The Independent Evaluation Service (IES) at UN Women Headquarters in New York seeks to enlist a full-time consultant to support the strengthening of gender responsive evaluation use through communications, advocacy, and knowledge management.

Strengthening gender-responsive evaluation use has been central to IES’s work. Considering the internal and external contexts linked to the Agenda 2030, IES decided to elevate the topic of gender-responsive evaluation use as a new Area 5 in its Global Evaluation Strategy (2018-2021). The Strategy acknowledged that communication is only one element contributing to evaluation use and aims to strengthen other use enablers, such as knowledge management and advocacy, while building on process and instrumental use. The gender-responsive evaluation use Area 5 is facilitated across IES’s five key result areas, and contributes to all long-term and intermediate outcomes and outputs of the Global Evaluation Strategy.

Aligning with IES Global Evaluation Strategy, the consultant’s tasks will focus on bringing forward evaluation results and develop innovative evaluation activities using social media, communication outreach, and knowledge management.

Duties and Responsibilities

Under the supervision of the Evaluation Specialist, the consultant will specifically be responsible for the following:


Communications and advocacy:

  • Manage the IES social media accounts, including drafting media messages, developing content and graphics, engaging IES’s social media audience and disseminate IES’s products and findings from evaluations;
  • Organize Twitter chats on various evaluation topics, support live tweeting from events/ webinars, develop Storify, create and manage visual assets, and monitoring, analyzing and reporting on Twitter analytics;
  • Identify potential opportunities and risks which might arise through audience engagement, and propose solutions;
  • Use social media tools for efficient planning and management of social media channels;
  • Support production (editing, design, translation, printing etc.) of IES’s evaluation products, e.g. reports, briefs, brochures, newsletters, magazines, announcements etc;
  • Coordinate and develop visual assets such as videos, images, infographics to make evaluation results accessible to a wider audience, e.g. for evaluation briefs, blogs, magazines, annual report, presentations, etc; and
  • Coordinate with and provide social media support for regional evaluation professionals in order to highlight regional evaluation results.


Knowledge management:

  • Support IES in becoming a knowledge hub for gender responsive evaluation and revamp the IES website and intranet;
  • In line with the new UN Women Knowledge Management strategy, support the development of IES Knowledge Management Strategy and further strengthen knowledge management activities; and
  • Contribute to systems enhancement to make the IES team more accessible and its activities more transparent, e.g. upgrading the Global Accountability and Tracking of Evaluation Use (GATE’s) and facilitating the integration with the Results Management System.

 Other tasks as requested by the IES.

  • Self-starter, organized, able to multitask and balance multiple responsibilities.

Required Skills and Experience


  • Education: University degree in communications, political science, international relations or a related field.
  • Job experience: Minimum of 5 years professional experience in journalism, advocacy, communications, marketing or humanitarian work.
  • Experience in independently managing social media required, including proven success in using platforms, social media analytics and third-party management tools to improve audience engagement.
  • Experience with design software and video editing, such as PhotoShop, Venngage, Mailchimp, Madmimi, Adobe InDesign
  • UN experience and familiarity with women’s rights issues or international development/relations an asset.
  • Knowledge of evaluation in the context of global development an asset.
  • Editorial expertise in English required.
  • Fluent in English and either Spanish or French; both are a plus.
  • Familiarity with Microsoft Office Package (word, excel, PowerPoint) required.
  • Experience creating visually engaging assets and decks for high level presentations.
  • Good research skills required.
  • Knowledge of SharePoint required; experience managing or contributing to databases an asset.
  • Experience with content management systems (SiteCore) and advanced HTML/CSS an asset.
  • Must have valid work permission for the United States of America.
