Background
The UNDP project objective is to provide Uzbekistan’s rural population with improved, affordable and environmentally friendly living conditions. The project seeks to transform the rapidly growing rural housing sector in Uzbekistan towards a more sustainable and low-carbon development pathway by designing, piloting and scaling-up a green mortgage market mechanism, which will boost the demand for low-carbon housing among the Uzbek rural population. The use of GEF funds for the green mortgage mechanism will leverage substantial government and private investments in the housing sector and develop an innovative product that can be replicated broadly in Uzbekistan by the Government and other sources of climate financing.
Within the framework of the project, it is planned to develop 18 designs of energy-efficient rural houses to pilot and demonstrate benefits of energy-efficient houses. It is expected new energy-efficient designs and building codes will facilitate strengthening of supply chain for energy efficient technologies, competitive supply of materials for the design and construction of low-carbon housing and human settlements, and, more broadly, to stimulate the use of a wide range of low-carbon technologies and approaches in the planning and construction of new rural settlements.

Duties and Responsibilities
FUNCTIONS/ SCOPE OF WORK
On support to reworking the standard rural housing designs:
- Review standard rural housing designs adopted under the Rural Housing Programme and verify/correct estimates of their energy consumption (including heat losses) with considerations of the variety of adopted designs and the housing siting;
- Develop recommendations, based on the best international practices and standards but adjusted to the realities of Uzbek environment (climatic, economic and social and cultural features), on reworking the nine adopted standard rural housing designs by “Qishloq Qurilish Loyiha” (QQL) design company to make them energy efficient (at least 30% vs the standard ones) as well as low-carbon (through us of home-based and off-grid solar energy system such as PVs and solar water heaters), in overall 18 new designs;
- Assist QQL in filling their knowledge/skills gaps, through making the required calculations and estimates, construction solutions (design structures), heat engineering solutions, etc. related to development of energy efficient and low-carbon rural housing designs;
- Review draft energy efficient and low-carbon rural housing designs and formulate recommendations on how to further increase their energy efficiency and make them lower-carbon with keeping in mind the requirements to their affordability for rural homeowners;
- Evaluate finalized energy efficient and low-carbon rural housing designs and verify their conformity with the expected level of energy efficiency and benchmark for low-carbon requirements against the best international standards (applicable level of MEPS), including the EU Energy Performance of Buildings Directive;
- Develop a roadmap for strengthening energy efficiency of rural housing to achieve the international standards for energy consumption in housing.
On capacity building:
- Conduct one training/workshop on best practices on design of energy efficient and low-carbon rural buildings for practicing architects, designers, building construction engineers and professionals of QQL and its regional sub-divisions in regions;
- Prepare a manual/guide on designing energy-efficient and low-carbon houses applicable to Uzbekistan’ s environment (climatic, economic and social conditions) for staff of QQL, designers, architects and other interested stakeholders.
DELIVERABLES AND DEADLINES
The following deliverables and indicative schedule are expected from the consultancy contract. Exact dates of beginning and completion stages as well as scope of works for each phase can be corrected by Project Manager based on reasonable justification by the consultant. The project reserves the right, if necessary, to amend the terms of reference of a consultant on a written agreement. The final schedule will be agreed upon in the beginning of consultancy assignment. All deliverables should be submitted to UNDP by the Consultant in English or Russian both in hard and e-versions and then approved by the project team and UNDP SDC.
1. Required Skills and Experience
I. Academic Qualifications:
Master’s degree in energy, engineering, architecture or building construction.
II. Years of experience:
At least five (5) years of proven working experience in the design and construction of energy-efficient and low-carbon buildings;
Sound knowledge of energy efficiency, energy saving and use of renewable energy in residential buildings;
Proven experience with design/construction of energy efficient and green buildings CIS countries; and particular experience in Central Asia region is an asset;
Sound knowledge of best international practices on design of energy efficient/green buildings and energy performance standards in residential buildings;
Proven working experience with international development organizations.
III. Language:
Proficiency in English and Russian.

The financial proposal shall specify a total lump sum amount that should include costs (honorarium, travel, DSA, visa, etc.) of consultancy required to produce the above deliverables. Payment will be made in lump sum in two installments upon completion of the tasks/works indicated in the TOR and their acceptance by the Head of Sustainable Development Cluster, UNDP Uzbekistan as well as submission of payment documents (PEF, CFP etc.). In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
Travel:
Please be informed that one 5-7 days mission to Tashkent, Uzbekistan and work in the project office is envisaged. In this regard, all envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP does not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
Evaluation of the offers will be arranged according to Cumulative analysis.
The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable
b) having received the highest score out of the set of weighted technical and financial criteria specific to the solicitation.
* Technical Criteria weight – 70%
* Financial Criteria weight – 30%
Only candidates obtaining a minimum of 49 points for the Technical Criteria will be considered for the Financial Evaluation.
