UN Women is the UN organization dedicated to gender equality and the empowerment of women. The UN Women Albania office needs the temporary assistance of an experienced web management consultant. The consultant will work closely with the Communications Officer to prepare the desired structure and contents of the website, and with the Website Specialist at UN Women HQ to set up the structure and contents on Sitecore, the corporate web content management system. After the website has been launched, the consultant will train UN Women Albania office staff on the use of Sitecore for their day-to-day web communications work.

Duties and Responsibilities

Under the direct supervision of the UN Women Albania Communications Officer, the web management consultant will deliver the following:

Content management system (CMS):

  • Plan the desired website structure and information architecture in consultation with the Communications Officer and other staff members as needed.
  • Work with the Website Specialist at UN Women HQ to set up the structure on Sitecore.
  • Configure and install content modules on website pages.
  • Troubleshoot technical issues on the CMS and work with the Website Specialist at HQ to resolve them.
  • Other CMS-related responsibilities, as assigned.
  • Code, assign relevant metadata, and publish content (news items, feature stories, press releases, publication pages, event announcements, photos, audio-visual content etc.) to the website.

CMS training:

  • Provide training to communications staff on how to use Sitecore for their day-to-day communications work.

Deliverables:

  1. Web-site structure (sitemap) signed off by both UN Women Albania Country office and global technical team; This will include incorporating all content (texts, photos, multimedia, etc.) to the website (Up to 30 days); End of October
  2. Website set up and tested, including metadata. Provide a report; (Up to 14 days); November
  3. UN Women Communications Team trained on the use of Sitecore and website content adding/editing (Up to 6 days); December

Note: UN Women Global team offers a website template (same as this: http://www.unwomen.org/en) and structure that needs to be adjusted and populated with content

The timeframe for the work of the Web management consultant is tentatively planned from September to end December 2018.

Payment will be made as per the payment schedule to be specified in the contract upon (i) satisfactory completion of tasks; (ii) provision of deliverables specified in the ToRs; and (iii) submission of the respective time-sheet and invoice.

Required Skills and Experience

Education:

  • Master’s degree in a relevant field (web management or communications). Bachelor’s degree in combination with qualifying experience may be accepted in lieu of a master’s degree.

Experience:

  • At least 3 years’ experience with managing websites using web-based content management systems, preferably Sitecore.
  • Proven experience with web taxonomies to categorize and tag web content, preferably with an understanding of gender-related issues.
  • Proven experience in coding HTML and CSS according to the latest web standards.
  • Experience providing technical support to web CMS users.

Languages:

  • Fluency in English required.

The individual should submit a Statement of Good Health certifying that the individual is in good health. In addition, he/she should take the mandatory learning security course – details will follow before the commencement of the work.

Recommended Presentation of Offer

Qualified and interested candidates are asked to submit their application no later than 18th September 2018. Applications should include:

  • A Letter of Confirmation of Interest and Availability including a brief description explaining why the individual considers him/herself as the most suitable for the assignment.

  • Financial Proposal specifying a total lumpsum and the number of anticipated working days in Albanian Lek for the tasks specified in this assignment, with a breakdown of costs per each deliverable. The financial proposal shall take into account various expenses incurred by the consultant/contractor for the completion of the tasks under the Terms of Reference.

Evaluation of applicants:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of below defined technical and financial criteria.

Applications will be assessed according to the following technical criteria:

  • Master’s degree in a relevant field (web management or communications). An undergraduate degree in combination with qualifying experience may be accepted in lieu of a master’s degree (15 points)
  • At least 3 years’ experience with managing websites using web-based content management systems, preferably Sitecore (25 points).
  • Proven experience with web taxonomies to categorize and tag web content, preferably with an understanding of gender-related issues (10 points).
  • Proven experience in coding HTML and CSS according to the latest web standards (10 points).
  • Experience providing technical support to web CMS users (10 points).

Only candidates obtaining a minimum of 70% (49 points) in the technical evaluation would be considered for financial evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.

The calculation formula applied is as follow:

p = 30 (µ/z); where: p = points for the financial proposal being evaluated; µ = price of the lowest priced proposal; z = price of the proposal being evaluated.
