Background

UNDP Istanbul Regional Hub (IRH) is UNDP’s main knowledge and advisory hub for the countries serviced by UNDP’s Regional Bureau for Europe and CIS (RBEC). The Regional Centre is in charge for regional programme implementation in Europe and Central Asia (ECA). Through its regional programme, the IRH provides advisory support and knowledge management and innovation services to UNDP Country Offices in 22 countries and territories in Eastern Europe and the former Soviet Union, including those in Central Asia.

UNDP’s Strategic Plan (2018-2021) prioritizes democratic governance and peacebuilding as the key to strengthening the social contract between the people and the state in realizing resilient and sustainable development. Sustainable Development Goal 16 frames the promotion of peaceful and inclusive societies for sustainable development, provision of access to justice for all, and the building of effective, accountable, and inclusive institutions at all levels as a priority for the 2030 development agenda. To contribute to this overall goal, the Governance and Peacebuilding (GPB) Cluster in UNDP in ECA works regionally and at country level on: 

  • Advocating for openness, transparency and accountability of public institutions, anti-corruption and strengthening civil society engagement;  
  • Supporting legal reforms and developing parliamentary processes;
  • Strengthening the rule of law including community security and promoting rights and access to justice of marginalized communities;
  • Building efficient National Human Rights Institutions; supporting the implementation of international standards and recommendations; 
  • Enhancing public services and institutional responsiveness including public sector performance measures, voice and participation, particularly of excluded groups including youth;
  • Supporting effective local governance frameworks, decentralization and implementation mechanisms;
  • Supporting conflict prevention through national dialogue, local peace committees, and confidence-building activities while building institutional capacity to address risks and crises; 
  • Placing gender equality and women at the center of decision-making and peace efforts.

One of the GPB Cluster objectives is to ensure promotion and visibility of the development initiatives supported by the programme, their results and impact on the ground. Besides the UNDP in ECA dedicated website, a series of communications pieces, content and adequate media coverage are needed to deliver to a target audience information about the Cluster’s goals and activities, through defined communication channels, and to increase overall visibility of these development initiatives in the region. With the above in mind, UNDP in ECA is looking for a Consultant in Communications and Platforms to join the GPB team to contribute to its communications and advocacy. to the local level and encouraging public engagement in local

 

Duties and Responsibilities


The Consultant will work in the Istanbul Regional Hub, under the overall supervision of the Governance and Peacebuilding Cluster Team Leader, and working on individual deliverables closely with specialists across the cluster. The role will require extensive integration and collaboration within the GPB Cluster of the hub, as well as the rest of the IRH. The consultant will contribute to communication and advocacy with partners and UNDP country offices in the region regarding the activities carried out thus supporting the regional programme staff in increasing the visibility of UNDP views and initiatives. The consultant will also play a key role in the production of a number of key knowledge products.

With this in mind, the Consultant responsibilities are to:

  • Provide communications and knowledge management support to Regional War Crimes (RWC) Project, the Central Asia Support Initiative for NHRIs (CASI-NHRI) and the Transformative Governance and Finance Facility (TGFF);
  • Develop knowledge and communication products on rule of law, justice, security and human rights; on responsive and accountable institutions and on conflict prevention and peacebuilding;
  • Provide communications material for events held on the different thematic areas of the GPB Cluster and contribute to knowledge-sharing within the Cluster and the IRH.

Deliverables 

  • Deliverable 1 - Produce scenarios and compile slideshow videos on RWC project and CASI-NHRI initiative (by April 30, 2018);
  • Deliverable 2 - Provide press materials and web content and liaise with the Communications Team for the launching of PVE Plans of Action (by May 31, 2018);
  • Deliverable 3 - For the online extremism launch consultation, identify stakeholders and develop a concept note, liaise with Country Offices and Communications Team, and develop press materials and website content (by June 30, 2018);
  • Deliverable 4 - Identify 3 success stories on institutional development, public service delivery, public administration reform, or other themes that can be used to communicate GPB work at national/sub-national and regional levels, and produce or source relevant communication content (by July 31, 2018);
  • Deliverable 5 - Design a regional campaign for anti-discrimination and minority rights in ECA for conflict prevention and sustaining peace (by August 31, 2018);
  • Deliverable 6 - Design and prepare an infographic visualizing youth data in the ECA region (by September 30, 2018);
  • Deliverable 7 - Design and implement the International Human Rights Day campaign to celebrate the 70 years UDHR (by October 31, 2018);
  • Deliverable 8 - Organize 2 webinars related to anti-corruption, public administration and e-governance issues for country office and IRH staff (by November 30, 2018);
  • Deliverable 9 - Design and implement the Knowledge Management Gateway pages related to responsive and accountable institutions cluster work, including updating the design and sourcing new knowledge products (by December 31, 2018);
  • Deliverable 10 - Drafting concept note for advocating technological solutions related to anti-corruption and public administration (by January 31, 2019);
  • Deliverable 11 - Conceptualize, design and develop a communication and information piece on the Cluster’s work related to SDG16, with appropriate and relevant messages tailored for key audiences using various formats as appropriate such as text, imageries, infographics, video (by February 28, 2019);
  • Deliverable 12 - Establish and maintain a contact list of journalists and media outlets (including social media) that feature stories relevant to governance (effective institutions, effective public service delivery, leadership development, anti-corruption, civic engagement) and peacebuilding at the regional level and in each country in the ECIS region, in partnership with relevant COs as necessary (by March 31, 2019);
  • Deliverable 13 - Collaborate with country offices to develop communication materials (16 articles) about the methods and successes of country level and regional level initiatives supported through the TGFF (by April 30, 2019);
  • Deliverable 14 - Organize webinars, bi-monthly, on topics related to digital transformative and innovative methods, and (by July 31, 2019);
  • Deliverable 15 - Develop communication materials around the webinars related to digital transformative and innovative methods (blog posts) (by August 31, 2019);
  • Deliverable 16 - Design and implement a second Human Rights advocacy campaign building on the previous year’s campaign (by September 30, 2019);
  • Deliverable 17 - Co-design a regional digital platform with accessible and transparent data on war crimes and missing persons in the Western Balkans, and maintain and update the content of the platform (April 2018 – October 2019);
  • Deliverable 18 - Draft mid-implementation and annual report for the TGFF, including sections on impact and results from the country offices (April 2018 - December 2019);

