Background

The UNDP India Country Programme Action Plan (CPAP) for the period 2013-17, signed with the Government of India enables UNDP to provide Development Support Services to the country. The aim of the Development Support Services is to help government improve the administrative efficiency and effectiveness of government programmes and schemes both at the national and state level. The signed CPAP, states that UNDP will provide demand-based development support services, including procurement support services, with requisite professional skills, personnel and technical resources with a view to supporting administrative efficiency and developing capacities of government agencies.

Government of Madhya Pradesh has launched a comprehensive entrepreneurship support programme in August 2014 named Mukhyamantri Yuva Udyami Yojana (Chief Minister Young Entrepreneur Scheme http://www.dif.mp.gov.in/schemewiseTarAllo/MMYUYojana.pdf) wherein any resident of Madhya Pradesh aged between 18-40 years with minimum qualification of class 10th can make an application through MP-online  for setting up a new small scale enterprise in the industry/ service sector for an amount of INR 10 lakh to 2 crore. The scheme is implemented by the Ministry of Commerce, Industry and Employment. The benefits available to the entrepreneur under the scheme are three fold:

1.  Capital investment subsidy of 15% of the project cost (maximum INR 1.2 million)

2.  Interest Subsidy of 5% on applicable interest for 7 years

3.  Applicable Guarantee Fee for 7 years

There is a provision of entrepreneurial training under the scheme which will build the capacity of the first generation entrepreneurs in areas like accounting, finance, marketing and general management. Government of Madhya Pradesh and UNDP’s are partnering to establish an institutional mechanism for providing training and hand-holding support to 5000 entrepreneurs covered under the MYUY scheme across the 51 districts of the state.

Duties and Responsibilities

  • The District Facilitator will be based at the assigned District HQ  to work in 3-4 districts and his office would be based District HQ at o/o  District Trade and Industry Centre (DTIC) of Department of Industry ,Govt of Madhya Pradesh in Bhopal and under the overall supervision of the Industry Commissioner, and Project Manager , MYUY project  he/she would carry out the following tasks:
  •  Headcount survey of entrepreneurs for the FY 2017-18 and 2018-19. The survey data to be used for information sharing with the department on Unit setup status, Physical headcounts of the entrepreneurs,   Status of receipt of Margin money and Interest subsidy and recording of any other issues faced by the entrepreneur. The data would be utilized for publishing in the Profile Booklet to be published in the Convention.
  • Facilitate in conducting Training needs Assessments
  • To mobilize and facilitate the entrepreneurs to participate in the trainings organized from time to time.
  • Delivering Trainings to the MYUY Entrepreneurs in batches or to individuals by making personal visits to their units.
  • Data Collection and Compilation- Collect and maintain Data of entrepreneurs in prescribed formats provided by the PMU and share it within the set Timeline.
  • Keep record of the visits and maintain a digital inventory of entrepreneur’s units visited and share the report with PMU on a weekly basis.
  • Collect the success stories and units profiles for analysis, log activities, presentations and documentation.
  • Handholding Support-To the beneficiaries registered under the MYUY scheme of all the financial years. Provide Handholding and mentoring support on issues faced by the entrepreneurs in their Business management and take-up the cases to the relevant authority as guided by the PMU.
  • Work closely with the officials of the Department of Industries to ascertain the problems faced by entrepreneurs pertaining to Banking and provide/ facilitate in getting the right solutions.
  • Maintain regular contacts with the MYUY entrepreneurs  and with Banks on the progress of the Scheme I.e. Interest subsidy, Margin money subsidy and repayment of Loan etc. and share the reports in prescribed formats with PMU at regular interval
  • Support the PMU time to time in various assignments
  • Maintain an inventory of relevant documentation required by the entrepreneurs for accessing banking services pertaining to term loan and working capital
  • Marketing support shall be provided to the beneficiaries by mobilizing them for Buyer seller meet and support them in registering with GeM and other online marketing services.
  • Other administrative work as assigned time to time

Required Skills and Experience

Education:

  • Essential: Must be Graduate in social sciences/or other relevant fields.

Experience:

  • Preference: At least 1 years of relevant experience
  • Desirable: Work experience with similar nature of work in Madhya Pradesh

Language:

  • Excellent knowledge of written and spoken Hindi and English is required

Duration of the Work:

  • The contract will be awarded for one year initially. Working days will be as per the State Government policy.

Travel:

  • Extensive travel within the state and districts would be required.

Schedule of Payments:

  • Consolidated Annual Consultancy Fee (Remuneration) of INR 3,60,000/- payable in equal monthly instalments, upon submission of monthly progress report certified by the reporting officer.

Institutional Arrangement:

  • Contract will be administered by UNDP on behalf of the State Government of Madhya Pradesh;
  • Consultant will be entitled for 2 days leave per month (non-encashable) with prior approval of the Supervisor.

Documentation required:

  • Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

Evaluation Method and Criteria:

Preliminary shortlisting would be done based on the following criteria:

  • Educational Qualification 30% Marks;
  • Relevant Experience 70% Marks;

The shortlisted candidates will be called for Interviews either through telephone/skype or face to face. The interview will be based on the competencies (skills) required as per the ToR. If face-to-face interviews are conducted, travel costs will be borne by the shortlisted candidate.
