Background
The UNDP Oslo Governance Centre (OGC) is UNDP’s Global Policy Centre for policy development and applied research with an overarching focus on democratic governance and peacebuilding in crisis, conflict and transitional contexts. The Oslo Governance Centre sits within the Governance and Peacebuilding Cluster, Bureau for Policy and Programme Support. It engages with Norwegian, Nordic and other partners from the South in undertaking applied research and developing policy options and tools for governance support in post-crisis and post-conflict environments, in order to find practical solutions on the ground. One of the four priority areas for the OGC is UNDP’s support to the implementation and monitoring of Goal 16 of the SDGs – promoting peaceful, just and inclusive societies. This focus on peaceful, just and inclusive societies in the 2030 Agenda is new and includes key elements on democratic governance, peace, security, justice, human rights and institutional capacity There has never been a universally accepted approach to improving governance. Goal 16 thus represents a real opportunity for progress on some of the most intractable problems standing in the way of sustainable development.
UNDP is the custodian agency for three global SDG 16 indicators that lack an internationally agree standard for measuring. To fulfil this responsibility, the Oslo Governance Centre with teams in the governance and peacebuilding cluster of the Bureau for program and Policy Support and within the Praia City group of Governance Statistics will be executing a workplan of activities in 2018 focused on advancing the methodologies for the indicators including convening consultations; undertaking research; and liaising with the UN Statistics Division and the IAEG-SDG, and selected national statistics offices.

Scope of work: The consultant will provide technical support to the Oslo Governance Centre’s cross-cutting area of work on governance assessment and measurement. This work will be focused on support to the measurement of SDG16 as part of UNDP’s interim custodianship for three SDG 16 indicators focused on methodological development. The total sum of I and II should be divided by 120 days to get the “all-inclusive daily fee” to be filled in on p. 1, e) The proposals should be sent via email to oslo.governance.centre@undp.org with the following subject heading: “Financial Proposal Expert on Governance Statistics” by the application deadline. Proposals received after the deadline may be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive professional daily fee, and include a detailed breakdown of the cost. The term ‘all-inclusive’ implies that all costs (professional fees, assignment related travel expenses to join the duty station, communications, tax, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal. Criteria for selection Only those candidates who meet the minimum level of education and relevant years of experience requirements will be considered for the technical evaluation. The technical evaluation will include a desk review, and may also include interviews with shortlisted candidates. Combined scoring method – where the qualifications and methodology will be weighted a max of 70%, and combined with the price offer which will be weighted a max of 30%. Method: cumulative analysis method will be used to evaluate proposals. When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as: Responsive / compliant / acceptable; and Technical criteria weight: 70 (70% of total obtainable scores). Financial criteria weight: 30 (30% of total obtainable scores) Only candidates obtaining a minimum of 49 (70%) points on technical part will be considered for the financial evaluation.