The Consultant will report about the progress of activities to the Team Leader in a brief written progress report. Given the nature of the tasks requiring strict cooperation with the members of the Governance and Peacebuilding team, full-time presence at the UNDP Istanbul Regional Hub is required. 

Payment schedule
Payment will be performed in 18 installments upon satisfactory completion of the deliverables, as follows:

  • Installment 1: 5% of total amount to be paid upon completion of Deliverable 1 (by April 30, 2018);
  • Installment 2: 5% of total amount to be paid upon completion of Deliverable 2 (by May 31, 2018);
  • Installment 3: 5% of total amount to be paid upon completion of Deliverable 3 (by June 30, 2018);
  • Installment 4: 5% of total amount to be paid upon completion of Deliverable 4 (by July 31, 2018);
  • Installment 5: 5% of total amount to be paid upon completion of Deliverable 5 (by August 31, 2018);
  • Installment 6: 5% of total amount to be paid upon completion of Deliverable 6 (by September 30, 2018);
  • Installment 7: 5% of total amount to be paid upon completion of Deliverable 7 (by October 31, 2018);
  • Installment 8: 5% of total amount to be paid upon completion of Deliverable 8 (by November 30, 2018);
  • Installment 9: 5% of total amount to be paid upon completion of Deliverable 9 (by December 31, 2018);
  • Installment 10: 5% of total amount to be paid upon completion of Deliverable 10 (by January 31, 2018);
  • Installment 11: 5% of total amount to be paid upon completio16n of Deliverable 11 (by February 28, 2018);
  • Installment 12: 5% of total amount to be paid upon completion of Deliverable 12 (by March 31, 2018);
  • Installment 13: 15% of total amount to be paid upon completion of Deliverable 13 (by April 30, 2018);
  • Installment 14: 5% of total amount to be paid upon completion of Deliverable 14 (by July 31, 2018);
  • Installment 15: 5% of total amount to be paid upon completion of Deliverable 15 (by August 31, 2018);
  • Installment 16: 5% of total amount to be paid upon completion of Deliverable 16(by September 30, 2018);
  • Installment 17: 5% of total amount to be paid upon completion of Deliverable 17 (by October 30, 2018);
  • Installment 18: 5% of total amount to be paid upon completion of Deliverable 18 (by December 31, 2018).

Required Skills and Experience

Education: 

  • Minimum Bachelors or equivalent in the field of social sciences, economics, international development, public administration, communications, journalism or public relations.

 

Experience: 

  • At least 2 years of experience working with digital media, print media, and communications, or journalism/media;
  • Experience in using new media and web platforms; 
  • Working experience and proficiency in the use of computers and office software (e.g., Microsoft Package, Photo Shop and similar); 
  • Experience working in the ECA region in the field of social sciences, economics, international development, public administration, communications, journalism or public relations;
  • Experience with UNDP is considered an asset.

Language skills: 

  • Excellent oral and written proficiency in English.
  • Knowledge of either Albanian and Bosnian-Croatian-Montenegrin-Serbian (BCMS), or knowledge of both will be an advantage.


Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) Responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews) and financial criteria specific to the solicitation. 

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 35 points:

  • Criteria A – Education – max. 3 points
  • Criteria B – Experience working with digital media, print media, and communications, or journalism/media – max. 15 points
  • Criteria C – Experience in using new media and web platforms – max. 5 points 
  • Criteria D – Experience working in the ECA region in the field of social sciences, economics, international development, public administration, communications, journalism or public relations – max. 5 points
  • Criteria E – Experience with UNDP is considered an asset – max. 2 points
  • Criteria F – Language skills – max. 5 points

Financial Criteria - 30% of total evaluation – max. 15 points.
