Background

Purpose

The purpose of this consultancy is to contribute to strengthening of development management system at the local level in Bosnia and Herzegovina (BiH) through proactive engagement of civil society organisations (CSOs) and media. In this regard, one (1) local consultant – journalist to design and deliver training on the role of media in local development processes (hereinafter the Consultant) will be engaged.

Objective

This consultancy will contribute to increasing knowledge of journalists in 33 ILDP partner local governments regarding the development planning and management processes at the local level. Moreover, the consultancy will promote wider public engagement in the process of implementation of local development priorities.

Background Information

The consultancy is planned within the ILDP, a joint project of the Government of Switzerland and UNDP, aimed at strengthening development through introduction of a systematic approach to strategic planning, implementation, monitoring and evaluation of strategy realization and harmonisation of planning system at the local level with those at the higher levels of government. The project is implemented in partnership with the Bosnia and Herzegovina (BiH) Ministry of Human Rights and Refugees, the FBiH Ministry of Justice, the RS Ministry of Administration and Local Self-Government and both Associations of Municipalities and Cities (AMCs).

As part of its activities at the local level, the ILDP will offer capacity development to selected journalists and CSOs in partner local governments so as to enable them to analyse, report and inform citizens adequately on the matters of local development planning and management. This will hopefully lead to greater public attention to governments’ performance in the area of local development and the effects that local interventions have on citizens and the most vulnerable population groups.

Duties and Responsibilities

The consultant is expected to design and deliver one-and-a-half-day training programme to selected local media from 33 local governments with the focus on role of the media in the processes of local development management. The training will include: i) theoretical overview of the development planning and management system; ii) practical skills for monitoring and reporting on the performance of public institutions in the area of  local development management processes. The theoretical overview of local development planning and management system processes will be prepared by a local development expert while the practical skills part of the training will be developed by the Consultant under this TOR. The training will be delivered jointly by the Consultant and Local Development Expert.

Additionally, in cooperation with the Local Development Expert the Consultant will develop concept for awarding media excellence in reporting on local development processes which will be complementary to UNDP BiH CO ongoing media competitions, and will take into account findings and feedback received from the media representatives during the training.  

More concretely, the Consultant will be expected to perform the following tasks:

Task 1 – Design of Training Programme on the Media Role in Reporting on Local Development Processes

The training programme will consist of two parts, where the first part will focus on local development management in general (to be prepared by the Local Development Expert hired by the ILDP under a separate TOR), while the second part will focus on the specific role of media in these processes. More conrcretly, the second part of the training programme will address capacity development of the media for building public awareness with regard to development priorities at the local level; and the role of media in scrutinasing and reporting on governments’ performance in relation to local development management. Special attention will be placed at analysing development effects for the citizens and the most vulnerable population groups that are generated through the local government’s actions.

Training materials should include relevant case studies, inputs for group exercises and training presentations. 

Prior to initiation of the training programme design, the ILDP will organize a brief introduction meeting to familiarise the Consultant with specifics of the requested training programme. In close collaboration with the Project, the Consultant will develop a simplified mapping of key media outlets and journalists in ILDP-targeted municipalities, to ensure that training is planned and delivered in the most effective and efficient way. Following the introductory meeting the Consultant will prepare a brief training design concept, highlighting the main training building blocks and elaborating key messages and focuses of each training building block, with brief comments on envisaged training delivery dynamic and exercises.   The training design concept will be submitted for ILDP review and approval prior to the design of a fully-fledged training programme.

Task 1 is expected to be completed by the end of September 2018. The estimated level of effort for this task is 3 days.

Task 2 – Delivery of Training Programme on the Role of Media in Local Development Processes

The one-and-a-half-day training programme will be delivered to two groups separately, with up to 20 media representatives per group. Tentative training delivery locations are: Sarajevo and Banja Luka. 

Training sessions are envisioned to ensure close interaction and knowledge-sharing with the training group/s. During the training workshop, various training modalities will be used, in accordance with the adult learning principles, to ensure that the training is practical, interactive and relevant for the challenges faced by the trainees in their everyday work. The training programme will consist of plenary and small group practical work using all the modern tools available to ensure interactive and interesting sessions.

A questionnaire will be administered at the end of the training to evaluate satisfaction of trainees. The questionnaire will reflect on quality of overall training and its usefulness and it will capture recommendations  for follow-up. The evaluation will be captured in the form of an evaluation report that will be submitted to the ILDP by the Consultant.

