Background

As part of the UN country team in Sudan, UNDP aims to contribute to the significant reduction of extreme poverty throughout the country and to support the establishment of a critical mass among Sudan’s people that is ready and able to engage in the development process of the country. In line with the overarching SDG goal “Leave No One Behind” (embedded among others in SDGs 1, 5, 10 and 13), our programme interventions target localities characterized by high levels of poverty and those affected by conflict. Bridging the nexus between humanitarian and development, UNDP facilitates a peaceful transition from recovery to development in line with national priorities.

Under UNDP Sudan Programme Division, the Strategic Planning, Partnerships and Communication (SPPC) unit monitors programmatic and development progress and effectiveness leveraging evidence based planning and data driven decision making; designs and executes effective partnerships and communications strategy to support UNDP targeted results and activities; and builds resourceful partnerships with all UNDP stakeholders. Specifically, SPPC supports CO senior management, programme and project teams in the development of high quality substance-driven outreach, ensures visibility of programme and project implementation, supports evidence-based development progress monitoring; ensures planning and programmatic compliance; monitors programme effectiveness; reports on development impact; formulates & maintains partnerships, and supports multi-level resource mobilization approaches embedding innovation in all its functions.

In line with its new country programme priority, UNDP considers the private sector as a critical and transformative actor for the achievement of the Sustainable Development and sees the sector as a high potential to test win-win business models in maximization of development impact towards larger goal of poverty reduction and sustainable development. In this regard, UNDP in Sudan is looking at opportunities to foster engagements with private sector actors and support their role towards enhancing the SDGs. In light of this strategic priority as well as key communications annual outputs, SPPC unit is in need of a national specialist who will play a key role in engagement with private sector and facilitate the delivery of key communications big ticket products for 2018.

Duties and Responsibilities

Under the guidance and supervision of UNDP SPPC Coordinator and the Communications Analyst, the Partnerships and Communications Consultant will support efforts to build partnerships with traditional and non-traditional development actors specifically private sector and CSOs. The consultant will work in close cooperation with SPPC Communications team members, programme, and project teams and will participate in networks in coordination with colleagues from UNDP :

  • Support the opportunity scanning in the country, based on partner-specific information and competitive landscape; identifying where the CO strengths overlap with partner/client needs;
  • Support the development and/or regular updating of a detailed Partnerships Strategy with the application of relevant planning and database tools to implement the strategy;
  • Support the assessment of the level of CO engagement with each donor and development of plans to position the CO to become a priority development partner;
  • Support the drafting of public information materials and online content in support of current and new partnerships and resource mobilization strategies;
  • Support the overall management of National Goodwill Ambassador (NGWA) partners;
  • Support identification of opportunities and enhancement for UNDP in its relationship with private sector;
  • Support analysis and research of the local market for positioning UNDP in Sudan as a trusted and efficient service provider to potential partners;
  • Assist in identifying innovative partnering opportunities with the private sector in close cooperation with programme team;
  • Support the identification and drafting of human-interest stories from the field on programme and project results and activities elevating the positioning of the organization and UNDP development goals. Related to this, conduct photography in project field missions and maintain photographic library of UNDP activities per focus areas, results achievements and partners;
  • In close collaboration with SPPC Communications team, contribute to relevant knowledge networks and communities of practice;
  • Support in organization and conduct of trainings on communications and partnerships building in the Country Office;
  • Propose and implement activities, initiatives, photography and programs to promote public awareness of / access to UNDP information and publicity materials.

The outcome of this consultancy will contribute to the development of partnerships with the private sector through the effective leveraging of private sector capabilities in support of UN and Governmental efforts to achieve the SDGs as well as enhancement in impactful results communications and outreach of the CO facilitating activities towards external including donor relations. Specifically, the consultancy will result in assessment of CO opportunities, identification and mapping of current and potential actors with focus on private sector engagement.

Required Skills and Experience

Education

  • Master's degree in Media Relations or Communications or Journalism or any related field or Bachelor’s degree in Social Sciences or related field with 7 years of relevant experience.

Experience

  • Minimum three (3) years of relevant experience at national or international level in public relations, communications or advocacy involving multi-stakeholder projects and partnerships building;

  • Good knowledge or experience of Sudan private sector environment and context. Previous experience with a multilateral or international organization including private sector is desirable but not mandatory;

  • Very good communication (spoken and written) skills in both English and Arabic languages, including the ability to convey complex concepts to diverse partners. Ability to communicate and advocate sensitively and effectively with different constituencies. Strong negotiating and communications skills and ability to influence others to reach agreement;

  • Demonstrated ability in digital story writing for online media. High quality English language writing skills is particularly desirable with ability to produce communications product and outreach information in both languages in tight deadlines;

  • Technological Skills: Proficient in computer skills and use of relevant software and applications, e.g. word processing, spreadsheets, databases, photography processing. Excellent photography and filming skills is an advantage;

  • Good knowledge and/or understanding of the SDGs, UNDP and UN agency mandates as well as analytical skills.
