Background

The Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India along with UNDP is implementing a new GEF funded project: SECURE Himalaya (Securing livelihoods, conservation, sustainable use and restoration of high range Himalayan ecosystems) in Jammu & Kashmir, Himachal Pradesh, Uttarakhand and Sikkim.

The project is supporting the Government of India to effectively promote sustainable land and forest management in alpine pastures and forests in high range Indian Himalayan ecosystems that secure sustainable livelihoods and community resilience and ensures conservation of globally significant biodiversity and threatened species. It will engineer a paradigm shift from the current approach of conservation to demonstrate a new approach of landscape based conservation. This is an integrated approach, which focuses on working with various sectors and partners in areas within and outside protected areas, to effectively reduce threats to biodiversity of local, national and global significance.

The project builds up on the existing socio-economic development efforts in the region, for evolving innovative and participatory models for sustainable use of natural resources. It aims to achieve the objective of conservation by engaging local communities and collaborating with government and non-government agencies for conservation and promotion of sustainable resource use and livelihood.

The project is being implemented over a period of six years in the high altitude trans-Himalayan region and has the following major outcomes: (1) Improved management of high range Himalayan landscapes for conservation of Snow Leopard and other endangered species and their habitats and sustaining ecosystem services; (2) Improved and diversified livelihood strategies and improved capacities of community and government institutions for sustainable natural resource management and conservation; (3) Enhanced enforcement, monitoring and cooperation to reduce wildlife crime and related threats; (4) Effective knowledge management and information systems established for promotion of sustainable management practices in the High range Himalayan ecosystems.

The project falls under GEF-6, Global Partnership on Wildlife Conservation and Crime Prevention for Sustainable Development, comprising one global coordination project and a series of national projects. The project will be led by the Ministry of Environment, Forest and Climate Change and UNDP with the state governments of Jammu and Kashmir, Himachal Pradesh, Uttarakhand and Sikkim.

To support landscape level conservation outcomes in the project landscapes under outcome 1, the project would support strategies to promote sustainable agro-pastoral, pastoral, natural resource use and conservation practices in the project landscapes.

For the achievement of the abovementioned goal, UNDP seeks to engage the services of a technical expert on wet waste management, and technological solutions. S/he will work under the direct supervision of the Programme Manager, Natural Resource Management, UNDP and Landscape Project Officer, Leh. The assignment will require that the Consultant is based in Leh and will involve long and frequent visits to project field sites in Changthang, Jammu & Kashmir. As this is a full–time position, the consultant cannot hold any other assignments during this assignment.

Duties and Responsibilities

The consultant will work under the supervision and guidance of the Programme Manager, Natural Resource Management, UNDP and Landscape Project Officer and will have the following responsibilities:

  • Assist the team to develop, test, implement and monitor activities related to “wet waste management solutions and development of a prototype”.
  • If and when necessary s/he will contribute to other modules of the SECURE Himalaya project at the landscape level of Changthang.
  • S/he shall give inputs on all technical aspects when reviewing the success of the prototype plant.
  • S/he shall be responsible for the monitoring of the particular activity on wet waste management, and to ensure that all deliverables are met in accordance with the proposed time line.
  • S/he will be responsible for reviewing the upscaling of the prototype.
  • S/he will be responsible for the generation of periodic reports as required by the project’s deliverables.
  • Any other task advised by the supervisor.

Duration of the Assignment

The duration of the assignment is from 20 September 2018 to 20 March 2018 . Maximum of 22 days in a month. Payment will be based on the actual number of days worked and submission of timesheet.  Monthly progress report to be submitted by the consultant to the supervisor.

Project Location:

The assignment will be based in Leh and will involve frequent travel to the project landscape in Changthang.

Kindly note: Only outstation travel with prior approval, boarding & lodging expense will be reimbursed as per actuals in line with UNDP rules or will be arranged by UNDP.

Job Knowledge/Technical Expertise

  • Strong understanding of the issues related to waste management, technological solutions, and engineering aspects of the solution;
  • Sound understanding of current issues related to environment and conservation;
  • • Hands-on experience in implementation of waste management projects.

Management skills

  • Ability to guide the technical experts and project team in implementing project activities at the landscape level to achieve the overall objective of the project.

Communication Skills

  • Ability to prepare comprehensive reports and other communication material for providing progress updates to government, donor and implementing partner.
  • Good interpersonal skills and ability to establish and maintain effective partnerships and working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity
  • Speaks and writes clearly and effectively; correctly interprets messages from others and responds appropriately; demonstrates openness in sharing information and keeping people informed

Required Skills and Experience

  • Engineering Bachelor’s degree from a recognized institution in Biological Science/Environmental Science/ Waste Management/ Chemical Engineering.

Language Requirements:   
Excellent oral and writing skills in English

Reporting requirements:     
The Consultant will report to the Programme Manager, Natural Resource Management Unit, UNDP and Landscape Project Officer, Leh.

Essential

  • Minimum of 2 years of work experience in the area of Waste Management; 
  • Experience in waste management solutions or any other related field;
  • Experience in the usage of computers and office software packages.

Desirable

Familiarity with the working environment and professional standards of international organizations and national and State Governments.

Evaluation Method and Criteria:

The consultant would be selected based on the following criteria:

Technical: 70 points

Financial: 30 points

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Criteria for Technical Evaluation would be as under:

* Educational Qualification - 20 Marks;

* Relevant Experience - 35 Marks;

* Suitability for the assignment - 15 Marks.
