Background

The 2016 Quadrennial Comprehensive Policy Review (QCPR) and the 2017 ECOSOC Resolution on gender mainstreaming also call for acceleration of UN efforts to mainstream gender and use the Scorecard.  The Scorecard is an accountability framework that promotes improved planning, coordination, programming and results for GEEW at the country level, tied to the support from the UN system for the Member States to achieve the SDGs. The Scorecard supports UNCT’s to self-assess and report on their status of performance Indicators drawn from inter-governmental mandates and based mainly on review of UNCT documents.

The QCPR calls upon the United Nations Development System to expand and strengthen the use of the Gender Scorecard as a planning and reporting tool for assessing the effectiveness of gender mainstreaming in the context of the UNDAF (OP 83).  Along these lines, including internal assessments, the UNCT SWAP-Scorecard methodology has been revised in tandem with the United Nations System-wide Action Plan for Gender Equality and the Empowerment of Women (UN-SWAP) to ensure greater alignment with the UN-SWAP and the SDGs. These also foresees drawing on good global practices with motivating, managing and measuring institutional change processes.

The United Nations Kosovo Team (UNKT) is presented by19 UN agencies, funds and programmes,  and affiliates. UNKT  includes OHCHR, UNICEF, UNFPA, UNHCR, IOM, WHO, FAO, ILO, UNDP, UN-HABITAT, UNOPS, UNWOMEN, UNV as well as other Non-resident Agencies, UNESCO, UNEP, and UNODC. The IMF and WB are also members of the UNKT.

The last Gender Scorecard Exercise for the UNKT was conducted in Kosovo in February – March 2014. This coincided with the  end of the previous Common Development Plan- a UNDAF like document. The UNDG does not require Kosovo to have a fully-fledged UNDAF process due to Kosovo’s non-UN Member State status of Kosovo.. Instead, the UN Kosovo Team developed the second UN Common Development Plan (CDP) for the period of 2016-2020 with the aim of focusing and harmonizing the work of UN Organizations over the period of five years (2016- 2020).

The CDP Annual Reports reveal that UN development system in Kosovo is currently stronger  in gender mainstreaming processes in the areas of planning, programming, decision-making and monitoring and evaluation, although there is some room for enhancement in these areas. On the other hand, there is more room for improvement in the areas of partnership, UN system capacities, and budgeting. A short description of key findings by dimension is highlighted below, starting with areas that scored more strongly and followed by areas that received a weaker score in the analysis.

UN Women Office in Kosovo, with the support of the UN Development Coordination team is planning to hire an International consultant and lead the Gender Scorecard exercise. This will to ensure it is done in a participatory and timely manner and ensure better accountability of UNKT towards gender equality and women’s empowerment.

Objectives of Assignment

The main objective of this consultancy is to facilitate the UNKT SWAP Gender Equality Scorecard and assess the effectiveness of the UN Kosovo Team in gender mainstreaming, promotion of gender equality and women’s empowerment as well as to provide a set of actions for improvements.
Purpose of the exercise is:

  • To assist UNKT in identifying areas where they meet   minimum standards.
  • To stimulate a constructive dialogue within the UNKT about the current status of support for gender equality and women’s empowerment and how it can be improved.
  • To identify areas where technical assistance can support the achievement of minimum standards.
  • To share good practices in support to national priorities to advance gender equality and women’s empowerment.

Required Skills and Experience

Education:

  • Advanced university degree (Master or equivalent), preferably in gender equality / women’s empowerment as related to development, economics, political science, law or other related disciplines;

Experience:

  • At least 5 years of progressively responsible experience in a broad range of monitoring and evaluation, and in gender related research;
  • Work experience, in or on Kosovo context is an asset;
  • Languages – Fluency in oral and written English, knowledge of Albanian and/or Serbian would be considered as an asset.
  • Experience in working with international organizations and supporting similar programs are considered an asset
  • Experience in working with the UN or international organizations on gender related research is key.

Duration and Remuneration:
The duration of the contract is for maximum 15 working days in the period of October 8 – November 30, 2018.
