing bankable projects, implementing projects, and providing monitoring and evaluation oversight as a third party or fiduciary agent – such as for large-scale grants submitted through the Global Environmental Facility (GEF).

With declining Official Development Aid to Angola most of developmental projects in Angola will be implemented by resources channeled through public funds, loan and bilateral financing agreements.  Support for the government in implementation if development activities is expected to be a continuing, and increasing, feature of UNDP’s work in Angola. UNDP’s expertise provides for technical assistance or capacity development services, in addition to areas of recruitment, procurement, and financial management. The benefits of tripartite collaboration, Government, IFIs and UNDP, include capacity development, faster implementation, lower costs, leveraged resources and increased transparency.

UNDP works to facilitate an institutional environment that is conducive to closer collaboration with IFIs in Angola, developing joint action plans, mapping opportunities for cooperation and organizing events and technical discussions to engage with IFIs and Governments to build the foundation for more effective development partnerships.

 Objectives:

UNDP Angola is seeking an Institutional Capacity Development Adviser to guide and support the Country Office efforts across the portfolio in project design, in maximizing results and support Economic Growth and Sustainable Development and Governance teams, to use and strengthen partner country institutions and organizations. The Specialist will also support a shift in our approach, to move from a model where UNDP plays a driving role in developing strategies and designing, managing and evaluating programming, to a more facilitative model that orients our strategic priorities and programming around identified implementation challenges and of local needs. The Institutional Capacity Development Adviser will work under a matrix supervision arrangement whereby he/she will report to the Head of Inclusive Growth and Sustainable Development and under the overall guidance of the Country Director on matters relating to building partnership with Government, IFIs, private sector and Foundations.

Duties and Responsibilities

  • The candidate is expected to have a solid background of non-profit organization administration, public sector planning, budgeting, organizational capacity assessments and organizational capacity building;
  • Assess the key capacity needs of various stakeholders and take principal responsibility for identification of UNDP value addition to governments, IFIs and other partners;
  • In consultation with stakeholders assess the key capacity needs;
  • Articulate UNDP Angola’s strategy for implementation support to government and IFIs;
  • Based on the assessment, formulate and implement the strategy for the tripartite collaborative partnerships;
  •  Establish and maintain strategic partnerships and support resource mobilization;Support the UNDP CO in developing local partnerships;
  • Explore opportunities, assist in negotiating partnership agreements, and contribute, thereby, to expanding on results of the UNDP programmes partnering with other implementing agencies and organizations, including local community organizations;
  • Provide support and guidance for institutional development of emerging local organizations, networking, feedback and learning mechanisms;
  • Seek to establish synergistic partnerships, and support coordination of such partnerships with other UN, bi-lateral and multi-lateral donor agencies, NGOs, the private sector and civil society in general;  
  • Where needed, identify training needs of Implementing partners in project planning, communication and facilitation skills, project cycle management, monitoring and evaluation, and other relevant technical areas required for effective and sustainable functioning and development; 
  • Ensure provision of top quality advisory services and facilitation of knowledge building and management;
  • Support the UNDP Country Office in coordinating with UN Agencies and NGOs working with focus on capacity development; 
  • Identify sources of information and synthesize best practices and lessons learned directly linked to the partnerships and capacity development programme; 
  • Establish pro-poor advocacy networks at national level and link to international networks;
  • Provide sound contributions to knowledge networks and communities of practice

Required Skills and Experience

Education:

  • Masters Degree in Social Science or any related development field.

Experience:

  • At least 5 years of practical experience in community development, particularly on capacity raising aspects; 
  • Experience working within Government, IFIs and\or development organisations;
  • Proven project management skills;
  • Prior experience of working with UN agencies and knowledge of UNDP systems and Results Based Management is an asset. 

Language Requirements:

  • Excellent Portuguese and English  (written and spoken).

Evaluation:

The award of the contract will  be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Financial Criteria weight; 30%
