Background

The transport sector has become one of the largest contributors to greenhouse gas emissions as well as air pollution in Cambodia. Rapid urbanisation has also led to a growing demand for improved mobility and transport. The project is supportive of the government’s efforts in rehabilitating and developing transport infrastructure as reflected in the Government Rectangular Strategy and to the priorities set forth in the Phnom Penh Master Plan 2035.

The objective of the project is to improve availability of quality transport data in Phnom Penh to guide decisions on transport investments and policies that are in line with sustainability objectives. In pursuit of this objective, the project would focus its interventions to support:

  • Improving efficiency of existing urban traffic and support traffic system through generation of traffic and air quality data in Phnom Penh;
  • Reducing urban transport Green House Gas (GHG) emission through promotion of clean vehicles and fuels measures;
  • Stimulating innovations in smart transport solutions to accelerate progress on safety and mobility for all.

Viewed as a catalytic investment, the project would provide the means to plan and improve the present urban traffic and transport systems through the generation of data on traffic and air quality in the city to guide policy and regulatory decisions. The intended impact would be better-informed policies and investment decisions in support of sustainable and smart urban transport solutions.

The project will be implemented with UNDP using the Direct Implementation Modality (DIM).

The project has three outputs: 1) Ministry of Public Works and Transport’s capacity in traffic management and urban transport planning reinforced; 2) Air pollution monitoring and clean fleet management solutions applied; and 3) Innovation urban transport solution launched. The latest output calls for challenge competition to identify innovative and scalable solutions to urban transport in Phnom Penh and other cities in Cambodia.

Duties and Responsibilities

As stated in the main three outputs of SUMAI, the project aims to recruit a consultant who will carry out the following outputs to be listed down in the next sections.

 The expected outputs required from the consultant are to be achieved and completed in 40 days within 6 months.

  • Situation analysis/stakeholders mapping/analysis in the sector and UNDP’s position in the sector
  • Conduct a capacity assessment for the Ministry of Public Works and Transport (MPWT) on traffic management system, data and human resource needs, and planning for capacity building
  • Stakeholders coordination –a network event and knowledge management activities and product

Required Skills and Experience

Education: 

  • An advanced university degree, in business development-related field, i.e economics, development economics, political science

Experience:

  • At least 5 years experience in managing, implementing and monitoring development projects, particularly in area of institutional capacity development;
  • Expertise in information management system design and management;
  • Expertise and proven track record in public-private partnership building in private sector development and development financing;
  • Sound knowledge and interest in sustainable urban development sector;
  • Commitment to and skills of knowledge management and capacity development.
  • Familiarity with procedures of the UN and donor agencies is a strong asset.

Languague: Fluency in English.
