Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Peace and Security is one of five thematic areas of UN Women’s strategic plan, and an area in which UN Women coordinates and leads the UN system.
In Jordan, UN Women is coordinating a multi-country programme that seeks to leverage the global normative framework on women, peace and security to address the women’s rights and gender equality challenges faced in the Arab region by countries both affected by crisis and transition, and those supporting communities displaced by crisis. To this end it targets Iraq and Tunisia as countries in crisis and transition, and Jordan – in its role responding to the Syria crisis. This multi-country programme aims to create the space, opportunities and support to amplify women’s leadership in the areas of conflict prevention, humanitarian engagement, conflict resolution and long-term peacebuilding in the region. It supports national bodies, governments and civil society to call for and ensure the implementation of the global commitments on women, peace and security. In addition to its coordination role, UN Women Jordan is also responsible for the direct implementation of the Jordanian component of the programme, which mainly aims to support the development and the implementation of a National Action Plan on UNSCR 1325 (JONAP). 
Jordan is also one of the priority countries of the Global Acceleration Instrument (GAI) on Women, Peace and Security, a new pooled funding mechanism established following the 15year review of Security Council resolution 1325 (2000). Composed of representatives from donors, United Nations entities, and civil society organizations, the GAI aims to re-energize action and stimulate a significant increase in financing for women and their organizations to enhance their capacity to prevent conflict, respond to crises and emergencies, and seize key peacebuilding opportunities.  At country level, a National Steering Committee manages the country allocation and decides on the projects to be funded by the GAI. UN Women serves as both the Secretariat of the National Steering Committee that gives orientations on the country allocation, and the Management Entity for civil society organizations beneficiaries of the fund.
Furthermore, Jordan is one the five “pathfinding countries” of UN Women’s new global Flagship Programme on Women’s Engagement in Women, Peace, Security and Recovery (WPSR), and whose objective is to bring transformative change through convening partners around an overarching theory of Change based on the five pillars of the women, peace and security agenda: National Action Plans, conflict prevention, women’s participation in peace processes, protection against human rights violations and sexual and gender based violence and women’s contribution to peacebuilding and recovery.

Duties and Responsibilities

  Objectives of the Assignment:

Under the direct supervision of the Recovery Specialist, the Women, Peace and Security Specialist exercises overall responsibility for planning, implementing, and managing UN Women interventions under the women, peace and security portfolio.  She/he works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.  

 Scope of Work and deliverables:

Design and develop programmes for the Women, Peace and Security Programme:

  •  Identify strategic programme opportunities and provide timely advice to UN Women senior management on the programmatic area of women, peace, and security;
  • Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to Women, Peace and Security;
  • Develop and update as necessary the project document for the Flagship Programme on Women’s Engagement in Peace, Security and Recovery in Jordan.

Manage the implementation and management of the Women, Peace and Security portfolio:

  • Finalize the annual workplan and budget of the multi-country programme and manage its implementation;
  • Manage the technical implementation of the Jordan component of the multi-country programme, the GAI and any other women peace and security project as necessary to ensure prompt and adequate delivery of results; ensure synergies with other teams;
  • Manage the submission of implementing partners financial and narrative reports;
  • Organize Steering Committee, project review and/or evaluation meetings, as needed, for the multi-country programme, the GAI and any other women, peace and security project as necessary.

Manage technical assistance and capacity development to project/programme partners:

  • Build and manage relationships with national partners to support implementation and expansion of the women, peace and security programme; respond to any potential problems;
  • Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners. including through supporting national institutions to develop an action plan on women peace and security.

Manage the implementation of programme/ project activities through monitoring and reporting:

  • Manage the monitoring of programme/ project implementation and finances using results based management tools;
  • Oversee field missions and review reports on monitoring missions;
  • Write quarterly reports and annual and final donor reports, focusing on results, output and outcomes;
  • Contribute to office donor and UN Women reports.

Manage the people and financial resources of the Women, Peace and Security programme:

  • Manage the programme budget;
  • Supervise Project Manager and Programme Associate; Mentor and coach staff and do performance assessments.

Build partnerships and develop resource mobilization strategies:

  • Develop networks and build credible working relations with key partners in Government, UN, civil society organizations in support to peace and security programmes;
  • Provide technical support to the Representative on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees as needed;
  • Contribute to the development and implementation of a resource mobilization strategy in the field of women, peace and security, including through the development of proposals for resource mobilization in the area of women, peace and security
  • Finalize relevant documentation on donors and potential opportunities for resource mobilization;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

Manage knowledge building and communication efforts:

  • Develop and review background documents, briefs and presentations related to women, peace and security;
  • Represent UN Women in meetings and policy dialogues on issues related to women, peace and security as necessary;
  • Develop knowledge products on women, peace and security and ensure quality contribution to UN Women’s global Community of Practice on Women, Peace and Security;
  • Contribute to strategic discussions on programme design, oversight and evaluation to support implementation and capture best practices and lessons learned for policy development and adjustment;
  • Ensure the visibility of Programme results.

D. Fees and Schedule of Payments:

The position will be remunerated based on an “all inclusive” monthly lump-sum (week-ends and public holidays are not included). 

The successful candidate will receive his/her payment based on satisfactory deliverable and a time sheet duly approved by the UN Women Country Representative.

The selected applicant will be requested to submit a “Statement of Good Health” from a recognized physician prior to commencement of work, certifying that the individual is in good physical and mental health and is capable of undertaking the related consultancy and if required to travel is fit to travel and has had the required inoculations for the country or countries to which the individual is to travel. The individual shall take full responsibility for the accuracy of that statement. 

 

Required Skills and Experience

Education: 

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.

Experience: 

  • At least 5 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects using results-based management tools;
  • Technical working experience in women, peace and security;
  • Experience in knowledge management and communications;
  • Experience working in the UN System is an asset;
  • Management experience is an asset.

Language requirements:

  • Fluency in English is required;
  • Working knowledge of Arabic is an asset
