Background

UN Women is the UN Entity for Gender Equality and the Empowerment of Women created in 2010 as a UN entity, to accelerate progress on gender equality and the realisation of women’s rights. UN Women is a dynamic and strong champion for women and girls, providing them with a powerful voice at the global, regional and local levels. In 2015, UN Women commemorated 20 years of the Beijing Platform for Action (BPFA, 1995), and successfully advocated with partners, for the stand-alone gender equality goal under the Sustainable Development Agenda 2030 . UN Women is involved in strengthening the commitment of UN member states to the Agenda 2030, Beijing Platform for Action, and other normative frameworks such as CEDAW, by investing directly in the rights of women and girls, and in supporting gender mainstreaming initiatives, to ensure substantive equality, particularly for those from marginalised communities.

With the advent of technology, whereas cyber platforms have opened up immense opportunities for the empowerment of women and girls, they have also been increasingly misused as platforms to abuse women and children. Cyber-crime and victimization of women are on the high and it poses as a major threat to the safety of women and girls. India is one of the very few countries to enact IT Act 2000 to combat cyber-crimes. The said Act terms certain offences as hacking, publishing of obscene materials in the net, tampering the data as punishable offences.

According to the National Crime Records Bureau incidents of cyber-crime had increased by 63.7% in 2013 as compared to 2012 (from 3,477 cases in 2012 to 5,693 cases in 2013). During 2013, 21.8% of cyber-crimes were reported for fraud/ illegal gain (1,240 out of 5,693 cases) followed by eve-teasing/ sexual-harassment with 19.6% (1,116 cases) and greed/ money with 14.4% (821 cases) .

With increasing incidents of cyber-crime, it has become important to address this emerging form of harassment through strong legislative measures and policies.

The Ministry of Women and Child Development, in September 2017 announced a dedicated portal funded by the Nirbhaya fund, known as Cyber Crime Prevention against Women and Children (CCPWC) which is expected to go live in March 2018. 

In this context, UN Women is seeking the services of a consultant to support the MWCD in mapping the existing mechanisms and global best practices on preventing cyber - crime against women and girls.

Purpose :

The review will highlight the existing frameworks and global best practices on preventing cyber – crimes against women and girls, thus facilitating a better understanding of the response to address the issue. Based on the review a comprehensive set of recommendations will be developed and submitted to the MWCD to address the issue of Cyber – Crime against Women and Girls in the country.

Scope:

The review will cover the Legal Framework, Mechanism and Best Practices from across the globe.

Objective:

The objective of the Mapping is as following:

  • To review the Design - This would include mapping the scope and coverage (beneficiaries), provisions /components of the legal framework and mechanism and, the corresponding Monitoring and Evaluation (M&E) framework, from across the globe.
  • To review the best practices- The global best practice to prevent cyber – crime against women and girls.
  • Provide recommendations – Based on the review a comprehensive set of recommendations will be developed for the MWCD

Main users of the Learning Document:

The main users of the Learning Document will be:

  • Government, Non-government, Academic Research stakeholders working on cyber - crime.
  • UN Agencies, UN Women programme staff and partners.

Reporting Obligations:

The Consultant is expected to carry out the following duties under the direct supervision of the Director, Ministry of Women & Child Development, Government of India and under the overall supervision of the Programme Specialist, EVAW Unit, UN Women MCO.

Duties and Responsibilities

  • Undertake a comprehensive technical review of global legislations responding to Cyber Crimes against Women and Girls, its implementation and monitoring and make recommendations to the MWCD based on the review;
  • Develop and propose recommendations for structuring of schemes and programmes of the MWCD to respond to women facing gender-based violence on social media platforms;
  • Undertake research and assist in drafting replies to various Parliamentary Questions;
  • Prepare briefing notes and updates on the status of women in India;
  • Prepare periodic progress reports of the work undertaken by the Ministry;  
  • Provide support in smooth functioning of Ministry;
  • Any other duties incidental to the above-mentioned tasks as assigned by Supervisor from time to time.

Deliverables:

Monthly detailed and comprehensive narrative report of all activities undertaken (as part of the report  include templates &  plans developed, anecdotes that capture the process, partnerships, best practices and lessons learnt, photographs, press coverage, questionnaires, human interest stories, lists of participants, key strategies and recommendations) in hard and soft copy will be submitted to UN Women with an acknowledgement of UN Women’s support to the Ministry of Women and Child Development.

Required Skills and Experience

Education :

  • Master’s degree in Law or Gender Studies or International Development or any Social Sciences.

Experience:

  • Minimum 5 years of experience working on issues of gender equality, women’s rights and public policy;
  • Relevant experience of research and policy analysis is preferred;
  • Excellent analytical and writing skills in English;
  • Ability to work independently and with minimal supervision.

Language:

  • Fluency in English and working knowledge of any other Indian language.

Evaluation and Selection Criteria

Criteria for shortlisting of CVs will be based on the following assessment:

  • Required degree and qualification (5 points);
  • Minimum experience relevant to the assignment (5 points);
  • Experience of working in gender related projects would be desirable (5 points);
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) required and advance knowledge of spread sheet and database packages desirable. (5 points).

The evaluation process for selection of the candidate will be based on the following assessment:

  • Interview (70 points);
  • Written Test (30 points).

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
