UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Placing women's rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality, women empowerment and gender mainstreaming translate into action. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors. UN Women PNG works in close collaboration with the Government of PNG, Civil Society, the UN Country Team, the Private Sector, Academia and other development partners to advance women’s national agenda, particularly in the context of domesticating the Sustainable Development Goals, an agenda of unprecedented scope and significance to “reach the farthest behind first”.
To be well positioned for anticipated support, UN Women Country Office (PNGCO) has developed a new Strategic Note for the period of 2018-2022, defining key development results and management/operational outcomes for the same period. To this end, the UN Women PNG Country Office is soliciting the services of a short-term consultant to support and facilitate
Under the overall supervision of the UN Women Deputy Country Representative, the Resource Mobilization and Partnerships Development Consultant will lead the design of a Resource Mobilization Strategy and Action Plan reflective of UN Women's strategic vision and direction. The objective of the strategy and action plan is to mobilize the necessary financial resources to build sustainable support for the activities of UN Women PNGCO next 5 years.
The Resource Mobilization and Partnerships Development Consultant will develop the AU/PSD resource mobilization strategy, tools and procedures for its implementation.
Duties and Responsibilities
Under the guidance and direct supervision of UN Women Deputy Representative, the Consultant will be responsible for providing expert technical assistance in the following areas:
Duration of the assignment
The total duration of the contract assignment will be an aggregate period of 120 days commencing April 2018. There is possibility of travel within PNG, to the Autonomous Region of Bougainville and Australia during this assignment. Work related travel will be covered by UN Women. Some of the work will be completed from home.
The consultancy will be remunerated based on an “all inclusive” lump-sum payments as per the below schedule of deliverables. The successful candidate will receive his/her payment based on satisfactory deliverable and a certificate of payment duly approved by the UN Women Deputy Country Representative.
Inception Report, methodology and workplan?(Including potential funding sources and key donor organizations or other partners; and private sector organisations /internationalcorporate groups with relevant Corporate Social Responsibility (CSR) agenda that can support UN Women PNG Strategic Note 2018-2022).
Develop and submit at least 4 high quality, multi-year proposals for thematic areas of UN Women work on EVAW, Women’s Leadership & Participation and Women’s Economic Empowerment. Report will also incorporate findings and recommendations from the above inception activities. These proposals will be resource mobilization tools for the anticipated donor and private sector round tables for the next phase of this assignment.
Prepare and present a colourful, reader friendly fund-raising portfolio which articulate UN Women programmes, results achieved and lessons learned over the last strategic note period.
Prepare and submit report and action plan from broad-based consultations with potential donors, private sector, philanthropies, foundations, UN Agencies, non-traditional donors, and other stakeholder following facilitation of consultations and organisation of Donor / Private Sector Roundtables as agreed to identify funding opportunities (in PNG, in Australia and in the Asia Pacific Region). The report will also incorporate findings from consultations with Government and elected officials for possible collaboration or counterpart- funding.
Deliver finalized Resource Mobilization Strategy 2018-2020 and an Action Plan following incorporation of inputs and comments from UN Women.
Deliver report on capacity building of staff on Resource Mobilization following development of a capacity building strategy and capacity building training for staff.
Present a partnership relationship management mechanism to support country office promotion of a partnership culture in the office at all levels.
Prepare final report of ongoing facilitation of engagement with various donors and partners to mobilize resources for the work of UN Women vis-à-vis its Strategic Note 2018-2022 (as part of deliverable # 4 above) as well as website/social media management.
Please note that specific dates are subject to change after due consultation with UN Women Regional Office and PNG staff.
The consultant will work under the direct supervision of the Deputy Country Representative and close consultation with the UN Women Programme and Operations staff as per the agreed workplan developed by the consultant.

Contractor’s performance will be evaluated based on: timeliness, quality of deliverables, responsibility, initiative, communication, accuracy, and quality of the products delivered.
Required experience and qualifications
The consultant is required to fulfil the following requirements:
Master’s Degree or equivalent in Business Administration, Economics, Public Policy, Social Sciences, International Relations, Political Sciences or related field.

All applications must include (as one pdf attachment) the CV and the financial proposal. Applications without financial proposal will be treated as incomplete and will not be considered for further assessment.
Applications will be evaluated based on the Cumulative analysis.
A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
Technical qualification evaluation criteria
The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:
NOTE: Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates for the financial evaluation below.
Financial/Price Proposal evaluation
All applications must include (as attachments): 1.) CV; 2.) Copies of educational qualifications; 3.) P11 Personal History Form; 4.) two original writing samples; and 5.) the financial proposal.
