Background

Development losses caused by disasters as well as population and GDP exposure to hazards are continuously being increased in Bosnia and Herzegovina (BiH). The country is exposed to various hazards, with most common ones being earthquakes, floods, droughts, heatwaves, wildfires, landslides and man-made hazards with climate change forecasts predicting an acceleration of extreme weather phenomena. Numerous challenges the country faced after the war, combined with political deadlocks and weak economic situation, resulted in non-prioritization of disaster risk reduction (DRR). This lead not only to weak general capacities of civil protection but also to unabsorbing of improvements and new approaches in dealing with disaster risks. Today, disasters in the country range from high-frequency small disasters to devastating events such as May 2014 floods that caused total of 2 billion EUR losses and damages.

In this context, aim of Increasing Resilience of Livno, Mrkonjic Grad and Maglaj Project is to raise disaster risk management capacities of three beneficiary municipalities by addressing already identified shortcomings of the DRR system. This is primarily related to updating and improving Protection and Rescue Plans at the local level along with development of detailed manuals for frequently occurring types of disasters and training of all personnel relevant for the response at the local level including leadership of the local community. All this will be based on advanced risk assessments that are introducing latest progress in the field by using innovative technologies and vulnerability data. Project is supported by Czech Republic and implemented by UNDP.

Objective of this assignment is to design and deliver standardized emergency management training for municipality leadership (mayors and municipal/city civil protection emergency headquarters) and design and conduct simulation exercise in the form of table top exercise (TTX) for 3 beneficiary municipalities.

Duties and Responsibilities

Under the direct supervision of the Project Manager, Expert for development of disaster management training for mayors and municipal HQ and simulation exercise is to design standardized 2-day emergency management training for municipality leadership (mayors and municipal/city civil protection emergency headquarters) and deliver one training to leadership of three beneficiary municipalities (Livno, Mrkonjic Grad and Maglaj) and design and conduct simulation exercise in the form of table top exercise (TTX) for 3 beneficiary municipalities.

The consultant will be expected to achieve following deliverables:

  • Design standardized 2-day emergency management training for municipality leadership;

  • Deliver one standardized 2-day emergency management training to leadership of three beneficiary municipalities (Livno, Mrkonjic Grad and Maglaj);

  • Design and conduct of TTX for three municipalities (Livno, Mrkonjic Grad and Maglaj).

In detail consultant is expected to:

  • Deliver a workplan for the assignment that will include detailed list of relevant domestic and international documents that will be reviewed (regulations, policies, studies, methodologies, etc.) including best practices related to disaster management training for leadership of local communities and TTX, list of interviews/meetings to be conducted with relevant domestic and international stakeholders. Final workplan will be approved by UNDP. UNDP will provide translation of relevant BiH documents.

    Develop a situation analysis and training needs assessment through review of current practices in terms of disaster risk management at the municipal level. The consultant will collect all the relevant inputs (information, assessment reports, etc.) for this task, and s/he will design one focus group meeting with the local governments’ representatives in order to precisely define gaps in disaster risk management, as well as to define a scope and topics to be included in comprehensive training programme. As a result, a draft report will be prepared and shared with UNDP and local stakeholders for comments that provides straightforward analysis of the existing deficiencies in the disaster risk management at local level, the list of recommended measures, divided from the most to the least urgent, to reduce the identified weaknesses, as well as the list of the recommended training programmes to be developed for that purpose. The final version of the document will include the comments provided by UNDP and local stakeholders.

  • Design tailored training programme on disaster risk management for mayors and municipal crisis HQ by using the findings from the situation analysis and training needs report, that is the specific training scope and topics identified therein,the consultant will design an outline of the training curriculum and training plan presenting the purpose, learning objectives, content and methodology to be used, training agenda, and training outcome to be used in training evaluation process. The outline will be submitted for approval to UNDP Project Team, and upon its consent the consultant will design full-fledged programme and materials for the training (up to 2 training days in total). Training materials developed by the consultant will consist of:agenda, PowerPoint presentation, compilation of relevant readings, list of references, exercises, tools, models of relevant legal documents and a training evaluation form. The UNDP Project Team will provide templates for training materials. The training will be delivered only upon UNDP’s approval of programme and materials.

  • The consultant will deliver the designed and approved training programme to selected beneficiaries. The training aims at increasing knowledge and skills of up to 15 representatives from selected municipalities and/or other relevant governmental institutions. Following the completion of training delivery, the consultant will provide a report with his/her observations and eventual recommendations for the training improvements. UNDP will provide logistical support for the organization of the training.

  • In order to test newly gained skills, consultant is expected to organize simulation exercise for 3 beneficiary municipalities. Simulation exercise will be in the form of table top exercise (TTX) involving all relevant stakeholders (civil protection units, police, medical services, firemen, municipal/city civil protection emergency headquarters, community leaders etc.) with focus on vulnerable categories of population through use of DRAS[1]. In close cooperation with beneficiary municipalities and local experts, consultant will provide detailed plan and scenario for TTX based on best international practices. After TTX scenario is approved by local stakeholders, consultant will lead implementation of the exercise based on developed scenarios including subsequent evaluation of the TTX.

All tasks will be done in close collaboration and support of local stakeholders and civil protection experts and UNDP. Draft and final versions of standardized 2-day emergency management training and TTX scenario will be approved by relevant counterparts and UNDP. The duration of this task is estimated to be 25 working days including three mission to BiH within 8 months.

Deliverables/outputs:

  • Deliver draft training material for standardized 2-day emergency management training for municipality leadership - 10 days, by 20 December 2018, 40%;
  • Deliver final training material for standardized 2-day emergency management training for municipality leadership - 3 days, by 30 April 2019, 10%;
  • Deliver one standardized 2-day emergency management training to leadership of three beneficiary municipalities (Livno, Mrkonjic Grad and Maglaj) - 3 days, by 10 May 2019, 15%;
  • Design and conduct simulation exercise in the form of table top exercise (TTX) for three municipalities (Livno, Mrkonjic Grad and Maglaj) - 9 days, by 30 June 2019, 35%.

Required Skills and Experience

Academic Qualifications/Education:

  • Advanced university degree (Master’s degree or equivalent) in disaster risk management, environment or development or other related fields.
  • BA in combination with 2 additional years of working experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 7 years of relevant working experience in the areas of disaster risk management;
  • Strong understanding of disaster risk reduction and in particular disaster preparedness and response;
  • Experience and strong knowledge of EUCPM;
  • Proven knowledge and previous experience in designing and delivering disaster management trainings and simulation exercises.

Languages Requirements:

  • Fluency in written and spoken English language is required for this assignment.

Technical  criteria:

  • Criteria A: Strong understanding of disaster risk reduction and in particular disaster preparedness and response -  Weight: 20%, Maximum points: 20;
  • Criteria B: Experience and strong knowledge of EUCPM - Weight: 15%, Maximum points: 15;

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
