Background

BACKGROUND

Following many changes in the context in Sri Lanka since 2015, and the universal commitment made in September 2015 to ensure the achievement of sustainable development by 2030, UNDP embarked on a process of re-defining the alignment and strengthening the design of its access to justice/ rule of law, human rights, Parliamentary support and peacebuilding portfolio.

UNDP from 2017 will support Sri Lanka with innovative programmatic and operational design and implementation of priority actions identified in key policy frameworks and plans. To this end, UNDP will work in collaboration with several stakeholders, including government, semi-government, civil society, private sector, UN agency and development partners and through increased engagement with the people of Sri Lanka, on the above mentioned inter-linked and complementary thematic areas of focus, to provide integrated and high quality technical advisory and support services.

Against the above-mentioned backdrop, UNDP Sri Lanka seeks to recruit a Consultant to assist in its support to the National Police Commission of Sri Lanka (NPC).

 

SCOPE AND OBJECTIVES 

  • The objective of this assignment is to design and conduct one training on understanding gender concepts and gender sensitivity (gender responsiveness) and gender as a cross cutting issue for the staff members at the National Police Commission in order to strengthen the NPC’s ability to provide gender sensitive effective services to the public.

 

Duties and Responsibilities

RESPONSIBILITIES

The Consultant shall be expected to;

i. Design, facilitate and conduct an effective training (1 day) to address and understand the concept of gender, its practice in police, rights of women, the basics of gender and sex, the evolvement of gender with myths and believes of society, gender stereotypes, concepts of equality, respect and role of NPC as an oversight body in promoting gender sensitization in the police;

ii. The Consultant shall meet NPC officials and discuss about the training requirement as appropriate;

iii. Assessing service levels and the capacity of the staff in understanding gender concepts/norms and existing gender inequalities;

iv. The Consultant shall consider the nature and scope of complaints that NPC receives;

v. A thorough understanding of the audience, their capacity, knowledge base and practices, and evaluate any existing gaps. Devise an innovative and an interactive training module aligned with the expected outcomes;

vi. Draw on National/International experience, training modules and resource materials on gender;

vii. Applicant is expected to  obtain services/assistance of well qualified trainers/facilitators a require and justifiable.

 

Expected Output/Deliverables

The following deliverables and outputs are expected from the Consultant:

  1. Design the curriculum including main topics, its scope and teaching methodologies as appropriate. The selected  leader trainer is expected to carry out the training to address the concept of gender, its practice in police, rights of women, role of NPC as an oversight body in promoting gender sensitization in police;
  2. Preparation of a formal handout for participants;
  3. Proposition of Gender Responsive monitoring tools and mechanisms that are applicable for their role and functions;
  4. Devise innovative, interactive and analytical training, teaching materials and tools (role plays, actual case studies etc) that is suited for an adult audience, with special attention given to the specific nature, roles and functions of the target audience;
  5. Design pre-and-post training evaluations for the target audiences on Gender Knowledge and Gender Sensitivity, to assess the outcome of the training module;
  6. Provide NPC with recommendations and feedback based on the output of the training as appropriate for the use of similar such future trainings.

 

TIMEFRAME

  • This assignment start from  18th  of December 2017 and  the Final Report shall be presented to the NPC prior to one week of Contract expiration;
  • The training will be conducted during 19th – 31st of December 2017 in Colombo.

Competencies

PROFILE OF THE LEADER TRAINER AND THE TEAM

  • The Trainers will be identified based on a strong Gender background and relevant experience in professional gender training, analytical skills and educational qualifications;
  • The trainers should possess very good experience in gender training and excellent training skills;
  • Familiarity with the work, scope and legal mandate of NPC and experience in working with police;
  • 7-10 years of experience in similar assignments;
  • Fluency in Sinhala both oral and written, is a necessary requirement, fluency in Tamil will be an added advantage.

 

COMPETENCIES

  • Knowledge on mandate of the National Police Commission of Sri Lanka, Human Rights, Gender Equality and related issues and analytical knowledge in training and capacity building needs.

  • Maturity and confidence in dealing with senior members of national institutions;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Excellent coordination skills and result oriented collaboration with colleagues.

c.  Results

  • Builds strong relationships with clients, focuses on impact and result for the client and responds positively to feedback.
  • Good team player who has ability to maintain good relationships.

Required Skills and Experience

QUALIFICATIONS

Lead Trainer

  • Masters in gender with practical knowledge of rights of women/gender; a combination of relevant academic qualifications and extensive experience and strong knowledge in gender may be accepted in lieu of the Master’s degree;
  • Experience in assignments of similar nature along with the above qualifications will be an added advantage.

Trainers/Facilitators

  • Basic degree in sociology, law or related area with an extensive experience and strong knowledge in gender.

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” including his/her consultancy and professional fee, travel (economy class flights is required to and from the Duty Station) honorarium, board and lodging, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts. 

PAYMENT FOR SERVICES

The selected Consultant shall receive payment in three installments from UNDP as follows, upon NPCs acceptance of the deliverables and UNDP certification of deliverables: 

20% upon submission of training design including deliverable No. 01 – No. 05;

55% upon completion of the training;

25% upon completion of deliverable No. 06.
