1. BACKGROUND

The Japan Caribbean Climate Change Partnership (JCCCP) Project is a regional Project with the overall objective of assisting countries to enhance their capacities in climate change adaptation and mitigation. Participating countries are Jamaica, Guyana, Suriname, St Lucia, Grenada, St Vincent, Belize and Dominica.? UNDP serves as the overall implementing partner for the project through its regional office in Barbados.

The Project, which is financed by the Government of Japan, seeks, among other activities in Grenada, to implement Community Based Pilot Demonstration Project in the priority areas of Sustainable Agriculture, Community Based Climate Smart Resilient Infrastructure & Water Resources Management.

The Pilot Project entitled “Chambord Water Project”, is one of them; and aims to implement activities that will maximise farmers access to water, especially during the dry periods. Under this pilot initiative the Ministry of Agriculture in collaboration with the Chambord farmer group seek to establish communal water management infrastructure to address water accessibility for improved productivity for the Chambord Farmers. Water is to be abstracted from the Morne Fendue river to supply water for irrigation for 100 farmers. The related project outputs are outlined below:

1. Water Demand Study - to determine the expected water demand for the farmers and assess suitable levels of abstraction from the target source, i.e.; Morne Fendue River
2. Installation of Irrigation Infrastructure - Development of water management infrastructure that will pipe some of the excess water that flows from the St. Patrick/Morne Fendue River into the main Chambord retention pond

The UNDP Barbados and the OECS is therefore seeking the services of a consultant, to conduct a water demand study for the Chambord estate area, towards meeting the stated outputs

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

1. Proposal:

(i) Explaining why they are the most suitable for the work

(ii) Provide a brief methodology on how they will approach and conduct the work

2. Personal CV including past experience in similar projects and at least 3 references

3. Financial proposal

Duties and Responsibilities

The consultant will undertake a comprehensive study of the target source and farm area to determine the expected water demand for the farmers and assess suitable levels of abstraction from the target source. This assessment should also include impacts of upstream use on available volumes for irrigation, variations in flow and volume and duration and timing of peak demand for the Chambord Farmers. Work should be undertaken in collaboration with technical experts within the Ministry of Agriculture, the Chambord Farmer Organisation and the J-CCCP National Focal Point. The consultant will be required to undertake field visits and desk reviews and utilise available secondary data. Some data collection may be required for the completion of this assignment. More specifically the consultant is required to undertake the following:

1. Conduct a streamflow assessment of the Morne Fendue River to determine available capacity to supply water to the 5-acre farmland area
2. Conduct field assessment and calculations to identify the volumes of water needed to supply the 5-acre farm area (with estimations of per farms requirements) and to determine suitable location for main and sub-ponds and irrigation system
3. Prepare Irrigation Report for review by UNDP and technical experts outlining the proposed Plan for the Irrigation systems including but not limited to the following:
   1. Calculated Water Balance for the target area
   2. Recommended rates of abstraction based on current upstream use and considering changes in available supply due to climate change
   3. Maximum daily pump rates, abstraction volumes and number of users for the proposed system given available resources and
   4. Optimal layout of the irrigation system and positioning of key components for effective and efficient water use
4. Preparation of schematic drawing for the irrigation system based on the findings of the assessment.

Competencies

Years of experience:

• 3 years of relevant working experience in designing and developing irrigation systems and assessment of hydrological resources.

• At least 3 years’ experience undertaking projects involving assessments for irrigation development, design of small scale irrigation communal irrigation schemes, drip irrigation systems and water storage structures/reservoir design

II. Competencies:

• Demonstrated analytical, communication, and data management skills.
• Self-motivated and able to work in diverse settings, with a wide variety of stakeholders from governments, agencies, private companies, Non-Governmental Organizations (NGOs), and research institutions is essential.
