Background

UN Women in Bangladesh is supporting the Government of Bangladesh with the Rohingya humanitarian crisis response. UN Women has developed a humanitarian response programme in partnership with the Ministry of Women and Children Affairs to meet the specific needs of the most vulnerable and marginalized Rohingya Refugee Women and Girls and the women and girls in the host communities affected by the refugee influx in Cox’s Bazar. The objective of the programme is to ensure protection, as well as equitable and safe access to and benefit from urgent life-saving humanitarian assistance and information to the most vulnerable, and marginalized Rohingya women while assisting them to live with dignity. The programme also promotes women’s participation and leadership in the camps and host community and peace and social cohesion building activities. UN Women co-chairs the Gender in Humanitarian Action Working Group for the Rohingya Refugee Response with UNHCR to promote gender-responsive humanitarian action across humanitarian agencies in Cox’s Bazar.

The importance of participation and representation of women to express their needs and concerns are often overlooked in humanitarian emergencies. Leveraging women’s participation and leadership capacities is not only a way to ensure humanitarian efforts respond to the specific needs and vulnerabilities of affected communities – whether women, men, girls or boys- but also a strategic investment in whole community resilience. The 2017 IASC Policy on Gender Equality and Empowerment of Women and Girls puts forward the recommendation for humanitarian actors to “tangibly promote the meaningful and safe participation, transformative leadership, and collective action of women and girls of all backgrounds at all stages of humanitarian action, also reinforcing similar efforts in conflict prevention, peace building and state building.”

In line with this, UN Women aims to promote Rohingya refugee women’s leadership, participation and decision-making. As such, UN Women is developing a Women’s Empowerment, Participation and Leadership training module to be used with Rohingya refugee women. The objective of the training is to strengthen Rohingya women’s leadership and decision-making skills at the individual, household and community levels as change-makers and transformational leaders to enhance gender equality and women’s empowerment, as well as their political leadership to influence camp coordination and camp management and overall community engagement activities.

In this regard UN Women Bangladesh seeks to hire a national consultant to help design a set of training modules appropriate for the background, language, literacy level and current living context of Rohingya refugee women living in the camps in Cox’s Bazar.

Duties and Responsibilities

Objectives of the assignment:

The key objective of the assignment is to design a training module on Women’s Empowerment, Participation and Leadership appropriate for Rohingya refugee women with due consideration of their background, language and level of literacy. The objective of the training is to strengthen Rohingya women’s leadership and decision-making skills at the individual, household and community levels as change-makers and transformational leaders to enhance gender equality and women’s empowerment, as well as their political leadership to influence camp coordination and camp management and overall community engagement activities. The proposed training would take a step-by-step approach and should be delivered over the course of several weeks with one or two sessions carried out a week.

A draft manual consisting of 14 sessions has been put together by UN Women which will be shared with the consultant to provide a foundation for the work.

Scope of Work/Duties and Responsibilities:

Under overall guidance  and supervision of the UN Women Head of Sub-Office for Cox’s Bazar, the consultant will perform the following tasks:

  1. Review the draft training manual prepared by UN Women and participate in a briefing meeting with UN Women and implementing partners to understand the scope of the assignment and objectives of the training;
  2. Carry out a learning needs assessment of Rohingya refugee women in Cox’s Bazar to understand the target audience and their knowledge and skills relevant to the training to determine the most appropriate design of the training;
  3. Draft an outline of the training module and a workplan and methodology for testing and validating the module for discussion with UN Women and implementing partner;
  4. Develop the first 4 sessions of the training module;
  5. Test the first 4 sessions with refugee women in Cox’s Bazar and revise the modules;
  6. Repeat D and E above until module is completed;
  7. Prepare session guides for trainers;
  8. Assist in selecting the trainees for the training of trainers (ToT);
  9. Conduct a ToT;
  10. Supervise delivery of the training by trainers;
  11. Finalize the training module and session guides based on observation of the training and feedback of the trainers.  

Duration of the assignment:

The total duration of the contract assignment will be 48 working days within a three-month period, between 7 June and 7 September 2018. The assignment envisages 5 trips to Cox’s Bazar of differing duration in consultation with UN Women to conduct a learning assessment, testing the training module, and train the trainers.

Expected Deliverables:

The consultant is expected to deliver the following:

  •  Draft outline of the training module and a workplan and methodology for testing and validating the module for discussion with UN Women and implementing partner. (This will be based on discussions with UN Women and its implementing partner, and a 3-day learning needs assessment conducted in Cox’s Bazar.) - 06 days;
  • 1st draft training module for first 4 sessions - 05 days;
  • Testing of first 4 sessions in Cox’s Bazar - 03 days;
  • Revised training module based on testing in Cox’s Bazar - 02 days;
  • Draft training module of next 4 sessions developed, tested in Cox’s Bazar and revised - 10 days;
  •  Draft training module of final set of sessions developed, tested in Cox’s Bazar and revised. - 10 days;
  • Prepare a trainers’ guide, conduct a training of trainers in Cox’s Bazar, and monitor and support the trainers conduct the training - 07 days;
  •  Final training module and session guides for trainers based on observation of the training and feedback of the trainers - 05 days.

The training module and session guide will be produced in both English and Bangla. The training should be delivered in Chittagonian or Rohingya language.

Inputs

  • UN Women will provide the Consultant with the draft training manual it has produced which would provide a basis for the assignment;
  • The consultant is expected to work remotely using her/his own computer, but may access the UN Women office for printing of relevant documents or should s/he be required to work on-site at any point during the assignment;
  • If the consultant does not speak Chittagonian or Rohingya language, s/he must arrange a Chittagonian or Rohingya language speaker to work with her to test the module;
  • UN Women will support the consultant with logistical arrangements for the field work like testing the training module and training of trainers in Cox’s Bazar.

Performance evaluation:

Contractor’s performance will be evaluated based on: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Required Skills and Experience

Education:

  • Master’s degree in Gender Studies, law, social science or other related fields.

Qualifications

  • At least 7 years of experience of relevant work in the field of gender equality;
  • Proven experience in designing and delivering women’s rights, empowerment and awareness raising training for disadvantaged groups of women;
  • Experience working with Rohingya refugee women would be an added advantage.

Language

  • Good command of English and Bangla, both written and oral;
  • Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email;
  • Ability to communicate in Chittagonian or Rohingya language would be an advantage.