Logistic and administrative support for the training delivery will be ensured by the ILDP team. The Consultant will take care of his/her travel arrangements, while the ILDP will be responsible for the overall training logistics. 

Task 2 is to be completed in early November 2018. The estimated level of effort for this task is 4 days.

Task 3 – Co-facilitation of Training Programme on the Role of CSOs in Local Development Processes

Training on the Role of Media in Local Development Processes will be complemented by training  of CSOs at the targeted local governments. The training programme on the role of CSOs will be designed by the Local Development Expert, who will act as the lead trainer . The Consultant hired under this TOR will act as a co-facilitator at the CSO training in order to ensure feedback from the trainees and interactive discussion.

The one-day CSO training will be delivered to 4 groups, with approx. 20 representatives of CSOs from target partner local governments. Tentative training delivery locations are: Sarajevo, Banja Luka, Mostar and Tuzla. 

The training sessions are envisioned to ensure close interaction and knowledge-sharing with the training group. During the training, various training tools will be used, in accordance with adult learning principles, to ensure that the training is practical, interactive and relevant for the challenges faced by the trainees in their work.

A questionnaire will be administered at the end of the training to evaluate satisfaction of trainees with the overall training and its usefulness as in the case of the Media Training.

The training delivery will be ensured by the Local Development Expert with the co-facilitating support ensured by the Consultant hired under this ToR.  Actual division of roles between the Local Development Expert and the Consultant under this TOR will be agreed jointly prior to the actual training.  The Consultant will take care of his/her travel arrangements, while the ILPD will be responsible for the overall training logistics. 

Task 3 is to be completed by mid-October 2018. The estimated level of effort for this task is 6 days.

Task 4 – Develop concept for awarding media excellence in reporting on local development processes 

In cooperation with the Local Development Expert, the Consultant will develop a concept aiming to encourage increase in quality and quantity of media reports focusing on local development processes. The concept will take into consideration media mapping (see Task 1) and findings and recommendations collected during the media training sessions. The concept will identify award themes, eligibility and evaluation criteria. The Local Development Expert will develop similar concept for awarding the CSOs and the monitoring function of local development processes.

Task 3 is to be completed by the mid November 2018. The estimated level of effort for this task is 3 days.

The entire service will be delivered in the languages of BiH peoples.  All tasks are expected to be conducted in close cooperation with designate UNDP Communications Unit representative(s).

Deliverables/outputs:

Task 1 – Design of Training Programme on the Role of Medias in Local Development Processes:

  • Training concept outline prepared and endorsed by the ILDP; Mapping of media outlets and journalists in targeted municipalities prepared and submitted to ILDP; Training programme designed and approved by the ILDP. - 3 work days, 30 September 2018, 19%;

Task 2 – Delivery of Training Programme on the Role of Media in Local Development Processes

  • One-and-a-half-day training programme delivered to 2 training groups; A brief training evaluation summary report containing follow-up recommendations submitted to the ILDP - 4 work days,  09 November 2018, 25%;

Task 3 – Delivery of Training Programme on the Role of CSOs in Local Development Processes:

  • 1-day training programme delivered to 4 training groups; A brief training evaluation summary report containing eventual follow-up recommendations submitted to the ILDP - 6 work days; 18 October 2018, 37%;

Task 4 – Develop concept for awarding media excellence in reporting on local development processes 

  • Concept designed and approved by the ILDP - 3 work days, 16 November 2018, 19%;

Required Skills and Experience

Academic Qualifications/Education:

  • University degree in journalism or related field.
  • Advanced degree will be considered as an asset;

Experience:

  • At least 5 years of relevant experience in media training in Bosnia and Herzegovina or European Union countries;
  • Proven record of covered and published topics/stories related to local development, economy and/or citizens’ engagement in local decision making and community development.
  • Basic understanding of strategic planning and implementation of development priorities at the local level.
  • Fluency in languages of peoples of Bosnia and Herzegovina.

Technical evaluation criteria:

  • Rating based on Qualifications - Weight: 21%, Maximim points: 30;
  • Proven record of covered and published topics/stories related to economy, business and/or analysis of citizens involvement in local community work (at least 3 examples submitted) - Weight: 24.5%,  Maximim points: 35
  • Understanding of strategic planning system processes and implementation of development priorities, as well as importance of media role.- Weight:24.5 % Maximim points: 35;

Financial criteria: Weight: 30%;

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
