Background

Georgia ratified the United Nations Framework Convention on Climate Change (UNFCCC) in 1994 and accessed to the Kyoto Protocol in 1999. In this regard, Georgia as the Non-annex I country has developed and submitted three National Communications and its first Biennial Update Report to UNFCCC.

In July 2017 the agreement between Georgian Government and UNDP on implementation of “Development of Georgia’s Fourth National Communication and Second Biennial Update Report to the UNFCCC” project was signed. The project contemplates the preparation of Georgia’s Second Biennial Report to UNFCCC and the Fourth National Communication (FNC) by the quarter 1, 2019 and Q4 2020 respectively.

The essential element of the BURs is the preparation/update of recommendations on establishment of climate change related Measurement, Reporting and Verification (MRV) System in the Country. Within the framework of the FBUR, initial analysis for the creation of the Domestic MRV System was undertaken and design of the Domestic MRV System and recommendations for its operationalization were proposed. Within the GIZ-supported initiative Information Matters on strengthening national capacity for mitigation MRV in the country, several documents including Institutional and Legal set-up of MRV systems in Georgia and Guidance Document on MRV of support needs and support received were elaborated modifying and detailing the findings of FBUR.

Important finding of MRV analysis in the above-mentioned documents was that there is a need to develop a robust institutional framework that encompasses the relevant institutional entities as well as the necessary staff, systems and processes, for an effective and nationally appropriate MRV system.

Duties and Responsibilities

The International Expert on MRV will work in consultation with and under direct supervision of the Project Manager and together with the local MRV expert and will provide assessment of current international best practices applied in climate change adaptation MRV system and develop relevant options to be applicable in case of Georgia; Along with this he/she will review and update (if necessary) proposed domestic MRV system design included in the FBUR and the studies elaborated under GIZ partnership Programme - Development MRV system in Georgia, taking into consideration national circumstances, best international expertise and efforts made by various donors; Assess current national institutional structure and legal framework related to domestic MRV system and identify main gaps; Identify capacity gaps and needs and propose relevant capacity/organizational development plan as well as prepares MRV chapter of SBUR and respective part of its executive summary.

The work planned under this ToR will be conducted under the supervision of the Project Manager. The planning process must be performed based on participatory approach.

The MRV Expert will provide his/her services in following:

Elaborate the scope of work, guide and supervise the work of local MRV expert;
Review the existing studies on establishment of climate related MRV system in Georgia;
Undertake assessment of current national institutional structure and legal framework for climate relevant Measuring, Reporting and Verification (MRV) activities in Georgia and identify main gaps, including capacity needs;
Elaborate the options for Monitoring and Evaluation System for climate change adaptation measures based on international best practices and suggest the most feasible one for the country. Identify capacity gaps and needs and propose relevant capacity/organizational development (OD) plan (including institutional layout);
In coordination with the local expert prepare relevant materials and present the findings of work and recommendations to the stakeholders on meetings and validation workshop;
Provide periodic progress report, as well as final report to the Project Manager on the activities implemented;
Ensure the timely and effective management of the activities as scheduled;
Lead the preparation of MRV Chapter of SBUR.
Implement other duties as requested.

Deliverables and payment modality:

International Expert should provide the following deliverables:

Study on different options and possibilities and the national institutional and legal frameworks for establishment of climate change adaptation MRV and Draft (interim) MRV chapter of SBUR: due on 20 November, 60% of the total amount;
MRV chapter of SBUR and respective part of SBUR executive summary in English language due on 10 December, 40% of the total amount.

All reports need to be written in English.

Required Skills and Experience

Education:

Master’s degree in Management or other field relevant to the assignment (minimum qualification requirement: Master's degree – 10 points, PhD – additional 5 points)

Experience:

At least 5 years of working experience in the area relevant to the Climate Change and/or Climate Change adaptation MRV (minimum qualification requirement: 5 years – 20 points, more than 5 years – additional 3 points);
Experience in management/coordination of at least 2 similar assessments related to domestic MRV system (minimum qualification requirement: 2 assessments – 5 points; more than 2 – additional 2 points);
Previous experience with international organizations/think-tanks/NGOs dealing with related issues will be considered as an asset (5 points);
Proposed vision statement (no more than 2 pages) on establishment of climate change adaptation MRV in Georgia (20 points).

Language Requirements:

Fluency in English.

Evaluation:

Offerors will be evaluated based on the cumulative analysis method, against combination of technical and financial criteria. Maximum obtainable score is 100, out of which the total score for technical criteria (desk review) equals to 70 and for financial criteria – to 30. Offerors that do not meet Minimum Qualification Criteria will be automatically rejected, while the rest will form up the long list. *Offerors obtaining minimum of 35 points as a result of the desk review (i.e. minimum of 35 points in the technical criteria) will be required to submit vision statement (no more than 2 pages) on establishment of climate change adaptation MRV in Georgia. Offerors who pass 70% threshold, i.e. obtain minimum 14 points, as a result of vision statement scores obtained, will be requested to submit the financial proposal.

Financial Proposal:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount.
