Background

The Government of Uganda through the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) with support from United Nations Development Programme (UNDP) and the Global Environmental Facility (GEF) is implementing the project “Integrated Landscape Management for Ecosystem Resilience and Improved Livelihoods in the Mt. Elgon Region” in the districts of Mbale, Bulambuli and Manafa. The overall goal of the project is to empower communities in Mt Elgon to manage their production landscapes in an integrated manner for improved livelihoods and ecosystem resilience. This has not been realized due to gaps in implementation of existing legislation in SLM, SFM and CCM

Mt Elgon landscape presents a variety of ecosystems providing services upon which local population heavily depends. A large portion of the landscape is now degraded, considering current changes in land use due to expansion of agriculture fields and human settlements, largely driven by high population growth. There is also increasing pressure on the land to accommodate a population that is still rising in the Mt Elgon region and the inherent danger is that this increasing pressure for land will impact negatively on land use, such as a) causing trees to be cut for fuel wood before maturing and b) increase encroachment into the upper protected watersheds c) increased land fragmentation d) increased soil erosion. Gender inequality is significant in the area of intervention. Although the Ugandan constitution grants women equality with men, men own, access or control most of the household resources. Family members, including women, often use these resources such as Land but have no right to own or control them.

United Nations Development Program is committed to achieving gender equality through delivering on transformational gender equality results. This is demonstrated in SDG 5 – “Achieve gender equality and empower women and girls”.  Gender inequality has important implications in terms of sustainable land management in the area of intervention. Therefore, the key concern for UNDP and partners is how the project can unlock the barriers to achieving gender responsive sustainable development in Mt Elgon region. Given the scope of this project, it is imperative that this project takes gender considerations into account in its planning and implementation particularly within the context of Land use planning and management, Sustainable Land Management, Sustainable Forest management, Climate Change mitigation. It is important therefore to integrate gender across the project implementation to ensure that men and women can equally benefit from any intervention in the project.

Objective:

These terms of reference address the need for a gender analysis and development of a comprehensive gender action plan that ensures that gender considerations are taken into account throughout the project implementation phase to contribute to the results required by the overall project goal. The consultant is expected to review and provide inputs into the development of gender-differentiated strategies that will be incorporated in the implementation plan.

Duties and Responsibilities

Scope of services:

The geographical scope of the consultancy is Mbale, Bulambuli and Manafwa districts.

The consultant will be expected to perform the following specific tasks;

  • Undertake situation analysis of gender issues in the agriculture, livestock, environment and water sectors specific to the project’s proposed activities;
  • Assess the existing policy and legal frameworks of the sector (agriculture, livestock and water) relevant to ensuring gender equality/equity in the area;
  • Assess gender responsiveness of the project outcome, objectives, activities, indicators and targets to the specific needs, capacities and priorities of women, men and youths;
  • Identify and recommend appropriate gender responsive indicators, targets and activities as well as appropriate gender budgeting framework in the implementation of the project;
  • Recommend appropriate reporting mechanisms and tracking gender related results packaged in a manner that shows the progress of the project;
  • Conduct a SWOT analysis and propose ways of exploiting the opportunities to achieve gender based targets, propose the strategies for dealing with risks and threats;
  • Conduct a stakeholder mapping to identify areas of collaboration and avoiding duplication of efforts;
  • Prepare a comprehensive Gender Analysis report including a gender Action Plan for the project.

Deliverables:

The consultant shall be responsible for delivering the following:

  • Preparation of inception report with detailed approach, methodology, schedules of the detailed activities and expected time of delivery of the assignment presented – 3 days;
  • Submission and presentation of draft Gender analysis report and action plan to the Inter-Ministerial committee – 22 days;
  • Submission of final Comprehensive Gender analysis report and a gender Action plan – 5 days (incorporating feedback from the project).

Competencies

  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Highly developed conceptual, analytical and innovative ability to identify and articulate the information management requirements of complex situations requiring a coordinated response between disparate actors;
  • Demonstrated problem-solving skills and ability to use sound judgment to ensure the effective and timely completion of complex tasks;
  • Excellent communication (spoken and written) skills including the ability to convey complex information management concepts and recommendations to staff at all levels, both orally and in writing, in a clear, concise style that can be readily;
  • Places team agenda before personal agenda; supports and acts in accordance with final group decision;
  • Excellent report writing skills;

Required Skills and Experience

Education:

  • Masters degree in development work or related fields with strength in gender;
  • A demonstrated expertise and experience working with gender issues in the agriculture, environment and water sectors in the context of climate change adaptation and mitigation.

Experience:

  • At least 5 years’ experience dealing with gender and development issues;
  • Demonstrated work experience with various stakeholders in the government as well as development partners on gender issues;
  • Experience working in rural agriculture livelihood context with understanding of gender issues, including use of knowledge of agriculture and climate change;
  • Demonstrated experience of working with government agencies and rural communities will be an added advantage.

Language:

  • Fluency in both written and spoken English.

Working Arrangements;

The consultant shall report to the Permanent Secretary, Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) on all contractual obligations through the Commissioner Agricultural infrastructure and water for agriculture production that houses the PMU and will work closely with and supervised by the SLM steering committee. The Project management unit (PMU) in the Ministry of Agriculture, Animal Industry and Fisheries shall monitor progress against planned activities/deliverables and report to UNDP. Disbursement of funds from UNDP to the consultant shall be made upon receipt of certification from MAAIF. The consultant shall liaise with District ILM taskforces and the communities to carry out the assignment.

Duration of the Work:

The assignment is planned to take 30 days effective August 2018.

The assignment is to be accomplished between August 2018 and December 1st 2018.

Schedule of payments and proposal evaluation criteria:

Payment to the Consultant will be made in three instalments upon satisfactory completion of the following deliverables;

Payment schedule:

  • 20% upon approval of the inception report;
  • 40% upon completion of Draft Gender analysis report and action plan;
  • 40% upon submission of Final comprehensive Gender analysis report and gender action plan.
